Our Value Proposition ISS France was set up in 2007 in the Fos/Lavera area, one of Europe’s most important petrochemical and refinery clusters. We opened offices at Le Havre and Rouen in 2010. The largest French port for foreign trade, Le Havre is known as a very efficient, dynamic and competent facility. The experienced staff of ISS France meet the needs of all types of vessels, from tankers, gas, chemical, dry-bulk and general cargo to naval, container and cruise ships. A large network of partners enables us to respond quickly to every situation and any customer request.

Key Features and Benefits 9 France has completed the reform of all its main ports (Grand Ports Maritimes), with the aim of offering reliable and competitive ports in the European context. ISS France is well placed to offer experienced and excellent service to port users. 9 Located close to Marseilles and Paris airports, ISS France can easily organise all kinds of services for vessel and crew. 9 ISS France offers a dynamic team which finds solutions for all types of problems and challenges. We can attend urgently on matters such as crew changes and medical attendance and respond swiftly to vessel needs such as Cash to Master, supplies, spares deliveries, charts, repairs and survey. 9 We will arrange a wide range of services, such as handling and storage facilities for dry and reefer containers, container inspection, preparation and repair, lashing and securing, and container leasing. 9 The ISS team in France works closely with colleagues across the ISS Global Network, taking advantage of the expertise we have around the world. FAQ France 9 What are the regulations regarding crew changes in French ports? Lavera & Fos are within 40 minutes’ drive of Marseilles airport. A visa upon arrival cannot be obtained for joining crew but we regularly work with various crewing agents in Paris or Amsterdam as transit airports. For disembarking crew, local Immigration authorities will provide visas requested by various nationalities. Valid passports are required. Immigration is closed from 1200 hrs on Saturday through to 0800 hrs on Monday. We therefore suggest that flight arrangements made over the weekend are booked from Monday afternoon. The ports of Le Havre and Port-Jerome are two hours’ drive and Rouen 90 minutes’ drive from Paris airport. We can arrange transit visas from both ends: Le Havre/Port-Jerome/Rouen and Paris. The local Immigration office is open daily from 0600 hrs to 2130 hrs (Saturdays, Sundays and Bank Holidays included). In each location there is a large choice of town centre hotels close to the port area. ISS France coordinates crew changes regularly at all at the above ports.

9 Do the ports of Fos & Lavera have de-slopping facilities? Lavera has facilities for de-slopping with capacity of up to 200 cubic metres. Only CPP slops are accepted. The attendance of the port chemist is compulsory and no chemical content is allowed. Fos has slops facilities with similar capacity to Lavera. CPP/DPP slops are accepted, with no chemical content allowed. Clients should be aware that when a vessel is calling these ports for slops disposal only, berthing priority is given to commercial operations – so the waiting time could be longer than expected.

9 Is it possible to send receive/deliver parcels when my vessel is alongside in port or at anchorage? In Fos/Lavera, we can arrange all kinds of deliveries by air, sea, road or rail. Our forwarding department’s storage facility is located near the airport and swift Customs clearance is granted on weekdays. All we require is prior notification so that we can make the necessary arrangements in advance. On request we can arrange barges in the roads (weather permitting) or alongside during cargo operations, if the cargo flashpoint is over 61ºC. Alternatively, we can secure the harbourmaster’s agreement to do this prior or after cargo operations. Stores and spares deliveries can be easily arranged at Rouen, provided you comply with the rules of the ISPS regime in force. Most deliveries can be done via shoreside but if, for any reason, this is not allowed, delivery can take place via river, using a special barge owned by the local linesmen’s station.

9 Are there any particular complexities relating to bunkering? There are complications concerning bunkering inside the port at Rouen. Shoreside bunkering by truck can be allowed, if following terminal procedures; alternatively, bunkers can be delivered by supply vessels.

9 What are the main nautical conditions applicable for berthing at/sailing from Port-Jerome installations? As a river port, Port-Jerome is subject to tidal constraints. Any vessel has to berth with the rising tide. Most vessels can proceed to berths one hour after Le Havre’s low tide, taking into consideration vessel length and draught. The access window is always confirmed by a senior river pilot. Any vessel longer than 110 metres must be moored starboard alongside.

9 Can you quickly provide D/A proformas and stevedoring tariffs? On a daily basis, ISS France provides fast and accurate D/A proformas for all types of vessels for all French ports according to the customer’s request.
