ISLAND 2000 The first world island conference, organised jointly by unesco and Insula, where some 250 people from 45 countries met to discuss present and future issues concerning islands. The main theme of the conference was scientific progress and new technologies for island sustainable developement . Giardini-Naxos. Sicilia 1992

"ISLANDS 2000"the world of islands:what development on the eye of the year 2000 A legitimate question could be raised by the reader of this volume reporting the Proceedings of the « ISLANDS 2000 » International Conference organized in Giardini-Naxos - Sicily on May 1992 - the legitimate question could sound : « what for and so late » ?The answer lies in fact in the time elapsed, in the many facts which one after the other or perhaps all together have changed the perception that islanders have of themselves as well as the considerable interest for islands raised within the International Community such an exponential curve. But let’s start from the beginning.The « Islands 2000 » Conference, organized by UNESCO and INSULA aimed exploring the impact of new technologies and scientific progress on the islands environment and socio-economic fabric. What was at stake among others was the geo-strategic importance of these tiny territories scattered all over the Oceans together with the often huge exclusive economic zones (EEZ) attributed to them by the UN Law on the Seas. The real question addressed by the Conference could be resumed by : « In the medium term at what conditions will Islands take advantage from their strategic position and from the potential wealth (oil, fishing, etc) of their EEZ ? » a question obviously relevant for Island Communities as well as for continental states.· It was not a surprise therefore at the « Islands 2000 » venue to record the participation of many political island representatives from all over the world, the European Union and from the main Agencies of the UN Family - The Ambassadors of almost all Mediterranean Countries joined the Conference together with the President of the Republic of MALTA - On the other hand many leaders of Public and private companies offered their contribution as well as scientists and experts in the connected disciplines.· There is no doubt that « Islands 2000 » was instrumental in orienting two years later the debates of the Global UN Conference on Sustainable Development of Small Developing Island States (Barbados - April 1994).· The action plan expressed by the Barbados meeting has inspired in its turn the Ist European Conference on Sustainable Island Development organized in Minorca (Spain) on April 1997 by INSULA in cooperation with UNESCO, the European Union and the Authorities of Spain and the Balearic Islands.· The process engaged in Sicily in 1992 with « Islands 2000 » could show in Minorca the relevance of the road traveled trough those new technologies and scientific progress. Telematics, renewable energies, advanced environmental management and their applications for health, culture, education, tourism and many other areas of a vital interest for islanders were no more on a far away horizon, but could be concretely demonstrated there and their cost-benefits assessed. An inter island cooperation framework was agreed upon and reflected in two major documents : the Minorca Commitments and the ISLAND Agenda which represents the operational guideline for future action.The Ciutadela declaration on its turn confirmed the will of the European Island Regions to fully participate in the European Union’s progress at the condition that their specificity is recognized two months later the E.U. Ministers summit in Amsterdam introduced in the revised E.U. threaty Article 130 A : the recognition of islands specificity to be taken duly in account by the E.U. Policies.The Bridge we started to build in Sicily six years ago has found presently his solid headrest - I wish to thank all those who contributed to this endeveour and especially the Technical UNIVERSITY of Athens, his Rector Prof. Markatos and Prof. Antonia Moropoulo, with their strength they made it possible to bring to the public attention this adventure of islanders, with islanders, for islanders.One regret however. A great regret. On the road we lost Prof. Carmelo Cavallaro who made the organization of ISLANDS 2000 possible. We dedicate this work to his memory.
