The objective is to generate cost matrices in which it is possible to x the correlation between each pair of columns and between each pair of rows. The motivation comes from the fact that the method proposed in Representing Task and Machine Heterogeneities for Heterogeneous Computing Systems from Ali, Siegel, Maheswaran, Hensgen and Ali (2000) is unsatisfactory. The method hardly control the correlation between each machine and the correlation between each task. All the generated matrix share the same similarity: a correlation between each column, but no correlation between each line (tasks have a cost but machines may be specialized for some tasks).
