Bio Speaker 1:Colonel Xavier LEFEBVRE has been working in the CBRN Defence expertise since 2002. He is a former Commanding Officer of the 2eme regiment de dragons (2008-2010) which is the unique French CBRN Defence Regiment. He has been working with NATO for 10 years, in CBRN defence doctrine and in conducting the 2008 and 2014 French commitments in the NRF CJ-CBRN Defence Task Force. From Sept 2013, as the Joint CBRN Defence COE’s Operations Support Director (Czech Republic) he is in charge of developing a unique CBRN Reach Back capability in support of NATO.. Abstract (in english) [Texte de l’abstract] voir consignes pages suivantes The requirement for NATO to have access to its own dedicated CBRN Reach Back has long been referred to in various documents, to include the 2009 NATO’s Comprehensive Strategic-Level Policy for Preventing the Proliferation of WMD and Defending Against CBRN Threats. It has now been established as part of the Joint CBRN Defence Centre of Excellence (Vyskov – Czech Republic) as a unique integrated CBRN Reach Back capability, in support of NATO operations and planning. The CBRN Reach Back declared its initial operational capability to NATO on 1st January 2014 and is now expanding toward the aim of reaching its FOC at the end of 2015. The CBRN Reach Back concept relies also on a dedicated and robust CBRN Defence Modelling and Simulation capability. The effective prediction and assessment of CBRN events/incidents including Toxic Industrial Materials (TIM) releases support the development of relevant technical and operational advice to NATO decision makers. “What if” assessment/evaluation processes enhance the analysis of operational or crisis response planning, as well real incidents and/or in support of consequence management operations.
