and/or the development and improvement of the National Capital Region during the fiscal year ended March 31, 1970. On the Commission's behalf, and in accordance with section 85(3) of the Financial Administration Act, I forward the annual report, the report of the Auditor General and the financial statements of the Commission. The year in question provided an important new impetus and dimension to the work of recent years, which, in essence, has been to carry forward implementation of the main recommendations of the Greber report. While the bringing to reality of these recommendations -- such as the railway relocation, the parkway system, the Greenbelt and Gatineau Park -- have contributed immensely to the moulding of a beautiful and gracious city, they have left unattained the broadest goal set by the National Capital Act which is that the Capital be a reflection of the nature and character of Canada which all Canadians can identify and which can be a cohesive force for national unity.

Au nom de la Commission et conformement a l'article 85 (3) de la Loi sur !'administration financi€re, je vous fait parvenir le rapport annuel, le rapport de 1 'Auditeur general et les €tats financiers de la Commission. Nous avons pu, au cours de l 1 ann€e, donner un renouveau de vigueur et une nouvelle dimension a l'oeuvre de la Commission qui, les ann€es pr€c€dentes, a essentiellement consist€ a poursuivre la mise en oeuvre des grandes recommandations du plan Greber. Si leur realisation, connne le remaniement des reseaux ferroviaires, et l'amenagement d'un r€seau de promenades, de la ceinture de verdure et du pare de la Gatineau a grandement contribue a dessiner une ville a la fois belle et pleine de charme, elle a laisse de cOte les buts essentiels assign€s par la Loi qui stipule que la Capitale nationale doit refleter la nature et l'essence du Canada de fa~on que tous les Canadiens puissent s'y reconnaitre et que l'unite nationale s'en trouve renforcee.

Increased impetus in the pursuit of this objective by the Commission can be attributed in large measure to the clarity of its enunciation by the conference of Canadian Prime Xinisters held in Ottawa in February 1969. The Constitutional Conference agreed that: "The cities of Ottawa and Hull and their surrounding areas shall be the Canadian Capital area ••• " and that " ••• steps must be taken so that the two official languages and the cultural values common to all Canadians are recognized by all governments concerned in these two cities and in the Capital Region in general, so that all Canadians may have a feeling of pride and participation in, and attachment to, their Capital ••• 11 Your subsequent announcement in the House of Commons on May 29, 1969, set out the federal government's response in terms of a programme which is intended to satisfy the physical and symbolic requirements of a great national capital. The attached report describes the first effects of this programme which we hope to pursue with increasing vigour·in the years ahead.

INTRODUCTION

The major objective of creating balanced social and economic development throughout the Capital area referred J in the last Annual Report was given increasing emphasis _a 1969-70. It was designed to help in achieving the Government's purpose establishing a truly national capital in the interests of national unity. The sharp contrast in the extent of government activity between the Ontario and Quebec sides of the Ottawa River, together with the great disparity in the general conditions that prevail has long made it clear that much more federal government activity is necessary on the Quebec side, if that part of the region is to be truly a part of the national capital area. The direction of activity throughout 1969-70 reflected this appreciation. The programme of federal government participation in the redevelopment and improvement of the Quebec part of the National Capital Rregion, and more particularly in the City of Hull, was carried forward vigorously. Detailed planning was done on schemes for linking the central parts of Hull and Ottawa. As one of the elements in these major studies, it was proposed that a new bridge should link Ottawa and Hull in the vicinity of Victoria Island. At the same time a major effort was devoted to effective co-ordination of government development in the centre of the Capital. The Commission constitued the National Capital Planning Committee under which a major review of the Commission's basic planning guidelines was begun. Special attention has also been devoted to the planning and future development of Gatineau Park in Quebec and the Greenbelt in Ontario. J;he parkway road to the airport was given high priority and consultants were appointed to proceed with design from Heron Road to the Airport.

Le juste equilibre dans le developpement social et economique des differentes parties de la region de la capitale, mentionne dans le dernier rapport annuel, a fait !'objet d'efforts soutenus au cours de l'annee 1969-1970. Cette action est con~ue de maniere a permettre au gouvernement de creer une capitale authentiquement nationale au service de l'unite du pays. ~

Devant le contraste frappant qui se manifeste dans la portee de !'action gouvernementale sur chacune des deux rives de la riviere des Outaouais allie a l'ecart important des conditions generales, on s'est depuis longtemps rendu compte qu'un effort beaucoup plus considerable s'impose de la part de l'Etat sur la rive quebecoise pour que ce secteur fasse veritablement partie de la region de la Capitale nationale. Cette constatation a ete a l'origine des activites de la Commission en 1969-1970. C'est avec energie qu'a ete entrepris le programme de participation du gouvernement federal au reamenagement eta !'amelioration de la partie quebecoise de la reglon de la Capitale nationale, notamment dans la ville de Hull. Des plans detailles ont ete elabores en vue de joindre le centre de Hull a celui d'Ottawa. Au nombre des principaux amenagements etudies, on a propose la construction d'un pont destine a relier Ottawa a Hull, dans les environs de l'ile Victoria. Parallelement, un gros effort a ete consenti pour coordonner de fa~on efficace les amenagements gouvernementaux dans le centre de la capitale. Le Comite d'amenagement de la Capitale nationale a ete constitue et a amorce un nouvel examen approfondi des orientations fondamentales de la Commission en matiere de planification. On a aussi tout particulierement etudie la planification et l'amenagement ulterieur du pare de la Gatineau au Quebec et de la Ceinture de verdure en Ontario. On a donne une haute priorite a la construction de la promenade de l'aeroport, dont !'etude technique du tron~on a partir du chemin Heron a ete confiee a des experts-conseils.

The Commission appointed the National Capital Planning Committee under the provisions of the National Capital Act, to advise it on long-range development policies for the National Capital Region. This Committee, under the Chairmanship of the Vice-Chairman of the Commission, is composed of private citizens and members of the Commission. ?-1r. W. T. Perks was appointed Executive-Secretary and Director of Long Range Planning.

Ce comite, place sous l'autorite du vice-president de la Commission, se compose de simples citoyens et de membres de la Commission. M. W. T. Perks a ete nomme secretaire-administratif et directeur de la planification a long terme.

The Committee has prepared a work programme for the staff of the Commission leading to the presentation of a development guide plan for the National Capital Region.

Le comite de planification a prepare, a l'intention du personnel de la Commission, un programme de travail qui doit permettre d'elaborer un plan directeur d'amenagement pour la region de la Capitale nationale.

Work is currently underway on this important project with the expectation that, during the 1970-71 fiscal year, recommendations will begin to flow to the Commission and to the Government on development policies appropriate for the National Capital Region to make it possible to accommodate changing conditions, population growth and other pressures which will continue to affect the seat of the Government of Canada. 2.

Les travaux relatifs a cet important projet sont en cours et l'on pense qu'au cours de l'annee financiere 1970-1971, la Commission et le gouvernement commenceront a recevoir des recommandations touchant les programmes d'amenagement qui conviennent a la region de la Capitale nationale et qui lui permettront de s'adapter a l'evolution generale, a la croissance demographique et autres imperatifs qui continueront de toucher le siege du gouvernement du Canada.

Central Area Study For two or three years the Commission had been concerned about the possible height of privately financed office buildings proposed for the core of Ottawa. Many of these buildings, if built, would completely dominate the Parliament Buildings and particularly Parliament Square in front of the Centre Block. These buildings could not proceed immediately because the City of Ottawa Zoning By-law limited the height of buildings in this area to 150 feet above grade.

The developers of the proposed buildings were, however, vigorously seeking amendments to the by-law which would permit them to erect their buildings at various heights up to 450 feet above grade within a matter of three or four blocks from Parliament Square. In anticipation of the problem, the Commission had for some time proposed that a study be made of the central area to determine the best development policy in the interests of both the Government of Canada in protecting the Parliament Buildings, and of the City of Ottawa in achieving a sound central business district. Late in 1968 the City of Ottawa sought the co-operation of the Commission and the Department of Highways of Ontario in financing such a study and engaged consultants to carry it out. The study was to provide general guide-lines for central area development particularly to indicate more effective measures for dealing with building heights in the central area, improved circulation and the general character of the development suitable to the continued creation of a truly national core for the capital. A team of consultants from Canada and the United States was appointed to carry out the studies and report as soon as possible. The Central Area Study was published in June 1969. The Commission judged that the estimated population growth which the report used as a basis for its recommendations was rather excessive. The basic recommendations about control of building heights and the general nature of development in the area were valuable. The report in principle supported views expressed earlier by the Commission about height controls for the central area. It also made concrete proposals for a direct link between the central parts of Hull and Ottawa by way of a bridge and other structures in an attempt to create a visual and functional unity symbolizing the National Capital.

La construction d'un grand nombre d'entre eux ecraserait la perspective des edifices du Parlement, plus specialement la Place du Parlement situee devant l'edifice principal. 11 etait impossible d'entreprendre leur construction car le reglement de zonage de la ville d'Ottawa limitait la hauteur des immeubles de ce secteur a 150 pieds au-dessus du niveau du sol. Toutefois, les promoteurs interesses ont mene une campagne vigoureuse pour faire modifier le reglement, ce qui leur permettrait de construire a diverses hauteurs pouvant atteindre 450 pieds au dessus du niveau du sol, a quelque trois ou quatre quadrilateres de la Place du Parlement. En prevision de cette difficult€, la Commission avait deja propose une etude sur la zone centrale afin d'etablir la meilleure orientation en matiere d'amenagement, aussi bien dans !'interet du gouvernement du Canada desireux de sauvegarder 1' importance des edifices du Parlement que dans celui de la ville d'Ottawa qui tient a edifier un quartier des affaires a la fois central et bien amenage. Vers la fin de l'annee 1968, la ville d'Ottawa a cherche a s'assurer le concours de la Commission et du ministere de la Voirie de ] 'Ontario en vue du financement de cette etude eta retenu les services d'experts-conseils pour l'effectuer. 11 s'agissait d'elaborer une ligne de conduite generale en vue de l'amenagement de la zone centrale, et en particulier d'obtenir davantage de precisions sur les mesures les plus appropriees pour regler le probleme de la hauteur des immeubles, pour arneliorer la circulation et pour degager la nature generale d'un arnenagement favorable a !'evolution permanente d'un noyau de caractere vraiment national pour la capitale. On a procede a la nomination d'un groupe d'expertsconseils canadiens et arnericains charge d'entreprendre les etudes et la redaction des rapports le plus rapidement possible. Les conclusions de !'Etude de la zone centrale d'Ottawa ont ete publiees en juin 1969.

Since it was feared that the rather optimistic views of population growth contained in the report could be deceptive to prospective developers and investors, and since Government decisions subsequent to the Central Area Study tended to further invalidate these assumptions, a special report on prospective population growth in the National Capital Region was prepared by Commission staff. This report is identified as Occasional Paper 69-01. While there has been much debate about the prospective population growth, it has become clear from recent statistics that there has been little, if any, growth in the public service in recent months. This fact combined with the developmGnt by the Government of major accommodation on the Quebec side of the River indicates that there will be far less demand for new office space which is being erected by private entrepreneurs in Ottawa. While the discussion about the need for a major study of the central area and the actual preparation of the report were going on, one or two developers pressed their cases for higher buildings with the City of Ottawa and the Ontario Municipal Board. After the report was submitted tc those who commissioned it, the City of Ottawa and the Ontario Municipal Board reviewed the proposal by a developer to build a 450 foot high office tower on the block bounded by Sparks, Queen, Kent and Lyon. The Commission had recommended a limit of 300 feet.

Interpretation of the height control proposals of the report suggested that a building of not more than 300 feet at the east end of the block and 342 feet at the west end of the block would meet the limits proposed by the report. The City adopted a by-law permitting a structure on the site up to 342 feet in height. This height was applied to the whole block and the by-law also allowed for a penthouse and similar structures to exceed this limit by 30 feet for a total of 372 feet. This was approved by the Ontario Municipal Board.

Selon la Commission, 1 1 accroissement demographique prevu sur lequel ont ete fondees les recommandations du rapport etait passablement exagere, tandis que les recommandations fondamentales touchant la hauteur maximale imposee aux immeubles et la nature generale de l'amenagement de cette zone etaient judicieuses. En principe, ce rapport faisait siennes les opinions exprimees auparavant par la Commission au sujet de la hauteur maximale dans la zone centrale. On y trouvait aussi des propositions concretes relatives a une liaison directe entre le centre de Hull et celui d 1 Otta>va, grace ala construction d'un pont et d 1 un certain nombre d 1 au tres ouvrages, marquant ainsi la volonte de creer un ensemble a la fois visible et pratique qui symboliserait la Capi tale nationale. De crainte que les idees optimistes contenues dans le rapport sur la croissance demographique n 1 induisent les promoteurs et les financiers eventuels en erreur, et vu que les decisions du gouvernement decoulant de la parution de 1 1 Etude de la zone centrale d 1 0ttawa tendaient a infirmer davantage cette hypothese, la Co~~ission fit preparer par son personnel un rapport special sur la croissance demographique probable dans la region de la Capitale nationale. Ce rapport a officiellement re~u le nom d 1 Etude n° 69-0l. On aura beaucoup discute de l'accroissement demographique probable mais, selon les dernieres statistiques, il est evident qu 1 au cours des derniers mois la Fonction publique n'a guere augmente ses effectifs. Cette evolution, jointe a la creation d 'importants amenagements gouvernementaux sur la rive quebecoise de l'Outaouais, indique clairement que la demande pour les locaux administratifs actuellement construits a Ottawa par des entrepreneurs prives diminuera considerablement.

Tandis que se poursuivaient les discussions sur la necessite d'une importante etude de la zone centrale ainsi que !'elaboration proprement dite du rapport, un ou deux promoteurs activaient vigoureusement leurs demarches en faveur de batiments plus eleves en s'adressant a la ville d'Ottawa eta la Commission municipale de l'Ontario. Apres la presentation du rapport, la ville d'Ottawa et la Commission municipale de l'Ontario ont etudie la proposition, faite par un promoteur, de construire un immeuble a usage administratif de 450 pieds de hauteur dans le quadrilatere delimit€ par les rue Sparks, Queen, Kent et Lyon. La Commission a recommande de s'en tenir a une limite de 300 pieds. En examinant les propositions figurant dans le rapport au sujet de la hauteur maximale, on s'est rendu compte qu'un immeuble ne depassant pas 300 pieds a l'extremite est du quadrilatere et 342 pieds a son extremite ouest serait conforme aux limites preconisees dans ce document. La ville a adopte un reglement qui autorise sur cet emplacement la construction d'un immeuble d'une hauteur maximale de 342 pieds. Cette norme a ete etendue a !'ensemble du quadrilatere et le reglement en question a egalement prevu que les rajouts et autres travaux analogues pourront depasser cette limite a raison de 30 pieds, soit un total de 372 pieds. Ces dispositions ont re~u !'approbation de la Commission municipale de !'Ontario. Ala meme epoque, un autre promoteur s'effor~ait d'obtenir la permission de construire un immeuble a usage administratif a l'angle sud-est des rues Sparks et O'Connor, immediatement en arriere des immeubles bordant le cote sud de la rue Wellington. Le batiment principal devrait avoir une hauteur de 133 pieds, surplombe d'un rajout important mesurant 22 pieds, ce qui portait la hauteur de

While this was going on another developer sought a permit to build an office building on the southeast corner of Sparks and O'Connor streets immediately behind the buildings facing the south side of Wellington Street. The main part of this building was designed to be 133 feet high, with a large penthouse structure extending an additional 22 feet for a total height of 155 feet. The recommendation of the Central Area Study proposed an absolute limit of 115 feet for a site in such close proximity to Parliament. Because of the existing bylaw, permitting a building 150 feet high, the City did not withhold a building permit. The Commission had no power to stop or change the building nor, despite agreement in principle between the City and the NCC as to the acceptability of the height restrictions advocated in the Central Area Study, has any progress been made in translating these recommendations into by-laws. This particular building is under construction and will seriously affect the visual quality of Parliament Square. In all of its actions the Commission has not suggested any reduction in the floor space index and therefore no reduction in the permitted amount of office space would have been required under its proposals. The Commission also explored without success various avenues whereby the Government of Canada might influence such developments. These experiences, however, show that agreement must be reached soon on how building heights can be controlled to protect Parliament Square and the group of buildings which enclose it in the interests of a great capital and a good city.

La Commission n'avait pas l'autorite d'interrompre ou de modifier les travaux; il n'a pas non plus ete possible, malgre les accords de principe conclus entre la ville et la CCN au sujet de la hauteur limite recommandee dans l'Etude de la zone centrale, d'enteriner ces normes sous forme de reglement. Cet immeuble est actuellement en construction et portera prejudice a l'esthetique de laPlace du Parlement. La Commission n'a jamais propose une reduction de la superficie amenageable; par consequent, nulle diminution de cette superficie n'aurait ete exigee aux termes de ses recommandations. La Commission a egalement envisage, mais sans succes, divers moyens grace auxquels le gouvernement du Canada pourrait exercer une certaine influence sur de telles realisations. Tous ces evenements indiquent neanmoins qu'il importe de parvenir rapidement a un accord pour decider de la hauteur maximale des immeubles, afin de sauvegarder l'esthetique de laPlace du Parlement et des edifices adjacents dans 1 'interet d.'une grande capitale et d 'une ville bien administree.

Outaouais Area Planning On May 29, 1969 the Honourable Jean Marchand announced that the National Capital Commission would acquire some 15 acres in the central part of Hull for future federal government building and related development. This was the initial step taken in the implementation of the more vigorous programme of activity. Part of this land had been acquired privately for the construction of a major office tower with extensive commercial development in the lower levels. Since, for financial reasons, this project could not proceed, the federal government acquired both the property and the plans for the scheme as part of the acquisition programme announced by the Minister. The first major federal office building in Hull will be based upon these plans and be built on this site. Other federal office buildings have been planned for this land. The site development is being co-ordinated with the work proposed by the Government of Quebec on about four acres of land acquired adjacent to the federal acquisition. This land is to be used for a new provincial government headquarters and a new Court House. One of the major conditions of disparity between the development on the two sides of the Ottawa River is that it has not been possible for the municipal authorities of Hull and surrounding municipalities to finance an adequate water and sewer system. In proposing new major development in Hull the government did not, however, want to increase the level of pollution in the Ottawa and Gatineau rivers. The government has therefore agreed to assist the City of Hull by making a grant towards the construction of new water and sewer services. These are to be designed not only to serve the new federal developments but to be parts of new regional sewer and water systems for the Quebec part of the National Capital Region.

Amenagement de la region de l'Outaouais. M. Jean Marchand a annonce le 29 mai 1969 que la Commission de la Capitale nationale ferait l'achat d'environ 15 acres de terrain dans le centre de Hull afin de permettre ulterieurement la construction d'immeubles du gouvernement federal et de certains amenagements connexes. Il s'agissait de la premiere mesure de mise en oeuvre d'un programme d'action plus dynamique. Une partie de ce terrain avait ete achetee a titre prive afin de permettre la construction d'une grande tour a usage administratif, dotee d'importants amenagements commerciaux aux etages inferieurs. Ce projet ne pouvant se concretiser pour des raisons financieres, le gouvernement federal a fait l'achat de la propriete et des plans, dans le cadre du programme d'acquisition annonce par le ministre. Le premier immeuble administratif federal important de Hull sera con~u en fonction de ces plans et construit sur cet emplacement. On a egalement prevu sur ce terrain la construction d'autres immeubles administratifs du gouvernement federal. Cet amenagement des lieux va de pair avec les travaux proposes par le gouvernement du Quebec sur un terrain de quatre acres contigu a celui du gouvernement federal. Ce terrain est destine aux nouveaux bureaux du gouvernement provincial eta un nouveau palais de justice. Le developpement inegal sur les deux rives de l'Outaouais decoule notamment du fait que la municipalite de Hull et celles de ses environs n'ont pu financer la construction d'une canalisation d'adduction d'eau et de reseaux d'egouts convenables.

Engineering consultants were engaged to make studies of the sewer system under a co-operative arrangement between the City of Hull, federal and provincial governments and the National Capital Commission. In the meantime the city of Hull has completed the design for a new water filtration plant and distribution system to which the government will contribute a share of the cost. to give further practical application to the Commission's increased concern and activity in the development of the federal presence in the Quebec portion of the National Capital Region, the Commission established the Outaouais Planning Section under the direction of Mr. Pierre Korwin. This section will have the primary responsibility for co-ordinating the planning and development activities of the Commission in the Quebec portion of the Region. It will work with the various municipalities for the appropriate development of this portion of Canada's National Capital Region. It will also have responsibility for the Commission's consideration of its own projects as well as projects which may call for joint action with the emerging new structure of regional government on the Quebec side of the Ottawa River.

Des experts-conseils ont ete engages pour etudier l'amenagement du reseau d'egouts, aux termes d'un accord conclu entre la ville de Hull, les pouvoirs publics federaux et provinciaux et la Commission de la Capitale nationale. Entre temps, la ville de Hull a termine les plans d'une nouvelle usine de filtration et d'un reseau d'adduction d'eau dont l'amenagement sera partiellement finance par le gouvernement. Afin de permettre une application pratique plus etendue de !'interet et des agissements de la Commission touchant la presence du gouvernement federal dans le secteur quebecois de la region de la Capitale nationale, la Commission a cree la Division de la planification de l'Outaouais, sous la direction de M. Pierre Korwin. Ce service sera en premier lieu responsable de la coordination des travaux de planification et d'amenagement de la Commission dans le secteur quebecois de la region. Il cooperera avec les differentes municipalites en vue de l'amenagement rationnel de ce secteur de la region de la Capitale nationale. Ce service devra aussi recommander l'examen par la Commission des projets de cette derniere ou des projets qui pourront reclamer une action concertee avec la nouvelle structure administrative regionale qui apparait sur la rive quebecoise de l'Outaouais.

Portage Bridge The Government of Canada has recently announced that a new bridge will be erected across the Ottawa River to provide a direct link between the Ontario and Quebec cores of the Capital area. It will connect Wellington Street in Ottawa and Maisonneuve Street in Hull in the general location proposed in the Central Area Report. It is interesting to note that suggestions for a bridge in the vicinity of Victoria Island and Richmond Landing had been put forward a number of times in the past including the Holt Report of 1915 (see cover sketch) and the Plan for the National Capital prepared by Jacques Greber in 1950. As already mentioned the consultants on the Central Area Study suggested a link at this location which would include buildings over the structure to provide a stronger link between the two parts of the Capital area. Since the announcement by the Minister that the government would finance the construction of such a bridge out of funds available to the Commission, design work has been put in hand on an urgent basis. The Department of Public Works is responsible for the design and construction of the bridge and the Commission will have some responsibility for the basic scheme and its integration with the developments on both sides of the River.

Pont du Portage Le gouvernement du Canada vient d'annoncer dernierement la construction d'un nouveau pont qui franchira la riviere des Outaouais et qui assurera une liaison directe entre les deux centres de la region de la capitale situes en Ontario et au Quebec. Il reliera larue Wellington (Ottawa) a la rue :faisonneuve (Hull) suivant l'agencement general propose dans le Rapport sur la zone centrale. 11 est interessant de noter que la construction d'un pont a proximite de l'ile Victoria et de Richmond Landing a deja ete proposee a plusieurs reprises, notamment dans le rapport Holt qui date de 1915 (cf. l'esquisse de la couverture) et dans le Projet d'amenagement de la Capitale nationale, presente par Jacques Greber en 1950. On a deja vu que les experts-conseils charges de 1 'Etude de la zone centrale ont propose a cet endroit une liaison comportant des batiments qui, ajoutes aux autres ouvrages, permettraient de creer entre les deux elements de la region de la capitale une union plus marquee. Depuis que le Ministre a annonce que le gouvernement financerait la construction de ce pont grace a des fonds mis a la disposition de la Commission, on en a entrepris sans tarder l'etude technique. C'est le ministere des Travaux publics qui est charge de cette etude et de la construction du pont, tandis que la Commission aura pour tache de surveiller l'agencement fondamental et la fa~on dont il s'integrera a l'amenagement des deux rives.

Gatineau Park Planning The Commission has experienced ever increasing pressure on the use of space in Gatineau Park for public recreation. Therefore a survey of the use of the Park and an inventory of its resources were conducted in the summer. Consultants were engaged to work closely with the planning staff to prepare a general plan for park development. The concept of the consultants is based on one prepared by the Commission's staff in 1968 and a preliminary plan and development programme based on this concept was presented to the planning staff in January 1970. Shortly thereafter lessees of N.C.C. cottages at Meach Lake (Quebec) were advised that their leases would not be renewed for 1970 so that public use. of the Meach Lake area could be increased gradually over the coming years. It is expected that further study and improvement of the plan and development programme will lead to the establishment of policies for the future use and protection of Gatineau Park that will channel public use to suitable areas while at the same time protecting the wilderness.

Amenagement du pare de la Gatineau La Commission a ete soumise a des pressions sans cesse croissantes en ce qui concerne l'utilisation des terrains du pare de la Gatineau pour l'agrement du public. On a done entrepris l'ete dernier une etude sur !'utilisation du pare ainsi qu'un inventaire de ses ressources. On a eu recours a des experts-conseils qui ont etroitement coopere avec le personnel charge de la planification pour elaborer un plan d 'ensemble d'amenagement du pare. Le travail des expertsconseils se fonde sur une etude effectuee par la Commission en 1968. En janvier 1970, un plan et un programme d' amenagement preliminaires con~us en fonction de cette etude ont ete soumis au service de planification. Peu de temps apres, les locataires de chalets de la CCN au lac Heach (Quebec) ont ete informes que leurs baux ne seraient pas renouveles en 1970 de fa~on a rendre le lac de plus en plus accessible au public au cours des prochaines annees. On prevoit que d'autres etudes, jointes a !'amelioration du planet du programme d'amenagement, permettront d'elaborer une ligne de conduite qui s'appliquera a !'utilisation et a la protection ulterieures du pare de la Gatineau; on pourra ainsi canaliser les visiteurs vers des lieux appropries tout en protegeant la nature.

6. Sparks Street Block As part of its development plan for the block bounded by Sparks, Bank, Queen and Kent streets, the Commission continued to work closely with the Bank of Canada and the Department of Public Works. Planning and urban design consultants were engaged and in May, 1969, presented proposals for a general design concept for the area. This report is of a general nature dealing with the scale and character of the developments suggested for this area with the objective of ensuring its compatibility with adjacent important buildings and effectively relating it to vehicular and pedestrian movement and access in the area. Later in the year it was decided that the Bank of Canada would assume responsibility for the design, particularly of individual buildings. Early in 1970 the consulting architects to the Bank presented general design proposals which followed the principles previously established by the planning and urban design consultants and suggested techniques whereby the development of this area could make a considerable contribution to the fabric of the central part of the capital.

Quadrilatere de la rue Sparks Dans le cadre de son plan d'amenagement du quadrilatere limite par les rues Sparks, Bank, Queen et Kent, la Commission a continue de travailler en etroite collaboration avec la Banque du Canada et le ministere des Travaux publics. On a eu recours aux services de specialistes en planification et en urbanisme qui ont presen te, en mai 196 9, des pr opo si t.ions en faveur d'un plan d'ensemble qui s'appliquerait a cet te zone. Leur rapport est d 'ordre general; il aborde l'ampleur et !'aspect des amenagements qu'on envisage pour la zone en question afin que le plan s'harmonise avec les importantes constructions voisines tout en s'adaptant parfaitement ala circulation eta l'acces des voitures et des pietons dans ce secteur. On a ulterieurement decide au cours de l'annee que la Banque du Canada serait chargee de l'etude technique, notamment de celle des immeubles individuels. Au debut de 1970, les architectes-conseils de la Banque ont soumis des propositions relatives au plan d'ensemble, qui reprenaient les themes enonces anterieurement par les planificateurs et urbanistes-conseils; ces architectes ont preconise certaines techniques grace auxquelles l'amenagement de cette zone pourrait considerablement contribuer a la formation de la partie centrale de la capitale.

7. Computer Programme for Planning The Commission has long recognized a need for more effective information and data base for regional planning work. In 1968 the government granted the Commission authority and approved financing for a start of this programme. Central Mortage and Housing Corporation agreed to support the plan financially iri the interests of the research aspects which might be valuable in other parts of the country. In the first part of the fiscal year 1969-70 a substantial amount of study was devoted to developing the information system. Work on the data base has been successful. The Commission has assisted the City of Hull by placing municipal assessment and census information on magnetic tapes in the data bank. Municipal census and assessment data on magnetic tapes has been received from Ontario Provincial Assessor for the municipalities in the Ontario part of the national Capital Region.

7. Adaptation d'un systeme d'informatique La Commission a depuis longtemps reconnu qu'il est indispensable de disposer d'une meilleure banque de renseignements et de donnees pour ses travaux de planification regionale. En 1968, le gouvernement a dote la Commission des pouvoirs et des fonds necessaires a l'amorce de ce programme La Societe centrale d'hypotheques et de logement a accepte d'accorder son aide financiere pour favoriser les aspects de la recherche qui S I avereraient UtileS en d'autres endroits du pays. Au cours de la premiere moitie de l'annee financiere 1969-1970, de nombreuses etudes ont ete consacrees a l'elaboration du systeme d'informatique et les travaux relatifs a la banque des donnees ont donne de bons resultats. La Commission est venue en aide a la ville de Hull en enregistrant sur bandes magnetiques l'evaluation municipale de meme que les donnees demographiques. L'evaluateur de la province de l'Ontario a muni la Commission des statisques analogues sur bandes magnetiques pour les municipalites ontariennes de la region de la Capitale nationale.

PROJECT

DESIGN

1. Airport Parkway The Commission had long studied the design of a parkway linking the south end of Bronson Avenue at Heron Road with the Airport along Sawmill Creek. The scheme included separated roadways, major landscaping development and water control systems along the creek valley. In the fall of 1969, it was decided to pursue alternatives which might provide a simpler road connection to the Airport. This was done with a view to an immediate start, with more elaborate developments possible at some future time. As a result a two lane roadway scheme from Brookfield Road south to the Airport was prepared and subsequently approved. The Airport Parkway is being designed so that an additional two lanes on a separate road can be added in future. Tenders for the first construction work will be called in the summer of 1970. 2.

Major Site Planning and Design Studies Design studies based on a general development programme were prepared for a major Greenbelt park on both sides of the Rideau River at Victory Hill, Black Rapids. This included studies of recreational resources and landscape treatment.

Promenade de 1 I aeroport La Commission avait entrepris depuis longtemps l'etude d'une promenade qui relierait !'intersection de l'extremite sud de l'avenue Bronson et de larue Heron a l'aeroport, le long du ruisseau Sawmill. Ce plan comportait des chaussees separees, d'importants amenagements paysagers et des ouvrages de regularisation des eaux le long de la vallee du ruisseau. A l'automne de 1969, on a decide d'envisager certaines solutions susceptibles d 'assurer une liaison routiere plus simple avec l'aeroport. Ce travail est maintenant realise, sous reserve d'ameliorations ulterieures mieux agencees. On a done elabore et approuve le plan d'une chaussee a deux voies partant du chemin Brookfield, en direction sud jusqu'a !'aeroport; la promenade de l'aeroport est con~ue de fa~on a permettre d'ajouter plus tard une autre route distincte a deux voies. Les appels d'offres portant sur la premiere tranche des travaux seront lances au cours de l'ete de 1970. 2. Planification et etudes techniques d'importants emplacements. Des etudes techniques fondees sur un programme d'amenagement general ont ete faites en vue d'ouvrir un grand pare dans la Ceinture de verdure, des deux cotes de la riviere Rideau, a Victory Hill, Black Rapids. Ces etudes ont porte notamment sur les ressources recreatives et sur l'amenagement paysager.

A long-range development plan and programme was outlined for the Major's Hill-Lady Grey Drive area. This was based on general recommendations for development of a memorial area prepared by Sir Hugh Casson eminent urban design consultant from the United Kingdom. The plan will provide a basis for decisions about the location of memorials in the future, as well as other improvements that may be necessary. In addition to the general study of Gatineau Park, a separate study was made of the possibilities of developing a water and parkland recreation area at Meach Lake (Quebec) within the park. This required the assessment of resources, landscape character and the draft of a general concept for programming future uses.

On a jete les bases d'un planet d'un programme d'amenagement a long terme destines a la zone de la promenade Lady Grey-Major's Hill, a la suite de recommandations generales formulees par Sir Hugh Casson, urbaniste-conseil eminent du Royaume Uni, et preconisant l'amenagement d'un site commemoratif. Ces mesures serviront de reference aux decisions ulterieures concernant l'emplacement de lieux commemoratifs et d'autres ameliorations que 1 'on jugera necessaires. Outre l'etude d'ensemble du pare de la Gatineau, on a egalement etudie la possibilite d'amenager au lac Meach (Quebec), a l'interieur meme du pare, une zone recreative. 11 a fallu pour cela proceder a l'evaluation des ressources generales et de la nature du paysage, et elaborer l'avant-projet d'un plan general pour une programmation ulterieure.

5. Assistance to Hunicipali ties

A general development plan and some design work and recommendations for the redevelopment of the Aylmer waterfront were prepared and presented to the Town for its use in carrying out its own community programme. Plans and recommendations were prepared for the City of Hull's Pare des Pins and Mousette Park. Design suggestions and recommendations were prepared for the City of Vanier for use in continuing the development of the Rideau River park and recreation area. The Commission continues to provide design advice to the Town of Almonte in the National Capital Region. This will serve as a pilot project for community improvement which can be undertaken by the municipality and citizens' organizations. The programme includes evaluating the townscape quality of Almonte and the preparation of design proposals for external environmental improvement to buildings, streets, open spaces and natural features. The responsibility for implementation rests with the town and the citizens of Almonte. In May 1969 the Council of the Village of Rockcliffe Park sought assistance from the planning staff of the Commission in establishing guidelines to control the form of its future development. Work with the village was carried out through a small liaison committee, consisting of residents and councillors. As a result a future land use plan was accepted after study of several alternatives.

Ce programme comporte l'evaluation esthetique d'Almonte et la preparation d'etudes sur les possibilites d'ameliorer l'aspect exterieur des immeubles, des rues, des espaces libres et du paysage en general. La mise en oeuvre de ce programme incombe ala ville et aux citoyens d'Almonte. Au mois de mai 1969, le conseil du village de Rockcliffe Park a demande l'aide du service de planification de la Commission afin d'elaborer les lignes directrices pour les travaux d'amenagement ulterieurs. La cooperation avec ce village s'est realisee par l'entremise d'un petit comite de liaison compose de residents et de conseillers. Apres avoir etudie plusieurs propositions, les parties en cause ont adopte un plan d'utilisation des terres.

The Commission increased its influence in this general field in the Capital. Signs for government buildings and sites in the Region have been installed on the basis of the Commission's developing design standards. The Commission adopted a distinctive symbol in order that its work can be more readily recognized. This symbol comprises 12 maple leaves forming a circle. It will appear on Commission properties, buildings, equipment and publications.

La Commission a fait usage de cette technique pour mieux marquer son activite dans la region de la capitale. Dans le cadre de cette campagne, on a installe des panneaux sur divers immeubles et terrains, proprietes du gouvernement federal dans la region. La Commission a adopte un symbole caracteristique afin de mieux identifier ses realisations. Ce symbole se compose de douze feuilles d'erable disposees en cercle. Il sera place sur les terrains, les immeubles, le materiel et les publications de la Commission. 7. Eclairage Un expert-conseil a prepare une etude sur l'eclairage des promenades et des terrains adjacents de la Commission. Ce travail aborde notamment les effets nocturnes speciaux crees par un eclairage approprie en vue de faire ressortir le paysage qui borde les promenades, ainsi que les diverses formes de lampes et lampadaires pour eclairage public. Environmental Lighting A study has been prepared by a consultant on the night-time lighting of the Commission's parkways and adjacent areas. This includes the consideration of special night-time effects created through the use of suitable forms of lighting designed to accent the landscaping along the parkways. The design of luminaires and standards for roadway lighting are also under consideration. It is hoped that the final report will provide the basis for a lighting policy based upon both safety and environmental considerations.

PROJECT

DEVELOPMENT

1. Champlain Bridge For several years the Commission was aware that the deck of the Champlain Bridge was deteriorating. Approval was obtained to carry out major repairs before it became necessary to close the Bridge for reasons of safety. The concrete bridge deck was completely replaced, the super-structure was cleaned, repaired and repainted. New guardrails and lighting fixtures were installed. In carrying out this work, it was possible to widen the pavement a little and to provide much better access to Bate Island. This work is to be completed in the summer of 1970.

Depuis plusieurs annees, la Commission se rendait compte de la deterioration du tablier dupont Champlain. Elle a re~u l'autorisation d'effectuer d'importantes reparations pour que l'on ne soit pas oblige d'interdire le pont pour des motifs de securite. On a procede au remplacement complet du tablier de beton dupont tandis que l'on en faisait nettoyer, reparer et repeindre la superstructure. On a egalement fait installer de nouvelles rampes et de nouveaux lampadaires. A l'occasion de ces travaux, on en a profite pour elargir un peu la Chaussee et amenager un meilleur acces a l'ile Bate. Ces travaux seront termines pendant l'ete de 1970.

Development along the East Bank of the Rideau Canal - Sewer and Water The complete redevelopment of the area east of the Rideau Canal, south of Rideau Street has been delayed until improved economic conditions make it practical. The Government has, however, proceeded with the construction of a new National Defence Headquarters on the south part of the site. This has made it necessary for the Commission to arrange for the installation of basic services for the whole site, including a major watermain and a sewer tunnel for storm and sanitary sewers.

Il a fallu retarder 1 'entreprise complete de reamenagement de la rive est du Canal Rideau jusqu'a ce qu'une amelioration de la conjoncture economique la rende possible. Le gouvernement a cependant poursuivi la construction du nouveau quartier general de la Defence nationale sur la partie sud de cet emplacement. Il a fallu pour cela que la Commission procede a des installations de services essentiels pour l'ensemble des lieux, services qui comportent un conduite de distribution d'eau principale et une galerie souterraine pour abriter un egout pluvial et un egout sanitaire.

Thompson-Perkins Mill, Richmond Landing This historic mill on Commission owned land at Richmond Landing just below the Chaudiere Falls has been restored and is to be equipped for leasing as a restaurant. Site work is required in order to provide roadway access, parking and services as well as suitable landscape treatment.

Commission Headquarters - 48 Rideau Street The Commission moved its Headquarters from Carling Avenue to Rideau Street. The Commission and its predecessor had occupied the building at Carling Avenue and Bell Street since 1927. The new Headquarters building is the former Transportation Building at 48 Rideau Street. This move made it possible to consolidate all Headquarters staff from Carling Avenue, 540 Wellington Street, 531 Sussex Drive and Sparks Street at Elgin. The moving of all Headquarters staff to one building is expected to contribute to efficiency and improved communication.

Ce demenagement a permis de reunir sous un meme toit tout le personnel de !'administration centrale qui travaillait auparavant dans les bureaux de !'avenue Carling, 540 rue Wellington, 531 promenade Sussex et a l'angle des rues Sparks et Elgin. On espere que ce regroupement du personnel de !'administration centrale dans un meme immeuble contribuera a ameliorer l'efficacite et les communications. Pour le reamenagement de ses bureaux du 48 rue Rideau, la Commission a adopte la technique de l'amenagement a cloisons libres. Bien que l'espace libre disponible aux divers etages de cet immeuble ne permette pas le genre de decoration qu'il serait possible de realiser dans un immeuble de plus grande superficie, !'utilisation de cette technique s'est averee economique; elle a permis en outre une plus grande souplesse dans l'amenagement et resulte en un milieu de travail unique et attrayant.

Commission Headquarters - 48 Rideau Street In refurbishing the building on 48 Rideau Street for its own use, the Commission adopted the open office space planning technique. While the open spaces available on the various floors in this building do not provide as much freedom for "open landscaping" as could be achieved in a building with larger floors, the use of this technique has proven economical, has provided more flexibility as well as a distinctive and attractive working environment. 5.

Parkways No major parkway development was initiated. However, landscaping of the western end of the Ottawa River Parkway was continued, and additional landscaping carried out on Colonel By Drive from Deep Cut to the Laurier Bridge.

Elle a etudie la possibilite de vendre certains terrains excedentaires, en commenc;ant par quatre parcelles le long de la promenade de 1 1 Ou taouais, qui se ron t vendues par adjudication.

Property Acquisition and Administration The Commission carried on acquisitions of parkway lands and filed expropriations on the properties in the 15 acres in the core of Hull designated for federal development. A study was made of the possibility of disposing of surplus land and initially four parcels along the Ottawa River Parkway were identified to be sold by tender.

Les ventes de terrains industriels se sont poursuivies. La Commission se propose d'amenager les terrains situes au sud du chemin Walkley pour en faire un pare industriel.

Industrial land sales continued. Plans were made to have land on the south of Walkley Road available for development as an industrial subdivision.

ADMINISTRATION

1. Finance During the fiscal year 1969-70 the Commission spent $9,439,592 (net) out of the National Capital Fund for various development and assistance projects as authorized by the Governor in Council for the purposes of development of the National Capital Region. Net acquisitions of properties financed out of loan appropriations totalled $4,179,502, and interest on loans outstanding during the year amounted to $3,448,573. Maintenance and operation of parks, parkways, government grounds, etc., and the cost of general administration, amounted to $6,798,236 (net) compared to an estimate of $7,100,000. The Commission, in abiding by the Government's guidelines on the control of expenditures carried out economies in its field operations and general administration. Improved field operating techniques, conversion to automated financial and management information systems, rearrangement of work loads, schedules, and priorities, all designed to increase efficiency produced a saving of $301,764. This amount together with a lower than estimated interest expense ($151,427) due to early repayment of loans, accounts for the return of a total of $453,191 in unexpended funds out of an appropriation of $10,700,000 for the year.

Personnel 9eneral budgetary restrictions during the year made it necessary to effect a 5.4% reduction in the use of manpower over the previous year. This constituted a reduction from 741.6 to 703.3 man years. The reduction included casual, seasonal and continuing staff. While eight continuing employees were given notice that their positions would become redundant, it was possible to place all of them in alternative employment by taking advantage of normal retirements and resignations. For the first time the performance levels of all seasonal employees were rated systematically so that the merit principle could be applied more consistently in staff reductions or in recall of employees. The Commission participation in the language training programme in the Public Service was maintained at the maximum possible level. 28 employees were involved in this programme which was supplemented by an internal Commission course in basic French for an additional 18 employees. At year end 45% of all employees were bilingual with 30% of the administrative staff qualifying. It is anticipated that with the present level of training programme the Commission will be able to exceed SO% in both categories within three years. In the staff relations programme 18 new collective agreements affecting employees were implemented. In each case implementation was achieved within the time limits set. At year end there were 24 collective agreements in force for employees. The administration of these agreements has proceeded without major problems.

Personnel Les reductions budgetaires generales au cours de l'annee ont oblige la Commission a reduire son personnel de 5.4 p. 100 par rapport a l'annee precedente, soit une reduction de 741.6 a 703.3 annees-hommes. Cette reduction a touche le personnel intermittent, saisonnier et a plein temps. Bien que huit employes a plein temps aient ete avises que leur poste est devenu excedentaire, le processus normal des mises a la retraite et des resignations a permis de les reemployer. Pour la premiere fois, on a evalue systematiquement le rendement des employes saisonniers afin d'etre en mesure d'appliquer le principe du merite d'une fa~on plus rationnelle lors des reductions de personnel ou du rappel des employes. La Commission a participe au maximum au programme d'enseignement des langues de la Commission de la Fonction publique. Vingthuit de nos employes ont participe a ce programme et dix-huit autres ont suivi un cours de fran~ais elementaire organise par la Commission. Ala fin de l'annee, 4S p. 100 de tousles employes etaient bilingues, dont 30 p. 100 du personnel administratif. Au rythme actuel du programme de formation, la Commission espere que le nombre des employes bilingues depassera SO p. 100 dans les deux categories d'ici trois ans.

Au chapitre des relations de travail, 18 nouvelles conventions collectives touchant les employes ont ete mises en application. Dans tous les cas, la mise en application s'est faite en de~a de la limite de temps imposee. Ala fin de l'annee, 24 conventions collectives etaient en vigueur pour les employes. On a pu administrer ces differentes conventions sans difficultes.

Positions were converted to new classifications during the year. There were 82 employee challenges of the classifications and all but two were settled without formal grievances. A Management Safety Council was established. Its activities have shown a reduction in time lost as a result of accidents of some 20%. 3.

Information Services A la suite de la reclassification des emplois au cours de l'annee, 82 employes ont conteste leur nouvelle classification; on a pu cependant regler cette situation, a !'exception de deux cas, sans que les employes aient recours a la procedure des griefs.

The Visitor Reception Programme under the Information Services has been extended during the past year with staff assisting educators in planning school visits to the Capital. Some 1,027 groups composed of 51,348 students mainly from Ontario and Quebec toured the National Capital. During the summer some 10,000 visitors were provided with film, slide and other presentations in the Sparks Street Auditorium. In addition to arranging for visits by groups of students, over 1,500 kits of information have been sent to schools across the country and slide lectures on the National Capital Region have been prepared for use by educators. Assistance was also provided for tours of the Capital area to Canadian planning groups, the Commonwealth Speaker's Conference, NATO Chiefs of Staff, government departments, social, service and municipal organizations as well as to Members of Parliament requiring assistance in planning tours for their constituents. There has also been participation in regional exhibitions including the Central Canada Exhibition.

La capitale a re~u la visite de 1,027 groupes composes de 51,348 etudiants venus surtout de l'Ontario et du Quebec. Au cours de l'ete quelque 10,000 touristes ont pu assister a des projections de films et de diapositives, ainsi qu'a uncertain nombre d'autres seances qui ont eu lieu dans !'Auditorium de la rue Sparks.

For the 20th consecutive year, the Commission co-operated with the Ottawa Rotary Club in its Adventure in Citizenship for over 250 high school students from across Canada. In connection with this programme the Commission again sponsored a scholarship contest. The excellence of the submissions resulted in first prizes being awarded to Miss Sydney Drum of Calgary, Alberta and to Mlle Raymonde Marcoux of Charlo, New Brunswick. The N.C.C. film, "Reflection of a Nation", has been presented through a commercial distributor who reported some 603 bookings in 1969. 4. Historical The Commission maintained close liaison with the historical societies of the region and made several grants to these societies. In order to establish an effective inventory of buildings and sites of architectural and historical merit in the National Capital Region a consultant was engaged to prepare a comprehensive report covering some 800 buildings and sites. This has been carried out with the co-operation of other agencies in the field including the National Historic Sites Service of Canada. A systematic scoring system has been prepared and it is hoped that the result will assist the Commission and others in the formation of policies and procedures in dealing with historic buildings and sites. The Commission renewed its arrangment with the Societe historique de l'Ouest du Quebec for that organization to operate a small historical museum in the Shipyard Building in Jacques Cartier Park. It houses artifacts going back to the early lumbering days of the Region.

Outre l'organisation de visites par des groupes d'etudiants, la Commission a fait parvenir plus de 1,500 pochettes d'information a diverses ecoles du Canada et a prepare des conferences audio-visuelles a l'intention du personnel enseignant. On a par ailleurs participe a diverses expositions regionales, notamment a l'Exposition du Canada central. Pour la vingtieme annee consecutive, la Commission a coopere avec le Rotary Club d'Ottawa pour la realisation du concours intitule "Patriotisme Vecu", organise a 1 'intention de plus de 250 etudiants appartenant a des eccles secondaires du Canada. Dans le cadre de ce programme, la Commission a organise une nouvelle fois un concours dote de bourses d'etudes. Devant la qualite des reponses obtenues, on a pu decerner deux premiers prix: l'un est alle a Mlle Sydney Drum de Calgary (Alberta) et 1 I autre a Mlle Raymonde Marcoux de Charlo (Nouveau-Brunswick). Le film de la CCN intitule "Fiere capitale" a ete projete par l'entremise d'une chaine de diffusion commerciale qui a indique que ce film a ete loue 603 fois en 1969.

4. Activite dans le domaine historique La Commission est demeuree en etroite collaboration avec les societes d 'histoire de la region et leur a accorde plusieurs subventions. On a fait appel a un expert-conseil pour dresser l'inventaire complet des batiments et emplacements qui presentent un interet architectural et historique dans la region de la Capitale nationale; il doit rediger un important rapport sur environ 800 batiments ou lieux. Ce travail a pu etre realise en collaboration avec d'autres organismes interesses, notamment avec les Services des lieux historiques nationaux. On a constitue une methode de classement systematique qui devrait faciliter la tache de la Commission et d'autres organismes interesses pour elaborer la marche a suivre dans ce domaine. Lors du renouvellement de son entente avec la Commission, il a ete convenu que la Societe historique de l'Ouest du Quebec maintiendrait un petit nusee historique dans le batiment qui abritait les bureaux de 1 1 Ancien chan tier naval du pare Jacques Cartier. On y trouve des pieces qui datent de l'epoque des pionniers.

La Commission du district federal (1927-1959) et la Commission d'embellissement de la ville d'Ottawa (1899-1927) sont ses predecesseurs.

The National Capital Commission is a Crown Corporation with powers set out in the National Capital Act proclaimed February 6, 1959. It was preceded by the Federal District Commission (1927-1959) and the Ottawa Improvement Commission (1899-1927). 2.

Objects and Purposes

2. The objects and purposes of the Commission are defined in Section 10 (1) of the National Capital Act. They are: "to prepare plans for and assist in the development, conservation and improvement of the National Capital Region in order that the nature and character of the seat of the Government of Canada may be in accordance with its national significance." An important aspect of this work is the coordination of planning withthe local governments operating within the 1,800 square miles of the National Capital Region. This region includes two regional governments and more than seventy local municipal authorities in the provinces of Ontario and Quebec.

Powers and Limitations ln order to meet its objectives. the National Capital Commission is empowered to: acquire and develop property; construct and maintain roads, bridges, parks, and other public works; undertake joint projects with municipalities; construct and operate concessions; make grants for various purposes and maintain historic buildings. All the projects and expenditures of the Commission require government approval. The approval of the Governor in Council must be obtained through the Treasury Board prior to the acquisition of any property valued at more than $25,000 or before any land valued at over $10,000 is sold. Approval of the Governor in Council is also required before the Commission takes or acquires land without the consent of the owner. (This will change when.the new Expropriation Act becomes effective.) Authority must be granted before the Commission enters into leases of property for more than five years, when it enters into joint projects with municipalities, undertakes construction or makes grants. Treasury Board approval must be secured before major contracts can be awarded.

Composition

4. Composition: La Commission se compose de vingt membres et les dix provinces canadiennes y sont representees par au mains un porte-parole chacune. En plus d'un president et d'un vice-president, elle compte au mains deux representants de la ville d 'Ottawa, un de la ville de Hull, un d'une municipalite du Quebec sise dans la region de la Capitale nationale (a !'exception de Hull), et enfin un representant d'une municipalite de l'Ontario sise dans cette region (a !'exception d'Ottawa).

The Commission is composed of 20 members. At least one is appointed from each of the ten provinces. In addition, there is a Chairman and a Vice-Chairman, at least two members from the City of Ottawa, at least one from the City of Hull, at least one member from a Quebec municipality within the National Capital Region other than Hull and at least one member from an Ontario municipality located within the Region other than Ottawa. The Chairman is the Chief Executive Officer of the Commission and presides at all meetings. In his absence, this duty is exercised by the Vice-Chairman. The Chairman, Vice-Chairman and the General Manager of the Commission are designated by the Governor in Council. The General Manager is responsible for the management and administration of the Commission. The Commission must meet at least three times a year in the City of Ottawa and at other times in the National Capital Region. 5.

An effort was made to lessen the dispersal of functions delegated by the 20-member Commission to the non-staff bodies serving it in advisory capacities.

The 20-member Historical Advisory Committee and the 5-member Agricultural Advisory Committee were dissolved. The 10-member Advisory Committee on Planning which had been made up entirely of Commissioners, was replaced by a seven-member National Capital Planning Committee made up of four Commissioners and three non-commissioners.

Sir, I have examined the accounts and financial statements of the National Capital Commission for the year ended March 31, 1970. In compliance with the requirements of section 87 of the Financial Administration Act, I report that, in my opinion:

Parliament in the years 1959-60 to 1969-70 inclusive, has authorized loans of $43,300,000 to the Commission for the purpose of acquiring property in the Greenbelt. Of this amount, $39,300,000 has been borrowed to March 31, 1970 leaving $4,000,000 which may be borrowed in subsequent years.

Sur ce montant, $39,300,000 avaient ete empruntes au 31 mars 1970, de sorte que $4,000,000 pourront etre empruntes pendant les annees subsequentes.

In addition to the recorded liabilities, the Commission was obligated as at March 31, 1970 for compensation for properties expropriated estimated at $8,000,000 of which the Bank of Canada will reimburse the Commission an estimated $500,000 for properties acquired on their behalf.

The Commission is committed to landscape and to transfer certain lands as follows:

to the City of Ottawa: certain lands for Riverside Drive, at 50% of cost and the right-of-way for the Queensway from the eastern city limits to the Rideau Canal, free of charge; and

The cost of the land transferred to the railway companies, pursuant to agreements with them, has yet to be ascertained and, therefore, remains included in the capital assets of the Commission.

By agreement between the Government ot Canada, the National Capital Commission and the Bank of Canada, certain lands were acquired in downtown Ottawa, i.e., the area bounded by Bank, Queen, Kent and Sparks streets. Some $7.7 millions have been expended or committed to March 31, 1970, out of funds provided by the Bank of Canada. If the parties have not agreed to plans for the development of the area by June 30 1970, or any extension thereof, the ' agreement is to terminate and the Bank' a cash outlays refunded to it.

Le cout du terrain cede aux compagnies ferroviaires en vertu des conventions avec elles n'a pas encore ete determine et par consequent fait encore partie des immobilisations. En vertu d'un accord entre le Gouvernement du Canada, la Commission de la Capitale nationale et la Banque du Canada, certains terrains ont ete acquis dans le centre d'affaires d'Ottawa, soit le secteur delirnite par les rues Bank, Queen, Kent et Sparks.
