On behalf of the National Capital Commission and in accordance with subsection (3) of Section 85 of the Financial Administration Act, I have the honour to submit herewith the Annual Report of the National Capital Commission for the fiscal year ended March 31, 1969. This is the Sixtyninth Report of the Commission and of its predecessors and includes the Report of the Auditor General of Canada and the financial statements of the Commission.

THE NATIONAL CAPITAL COMMISSION
LA COMMISSION DE LA CAPITALE NATIONALE
The National Capital Commission is a Crown Corporation. It operates under powers set out in the National Capital Act which received assent on September 5, 1958 and subsequently proclaimed on February 6, 1959. The Commission is the successor to the Federal District Commission (1927-1959)which in turn was preceded by the Ottawa Improvement Commission (1899-1927).
La Commission de Ia Capitale nationale est une societe de Ia Couronne. Ses pouvoirs rel?lvent de Ia Loi sur Ia Capitale nationale, sanctionnee le 5 septembre 1958 et proclamee le 6 fevrier 1959. La Commission d'embellissement de Ia ville d 'Ottawa (1899-1927) et Ia Commission du district federa I (1927-1959) sont ses predecesseurs. Objects and Purposes The objects and purposes of the Commission are defined in Section 10 (1) of the National Capital Act. They are:

La coordination des plans d'urbanisme avec les diverses administrations municipales de Ia region de 1,800 milles carres de Ia capitale nationale constitue un aspect important du travai I de Ia Commission. Celle-ci est en rapportavec72municipalites du Quebec et de I'Ontario.
An important aspect of the work of the Commission is the co-ordination of planning with the local governments operating within the 1,800 square miles of the National Capital Region. The Commission deals with 72 local municipal authorities in the provinces of Ontario and Quebec.
Pouvoirs et limitations de Ia Commission Les pouvoirs de Ia Commission sont enonces dans Ia Loi sur Ia Capitate nationale, Ia Loi sur !'administration financiere et dans d'autres directives gouvernementales.
Powers and Limitations The Commission operates within limits prescribed by the National Capital Act, the Financial Administration Act and other government directives.
Le role fondamental de Ia Commission consiste a dresser des plans d'urbanisme et a aider a l'amenagement de Ia region de Ia capitale nationale. Le Commission peut acquerir des proprietes, et les amenager, construire et entretenir des routes, des ponts, des pares et autres oeuvres publiques. Elle entreprend en plus des travaux de concert avec les municipalites, construit et g~re des concessions, accorde des octrois a certaines fins et entretient des bdtiments historiques.
The primary role of the Commission is to plan for and assist in the development of the National Capital Region. The Commission can acquire and develop property, construct and maintain roads, bridges, porks and other public works. It can undertake joint projects with municipalities, construct and operate concessions, make grantsfor various purposes and maintain historic buildings.
La Commission doit obtenir !'approbation du gouvernement federal pour tous ses plans et debourses. Elle ne peut acquerir une propriete immobiliere de plus de $25,000, ou vendre un terrain de plus de $10,000, sans le consentement du gouverneur en consei I par l'intermediaire du Conseil du Tresor.
All the projects and expenditures of the Commission require government approval. The approval of the Governor-in-Council must be obtained through the Treasury Board prior to the acquisition of any property valued at more than $25,000 or before any land valued at over $10,000 is sold. Approval of the Governor-inCouncil is also required before the Commission takes or acquires land without the consent of the owner. Authority must also be sought and granted before the Commission enters into leases of property for more than five years, when it enters into joint projects with municipalities, undertakes construction, or makes grants. Treasury Board approval must be secured before major contracts can be awarded.

Composition
Composition
The Commission is composed of 20 members. At least one is appointed from each of the ten provinces. In addition, there is a Chairman and a Vice-Chairman, at least two members from the City of Ottawa 1 at least one from the City of Hull, at least one member from a Quebec municipality within the National Capital Region other than Hull and at least one member representing an 0 n tar i o m u n i c i pa I it y located within the region other than Ottawa.
La Commission se compose de vingt membres dent un au moins provient de chacune des dix provinces canadiennes. En plus d'un president et d'un vice-president, elle compte au moins deux de Ia ville d'Ottawa; au moins un de Ia ville de Hull; au moins un d'une municipalite du Quebec sise dans Ia region de Ia capitale nationale (Hull exceptee), et enfin, au moins un representant d'une municipalite de I'Ontario sise dans cette region (Ottawa exceptee}.
The Chairman is the Chief Executive Officer of the Commission and presides at all meetings. In his absence, this duty is exercised by the Vice-Chairman. The Chairman, Vice-Chairman and the General Manager of the Commission are designated by the Governor-in-Council. The General Manager is responsible for the management and administration of the Commission. The Commission must meet at least three times a year in the City of Ottawa.

Sir, I have examined the accounts and financial statements of the National Capital Commission for the year ended March 31, 1969, In compliance with the requirements of section 87 of the Financial Administration Act, I report that, in my opinion: (a)
proper books of account have been kept by the Commission;
(b)
the financial statements of the Commission
(i) were prepared on a basis consistent with that of the preceding year and are in agreement with the books of account 1
(c)
(ii)
in the case of the balance sheet 1 give a true and fair view of the state of the Commission's affairs as at the end of the year 1 and
(iii)
in the case of the related statements give a true and fair view of the financial transactions of the Commission for the year, and

Parliament in the years 1959-60 to 1968-69 inclusive, has authorized loans of $41,300,000 to the Commission for the purpose of acquiring property in the Greenbelt, Of this amount, $39,100,000 has been borrowed to March 31, 1969, leaving $2,200,000which may be borrowed in subsequent years.

In addition to the recorded liabilities, the Commission was obligated as at March 31, 1969, for compensation for properties expropriated estimated at $11,032,000 of which the Bank of Canada will reimburse the Commission an estimated $1,310,000 for properties acquired on their beha If.

The Commission is committed to landscape and to transfer certain lands as follows:

(a)
to the City of Ottawa: certain lands for Riverside Drive, at 50% of cost, the right-of-way for the Queensway from the eastern city limits to the Rideau Canal, free of charge; and
(b)
to the provinces of Ontario and Quebec, the approaches for the Macdonald-Cartier Bridge, free of charge.
The cost of the land transferred to the railway companies, pursuant to the agreements with them, has yet to be ascertained and, therefore, remains included in the capital assets of the Commission.

Outre le passif indique au bilan, Ia Commission s'etait engagee, au 31 mars 1969 a l'egard de l'indemnisation des biens-fonds expropries evalues a $11,032,000. La Banque du Canada remettra a Ia Commission une somme estimative de $1,310,000 pour les biens-fonds acquis pour leurs besoins.

La Commission s'est engagee a amenager eta remettre les terrains requis pour les fins suivantes:

a Ia ville d'Ottawa: certains terrains reserves a Ia promenade Riverside, et ce, q 50 pour cent du prix d'achat I l'emprise du Queensway du Canal Rideau jusqu'aux limites est de Ia ville, a titre gratuit; et

aux provinces d'Ontario et de Quebec, les approches dupont Macdonald-Cartier,
a titre gratuit.
Le coOt du terrain cede aux compognies ferroviaires en vertu des conventions avec elles n'a pos encore ete determine et par consequent fait encore partie des immobilisations.
