Mr. Minister. Monsieur le Ministre,
I am honoured to report on the operations of the National Capital Commission during the fiscal year ended March 31, 1971. On the Commission's behalf, and in accordance with Section 85 (3) of the Financial Administration Act, I forward herewith the annual report, the report of the Auditor General, and the financial statements of the National Capital Commission.
J'ai l'honneur de presenter le rapport sur les activites de Ia Commission de Ia Capitale nationale pour l'annee financiere terminee le 31 mars 1971. Au nom de Ia Commission et conformement a !'article 85 (3) de Ia Loi sur !'administration financiere, je vous fais parvenir ci-joint le rapport annuel, le rapport de I'Auditeur general et les etats financiers de Ia Commission de Ia Capitale nationale.
The Commission and its predecessors have always had as a major concern the embellishment of the nation's capital. That our work in recent years has broadened out from this preoccupation was noted in last year's report, which referred to new government initiatives taken in the Quebec portion of the Region, and notably in Hull. The concentration of Commission energies on the major task of developing the Hull area has continued throughout the current year.
La Commission et ses predecesseurs ont toujours eu a coeur d'embellir Ia Capitale nationale. Cependant, a Ia lecture du rapport de l'an passe qui faisait etat des nouvelles mesures gouvernementales prises dans le secteur quebecois de Ia region, notamment a Hull, on a pu se rendre compte que notre champ d'action a pris une nouvelle dimension. Tout au long de l'annee en cours, Ia Commission a continue de faire porter ses efforts sur un domaine de premiere importance, l'amenagement de Ia region de Hull.
Yet even these new directions we have considered as falling short of fulfilling the broad definition of our objects and purposes as given in the National Capital Act, and which are referred to in the report. Accordingly, the NCC has moved recently beyond basic development and beautification in the Capital Region to seek improvement in the "quality" of its urban life. This has meant the launching of a variety of projects, at relatively small cost, which contribute vitality to the Capital and involve the people as active participants.
Toutefois, nous avons estime que meme ces nouvelles orientations ne permettaient pas d'atteindre les grands objectifs fixes par Ia loi sur Ia Capitale nationale et mentionnes dans le rapport. C'est ainsi que Ia CCN vient de depasser le stade fondamental de l'amlmagement et de l'embellissement de Ia region de Ia capitate pour rechercher !'amelioration de Ia "qualitl!'' de Ia vie urbaine. Cette initiative a amene Ia mise en oeuvre d'un certain nombre de travaux d'un coOt relativement Iaibie et qui contribuent a animer l
