TITLE: Canadian Safety and Security Program on behalf of Defence Research and Development Canada This amendment is raised to revise the Request for Information, insert the Stakeholder Day Presentation and insert questions received at the Stakeholder Day in Attachment 004:

No one person or organization will receive nor be perceived to have received any unusual or unfair advantage over the others. In order to maximize the benefits of the consultative process, a draft Call for Proposals (CFP) and public and private sector engagement questions will be included with this Request for Information (RFI) at a later date to be determined. The RFI will provide all interested parties with the opportunity to participate in the further development of the CFP by submitting comments, questions, recommendations and suggestions for improvement. Q. When do you anticipate posting the Call for Proposals (CFP)? A. We estimate posting the CFP in Calendar Year Quarter 2 (April 1, June 30); however, the publication of the Request for Information does not obligate Canada to issue any follow-on CFP.

Q. Will there be word limits for proposals, as in the past? A. Currently, we will allow unlimited characters. However, Canada is considering instituting word limits.

Q. Regarding the point rated criteria, since they are subjective will you consider giving partial points? How will it work if different evaluators don’t agree whether it gets all or nothing? A. Consensus score will be arrived at through dialogue. Multiple concerns have been raised about all-or-nothing approach. Canada is considering revising the point rated evaluation criteria.

Q. How do the “transition” and “work plan” elements apply to proposals for studies? A. Studies don’t have TRLs, but we believe that transition and work plan is still important (e.g. will it require additional studies, how will study be used and by whom, etc.)

Q. Will Steering Committee evaluations be released? A. Canada will consider it. However, the criteria are the same as those used by the Proposal Selection Committee.

Q. How does one get 70% in the point rated evaluation if the evaluation is all-or-nothing? A. The minimum required score of 70% relates to the overall assessment of all the criteria.

Q. Can provincial government agencies participate? A. Yes.

Q. Is a TRL level required for the proposal stage or the project itself? A. Identify in the proposal the TRL level you plan to get to.

Q. Is the Lead Bidder always a government department? A. No, this is a typo on the slide. The slide should have read Lead Government Department Page 4 of 6

Q. Are we free to propose research not related to one of the 19 identified challenges? A. No.

Q. How long will we have to prepare submissions? Will it be posted for the standard 60 days? A. In this case, the Agreement on Internal Trade requires a minimum of 15 calendar days posting, though typically we post for at least 20 calendar days when international trade agreements do not apply. The CFP could however be posted longer. Canada is considering the feedback from Stakeholder in this regard.

Q. The draft Bidder’s Guidebook refers to six imperatives. What do these refer to? A. These refer to the priorities identified by government and published by CSSP or DRDC. Canada is considering providing examples.

Q. Are the funding allocation amounts fixed? A. The figures provided are targets but if, for example, no proposals are received in a certain category we will redistribute accordingly. Otherwise we plan to adhere to the targets provided.

Q. If multiple compelling proposals are received for an area that does not have much money allocated, can more be added? A. Yes

Q. Who will we be meeting with during one-on-ones? Will portfolio managers be present? A. Portfolio managers will not be involved. DRDC and PSPC will be present.

Q. Will evaluator’s names be released after evaluation? A. The evaluators list is confidential and will not be published.

43.

Q. In some provinces, utilities markets have been deregulated. Can private utilities be used as partners? A. Proposals require a partner in the public sector that meets the requirement laid out in the draft Bidder’s Guidebook.

Q. Will there be more emphasis on studies rather than on higher TRL projects? A. It’s not that higher TRLs are being de-emphasized, but for this year we anticipate more investment in studies due to the broad and high-level nature of challenges.

Q. If the preparation phase is not extended, could you please provide timeline so we can start preparing in advance? A. We currently estimate a 30 day submission period; however, Canada is considering the feedback from Stakeholders in this regard.

Q. Is there a limit on the number of proposals, challenges, or length? A. There is no limit on the number of proposals a Bidder may submit. However, there is a page restriction on supporting documentation.

Q. We were directed to apply by federal department, but proposal does not fit clearly within 19 challenges. Can these be modified? A. You may submit your feedback in this regard to the Contracting Authority. Canada may or may not accept modifications or additions proposed to the S&T Challenges.

Q. Can any partner submit proposal? A. Yes, but the Lead Bidder must be identified.

Q. Will the standalone submission form be available (i.e. a paper copy of the online submission tool)? A. A Paper copy can be requested from Contracting Authority.

Q. How will pointing be assigned for contribution vs. overall project? A. Bidders will receive a weighted point rating as described in the scales based their overall in-kind and cash contributions. Under Part A Bidders will receive between 0 and 10 points according to the scale for their in-kind and cash contribution as a percentage of the Total Project Value. Under part B Bidders will also receive between 0 and 10 points according to the scale for their cash contribution as a percentage of the Total CSSP Funding requested (or “the ask”).

Q. Will you provide transcript of Q&A? A. Not an exact transcript (not being recorded) but we will provide a summary. Questions or suggestions for improvement should be submitted to the Contracting Authority to the date of RFI closing, rather than later during CFP.

There are no other changes to the Request for Information.
