THERE IS A POSSIBILITY THAT SOME SCIENTOLOGISTS HAVE NOT REALIZED THE EXTENT OF TECHNICAL MATERIALS WHICH EXIST IN DLANETICS AND SCIENTOLOGY ON THE SUBJECT OF THE SPIRIT, MIND AND LIFE.

For instance, there are about 25,000,000 words on tape in archives which provide the consecutive path of discovery. When placed chronologically with books, HCOBs, HCO PLs and other issues this gives a nearly complete record of all discoveries and applications in these subjects. The total numbers of words or even the number of tapes and issues to date have not been reliably calculated. From time to time various efforts have been made to transcribe and issue all the materials. The task should be done, especially before the decay of magnetic tape, some of which was of poor quality, eradicates the material. A more strenuous and reliable effort should be made to place these archives into a more durable form than magnetic tape. A chronological study of materials is necessary for the complete training of a truly top-grade expert in these lines. He can see how the subject progressed and so is able to see which are the highest levels of development. Not the least advantage in this is the defining of words and terms for each, when originally used, was defined, in most cases, with considerable exactitude, and one is not left with any misunderstoods. The subject of Scientology is to some degree developed in reverse order. The task was to undercut the current level of Man and this was the general target. Therefore one finds the higher levels publicly spoken of most frequently in the earlier books and tapes (between 51 and 55). In seeking full application to others and attainment

for them of their potentials, it was necessary to codify the materials and develop processes for them. Any difficulties people were having with going Clear were handled in the mid-60s and OT levels as they exist in Advanced Orgs were completed by 68. There are perhaps 15 levels above OT VII fully developed but existing only in unissued note form, pending more peoples' full attainment of OT VI and VII. In the early 70s the bottom was found with the discoveries of exactly what psychosis was and the development of processes to handle it. This was outside

But it did finalize the task of undercutting low enough to include all spiritual and mental materials, then, within the subject of Scientology, in a state of applicability. Many people believe that Scientology materials contain mainly processes. They think of Scientology as processing. This is a very narrow view. It is understandable enough as processing is the way out for them. But this neglects the more considerable materials which deal with basics and fundamentals; processes are only one use of these. Still others think that the "newest" is of course the most advanced and are looking for new "processes" to be issued or new materials, whereas the process to

resolve their case was most likely issued in earlier years. An amusing instance of this is one whole continental area where an exact set of principles were isolated and exact processes released that handle that exact national type. Yet, waiting for something new because they did not know the old, they were found earlier this year to be ignoring this rundown even on new preclears and of course were having a hard time of it for those ARE the basic processes for that continent, for those people DO have that barrier. For quite a while I have had the "hat of finder of lost tech." Whole sections of knowledge drop out of view, whole arrays of processes (and administrative principles) go out of use and preclears there and the organization of the area sags; but recovery is swift the moment the "lost" knowledge is pulled out of their own file cabinets and restored. Further, people in organizations are quite often at high case levels. They have already experienced the bridging knowledge which connects the subject to the man in the street. It is not new to THEM. They sometimes err in believing it is not new to the world. Thus gaps are permitted to exist. The solution is to recover the "lost" tech. We are very rich in materials, in results and in the potential future. Through our hardest times we have endured. Into our brightest times we are expanding. These materials contain the full basics of the only game in the universe where everyone wins, the game of triumphant life itself.

s is traditional, the OT Summit anniversary is the setting of the annual OT Ambassador review. Before de-boarding the Freewinds twelve months earlier, all OT Ambassadors were issued a program comprised of three major targets. Specifically: 1) To drive forward the creation of Ideal Orgs in your zone, now that it can be done anywhere and everywhere. 2) To forward the Golden Age of Knowledge to all Scientologists in your area through a concerted drive on getting everyone to avail themselves of the LRH legacy of the tech. And, 3) To take full-responsibility, as an OT Ambassador, for helping every Scientologist up The Bridge to OT. The degree to which those targets were attained defines the scope of the year's OT Ambassador activities. Following is the thumbnail account of their continent-by-continent accomplishments for 2006-2007: •

Clearwater In Clearwater, the 246 Ambassadors from Flag's Central OT Committee serve as the "mother ship" for all Ambassadors and Committees world over, strategizing and coordinating global target attainment, and all led by OT Ambassador I/C Sheryle Festa. This year they zeroed in on two new Tampa Test Centers: first in Plant City, then again in St. Petersburg. Since the prior summit, 15 players from the Clearwater team—including 8

three OT VIIIs and an OT VII-plugged into the main generator as live-wire Tampa Org staff! While to power expansion across the rest of the network, the Central OT Committee hit the switch with the likes of Nancy Sadwick pumping up The Bridge flow in Orlando, Mark Sheffler dealing an OT hand in Vegas, Matt Feshbach for energy seminars in Toronto, Gro Miller beefing up the Norwegian teams, Ray Barton enlightening Sydney, and Flag OT Committee Chairman herself, Kaye Champagne, in both Buffalo and Detroit. The final mileage was more than 508 Bridge events and 41,731 volunteer hours!

The tale of the 15 OT Ambassadors out of Africa was about simultaneously building future Ideal Orgs and preparing new ground for outlying missions. Led by OT Ambassador I/C Sandy Kroeger, they boast an OT Committee of 171. And they were all over program targets within days of de-boarding last year, whereupon it was an all-continental Clear Africa Conference in Joburg. Meanwhile, the tune that tops the charts down in Cape Town is "Ideal Org, Here We Come." Beyond raising wherewithal for renos, Helen Fritsch and company logged in 1,000 hours to update, sort and label Central Files. Likewise the year saw the latest outpost on a pioneering push from OT Committee Chairman Ciaran Ryan with a new mission in Nairobi, stringing a delivery line right to the rim of the Sahara. Also cutting trails across the

African veldt are Ambassadors Ernest and Gaye Corbett, all the way into the lion country of the Masai. Yet the phrase "New Civilization arising in Africa" also plays out like this: While sowing Soweto township with LRH tech, Joburg OT Committee "Goal Maker" Robin Hogarth discovered an unsung gospel choir, routed them into ajoburg studio to produce an album called "Blessed" and, sure enough, he was blessed with a Grammy for Best Traditional World Music at the 49th Annual Awards in Los Angeles. Through 457 community events across 3,000 kilometers, the African Ambassadors clocked in 10,685 hours on OT projects to set the stage for Ideal Orgs, helping bring LRH tech to better than a million people throughout the year!

The 21 Ambassadors of the Southern Hemisphere in ANZO rallied in Sydney to pool OT Committee talent from Auckland, Brisbane, Melbourne, Canberra and Perth. Then into the bush like "The Man From Snowy River," the Sydney OTs were charging for three more floors on their future Ideal Org along Castlereagh Street. Meanwhile, Melbourne Ambassadors Andrew and Pat Rinder were rough-riding for renos on their future home along Mt. Alexander. The total down under was to move 856 people ever closer to the top of The Bridge, while swelling their own ranks to 192 and tripling the number of those on Solo NOTs!

New Zealand

Auckland's building for a future New Zealand Ideal Org is like something from the pages of Harry Potter. To work that kind of magic, the 16-man Auckland Committee conjured up 245 volunteer hours per person.

Canada Coming out of the 2006 OT Summit, the 21 Ambassadors of Canada lined up for a slap shot, led by team captain Janice Wheeler who, after a power play, passed the stick to Lead FSM and OT Ambassador David Erison. At which point they were carving up the ice like nobody this side of Wayne Gretsky for a half-time score that read: 350 Bridge flow events and briefings and 23 Torontoites skating off to Flag for services. Likewise playing numbers to win was the Quebecois team led by Guy Peloquin. And with inimitable style, the Montreal OT Committee tipped their roster from 15 to 52. Needless to say, Canada's "Rookie of the Year" is our new Ideal Org-to-be in Winnipeg. Her local team leader just swapped an OT Committee jersey for staff colors, and they are about to hit the ice all over Manitoba and Saskatchewan. The big scoreboard in Canada now reads: highest ever number of OT project hours, highest ever number of Clears and OTs onto next steps and triple the numbers of those on Solo NOTs!

Latam The Latin American OT Ambassador team now stands at 36, fielding an OT Committee of 152. They met in Mexico City and wearing the heavy braid was ITD Committee Chairman Ruthie Lan, OT Ambassador I/C Mary Jo Leavitt and 2006 OT Leadership Award winner Marcos Salame. They worked an age-old formula borrowed from alchemy to transmute gold and silver pledge coins into real bricks on the real ground floor of their future ITD, now rising on Juarez Avenue. They also packed out halls to get everyone on board, and the shining example of that was new OT VIII Lilys Bronsoiler signing on to ITD staff. The team from ODD juggled a dozen balls at once between Ideal Org rallies, Bridge flow events, Congresses

and a Way to Happiness campaign right through the Presidential Palace. Venezuela's big production fundraiser with the likes of Gurris De Nieto provided more than half a million reasons to believe in future Ideal Orgs across Latam. While to cap the Latam story: it was highest ever on board the Committees, highest ever on and up The Bridge, and highest commitment in history to five new Ideal Orgs now on their continental runway.

United Kingdom Rivaling the tales of King Arthur are the Legendary Forty, the OT Ambassadors from the UK led by Britain's OT Ambassador I/C David Gaiman and Saint Hill Chairlady Gaby Gadiot. In June 2006 their Great London Filing Project followed Jenny Scarfe-Beckett's unsheathed broadsword into the monster's lair and rescued 130,000 files in distress. Then, taking the truly heroic stand, were nine OT Committee members now donning the colors of London's Ideal Org staff members. In Manchester, our Ideal Org-to-be is being lovingly crafted by OT Ambassador Richard Bromley and company, who raised a king's ransom for renovations and spruced up 27 feet of Central Files. Considering the chronicles across the whole Empire, it tallies like this: double the number of those advancing up The Bridge, better than double the numbers on the OT Committees and double again the number of those donning the armor of Ideal Org staff!

Europe In Europe, the concentrated OT power of 264 Ambassadors in 44 cities across 13 nations has developed into an Ideal Org epidemic. Starting in Berlin, Germany, our latest IAS-sponsored Ideal Org revitalized an OT Committee of 20 core members—not including the ten who signed on to Berlin

staff. In fact, it has infected the whole field, including Dtisseldorf and Munich —all now pushing up the thermometer for their future Ideal Org. Hamburg is not immune, with 2,800 volunteer hours on Congresses and Bridge flow events. Stuttgart also caught a dose and OT Ambassador I/C Stefan Schneider is spreading it with fundraisers and action events. Switzerland is also hurting for an Ideal Org and in Zurich, OT Committee Chairman Juraj Lipscher delivers the antidote—fundraisers, Bridge flow and Congresses. Then there is the real booster shot: eight Zurich OTs signing up for staff during the year. Madrid, home to our National Church in Spain, was all the more susceptible to an infection wherein OT Committees obsessively work to expand Bridge flow by building new test centers. Italy's Ambassadors number 107 with an OT Committee five times that. They treat their nation with prescription-strength Ideal Orgs and Bridge flow events. Milano's busting at the seams, and up to center stage stepped OT Leadership Award winners Franco Useri and Pino Gangi Dino, at which point their Building Expansion Fund was positively glowing with good health. Brescia is likewise flush with Ideal Org-itis. Padova's Ideal Org needs a little cosmetic surgery and a test center, all being readied under the leadership of Silvano Gentilin. But when talking potent medicine, there's the future Ideal Org of Torino. OT Committee I/C Umberto Mastrocola heads the plastic surgery team that will take the former monastery into the 21st century, with fundraisers and Bridge flow events every day of the year, also thereby doubling the number on Solo NOTs. There is more again across Mother Russia, where rampant Ideal Org fever is all over Moscow and St. Petersburg. There's still more in Amsterdam, where they picked up the germ for Ideal Orgs after last year's Maiden Voyage. And it is absolutely an epidemic in Stockholm, where all five Swedish OT VIIIs stepped up as Class V Org staff. After treatments like that, Europe is the picture of health with 545 done targets toward new Ideal Orgs, 4,052 taking their next step on The Bridge and 128,729 volunteer hours on OT projects!

Turning to the USA and the final stretch of highway for the OT year-in-review, the East US teams couldn't care less about local speed limits, with eight Ideal Orgs and a dozen test centers just up the track. On the Eastern seaboard circuit, it was Mohsen and Janine Zargar in Manhattan popping the clutch on fundraisers for a score of test centers now in warm-up. In Boston, it's a new building on the conveyor belt and a public information campaign to clear on-ramps to The Bridge with facts and figures on all frontline LRH tech regularly airing to more than a million. The nation's capital is also due for an Ideal Org. It will stand six blocks from the White House, which explains why Pennsylvania Avenue residents hear revving engines when OT Ambassador I/C Greg Layton hits all cylinders on his Bridge flow events, as the rest of his crew floor it through Central Files. In Buffalo, New York, it's a fully loaded high-performance Ideal Org with New OT VIII Jim Bush riding shotgun along with fellow OTs Denise Tremblay and Blanca Brouzet. Philadelphia, too, is putting an Ideal Org on the track: a limited edition, super-charged classic. OT VIII and OT Ambassador Sue Moore has already revved it up to three million RPMs and with OT Ambassadors Chuck Simon, Dennis Dubin and Garnet Palmer, they made it happen in record time. But taking the wheel for the long haul is OT Ambassador Marina Simon, who signed aboard as Philly staff. Detroit hit the pavement after the 2006 voyage with OT VIII and OT Ambassador I/C Alan Kellman shifting through strategy seminars to power up a Central Files project, and airborne fundraiser OT VIII and East US Ambassador I/C John Stout soaring at 245,000 feet on a single night. Moreover, New OT VIII Jack Sushko grabbed the throttle as Detroit Foundation staff. In the Great Lakes region of the Midwest, the Cincinnati team with Ambassadors Lonnie and Naomi Davis in the cockpit has the biggest OT Committee east of the Rockies, revving to customize their building with every Ideal Org feature in the shop. The Chicago team driven by OT Ambassador Jeff Magee got the checkered flag at the LRH Birthday celebration for their new Ideal Org in the "Windy City." Deep South, the future home of Atlanta is like something from "Gone With the Wind" and the campaign theme: "Frankly,

Dear, we do give a damn." While to prove it, OT Ambassador Janet Lehman and company collected nearly two million reasons this year to rebuild Atlanta in style. The Miami Machine under OT Ambassador Marie Williams raised the Jolly Roger for a swashbuckling new building campaign, with even the original Pirates of the Caribbean people at Disney World stepping on board. Puerto Rico is meanwhile driving the island highway to a new Ideal Org in San Juan, with OT Ambassador Eddy Hernandez at the wheel. On East US odometers this year: 681 OT Committee members, who drove 2,719 up The Bridge and no less than 76,107 volunteer hours on OT projects for new Ideal Orgs!

Western US West US is wide-open country where 505 OT Ambassadors walk tall in some two dozen cities. In the heart of the Midwest, the St. Louis Cowboys roped in a big one this year at nearly 60,000 square feet and now they are on a roundup for renos. Kansas City's OT Wranglers are already hot on the reno trail for their new Ideal Org at the center of America, while the Twin Cities team under OT Ambassadors Sherry and David Brier is fixing to lasso a prime building this year. In Austin, the "Texas Tornadoes" are kicking up a storm for their own Ideal Org. Dallas already got themselves a spread, and OT Ambassador I/Cs Mauri and Ken Kargar and their team are on the rodeo circuit for renos. While in Las Vegas, OT Ambassador Steve Yeich signed on as Senior C/S of the Vegas Org, and Denver's slew of OTC members are now sporting hardhats to signify their place on the Building Fund Committee. Up and down the Pacific coast, Seattle OT Ambassador I/C Dan Sorenson filled a high-commitment stage with reno funds contributors, while the Portland team under Sarah Condon counted four million reasons to call themselves big league Ideal Org players. Sacramento's Don Pearson and his team stormed through 20,000 Central Files and five OTs signed on to Sacramento's Ideal Org in the making. The San Francisco Bay is the main drag of Ideal Org Boulevard. At the first stop in Mountain View, OT Committee I/C Dennis Feeney and crew are the action figures on expansion across the whole Silicon Valley. Then there's SFO out for a community center like nobody's business,

OT Ambassador Tina McGurk and team playing for blood to get it. Stevens Creek and Los Gatos are likewise gunning for expansion space with a joint OT Committee "fund racer." San Diego suited up for an Ideal Org while Santa Barbara's first string Bridge flow team drop-kicked more than twenty OTs on up the Grade Chart and Orange County OT Gilda West is now on board carrying the ball for Division Six! In the LA basin, Valley has 120 OT Committee members behind team leaders Drew Johnston and Kathy Heard and already within field goal distance of an Ideal Org. Pasadena's got an edge because Sally Jensen is OT Ambassador I/C for the whole USA, Latam and Canadian league, but that doesn't mean Pasadena team leader Craigjensen doesn't have to fight for every yard gained. Or as the case may be, every strike at the lanes on their "Guilt-Free Bowling for Ideal Org Night." But no one knocks down pins like OT VIIIs Sherry Katz and Rona Bowles who signed onto the "A-Team" as Pasadena staff. LA Org's Central Files date from 1950,

with something on the order of 320,000 names. LA Org OT Ambassador Dave Kluge and team logged more than 5,000 hours to make those files letter perfect and otherwise ideal, while seven more OTs stepped aboard as LA Org staff. The OT Committee at CC Int personally helped 821 people onto and up The Bridge, while the AOLA OT Committee, 173 strong, registered on the Richter scale as follows: 244 Clears onto next steps, same for 225 pre-OTs and 1,384 on the lower rungs. And the West US OT Committee of the Freewinds, helmed by New OT VIII and Power FSM Harvey Schmiedeke, fired 24 events amidships and escorted 410 on board for Freewinds' services. West US galloped across the finish line as follows: 2,545 Bridge flow events, 11,332 onto next steps to Clear and OT and 180,246 volunteer hours on OT projects for Ideal Orgs! Org by org, continent by continent and country by country, the OT Ambassador force has staked their ground: every org in the world is going to be Ideal noxv.

n his OT Summit address, Freewinds Captain Mike Napier recounted the year's accomplishments. The year 2007 etched a historic entry in the Freewinds sailing log: passage of her 300,000 nautical mile mark, equivalent to safely circumnavigating the globe thirteen times. ith the expansion of Scientology planetwide, it became imperative that our dissemination lines for books and materials expand commensurately. Some years ago the program was launched under the banner "Going Global." And when talking about the dissemination of the materials of Dianetics and Scientology in multiple languages world over, it presents a unique set of problems not typically encountered by garden-variety publishers who may publish a lot of books but they are all short-lived. Compare that to our situation: every book needed in every language and none of them ever going out of stock. Add to the equation new countries and new languages where the cost of printing a relatively small number of books for new pioneer areas becomes entirely prohibitive. Finally, take into account the amount of randomity generated with printers when trying to keep stocked the entire library of Dianetics and Scientology materials in 16 languages, not to mention 50 languages. The solution was to go in-house. Thus, every compact disc, book, course pack— everything in every language—are all produced through our own facilities. LRH LECTURES It begins at Golden Era Productions where, several years ago, the Compact Disc Manufacturing Line was first established. Since then it has expanded manyfold to accommodate every step of production, from the actual manufacture of the discs themselves to the printed label on the CDs. Gold has produced more single titles than any other CD plant in the world. Meaning, no outside facilities are set up to handle a 3,000-lecture library in multiples of 16 languages. Similarly, all of the transcripts, including glossaries and indexes—in fact, all printed matter found inside a CD package—are also all printed in-house. Further, it is all "on-demand," meaning that we can start printing anything within minutes of loading the computer file. Moreover, Gold can print in any quantity needed. So while running mass production for English materials, we can just as easily do a very small quantity of 500 for a new area just beginning, and, it is the same cost per item regardless of quantity—a huge factor in disseminating to new pioneer countries.

Today, Golden Era produces in excess of 300,000 compact discs a week to meet planetary demand. Thus, were one to travel to Taiwan or Moscow or Johannesburg, the CDs in the orgs will have been produced by Golden Era Productions. LRH BOOKS All publishing of LRH books for North, Central and South America is handled by Bridge Publications, Inc. in Los Angeles. They are now home to the largest in-house digital book printing facility in the world. As a fully digital operation, completed typeset book files are simply downloaded to the printing machines, the specifications are automatically set and it is literally "hit the button and print." "In-house" also means much more than the printing, as in everything through book binding, even the thumb tabs—hundreds upon hundreds of steps. In terms of quality, the dustjackets serve as an example: each one laminated so that, should anything be spilled on the book, it can be wiped off with ease and cause no lasting damage to the book. Then there is the matter of the book binding. There are companies that measure quality through a device that exerts pressure on a page and attempts to pull it out of the book. In testing the quality of our binding, the needle hit the pin—in other words, it was subjected to the maximum amount of force their machine could exert without budging. They quit doing the test. What that means is that our books will last 50-100 years. Further still is the matter of warehousing, and while we do produce "on-demand"—meaning when the orders come in—one must still have a quantity of stock on hand to make sure one can fill orders immediately. Because of the number of different items we produce, the warehouse is immense. Outside of the Americas, all book production and distribution is handled at our New Era Publications plant in Copenhagen, Denmark. Their new facilities are an exact duplicate of our Bridge Publications plant in Los Angeles. In terms of production capacity, both Bridge and New Era Publications are capable of producing a combined total of 60,000 hardback books per day and a yearly output of almost 11 million. Those figures are strictly for hardbacks and do not include paperbacks or course packs, which are also printed at their facilities. And while the production of the Basics lectures in 15 languages comprised 5.5 million individual compact discs, the full lecture production capacity at Golden Era Productions is 15.5 million CDs per year. As a final element in what it took to bring the Basics to you, all translations and foreign recordings are also done in-house—over one million hours of translations and another 216,000 hours in the recording booths. That's all not to mention such aspects as the compilation of the glossaries for both the books and the lectures, all told 2,000 Dianetics and Scientology technical terms and 22,000 more English words and phrases—all of them defined exactly as they are used in the LRH text. All in all, production of the Basics represents 172,980 man-hours for the lectures, another 200,000-plus for the books, and when combined with all layout, typesetting, proofreading, translations and so on, it tops two million hours and almost 65 million printed pages of transcripts and books. In terms of disseminating the legacy of LRH's tech, the launch of the second phase of the Golden Age of Knowledge has been the largest undertaking in our history. This is only the beginning, and this release is but the firing pin enabling us to unleash all else in our arsenal. As for why, it is the same answer: These are the Basics. They are basic to everything.

The Largest

Translations Project in Recorded History n preparation for the release of LRH's basic books and lectures in 15 languages, a network of 84 staff and 928 translators was mobilized world over and central translations units were established for the ideal scene in every respect—all with the purpose of producing the highest quality of Source to speed planetary clearing. The European Translations Unit, located in the Continental Liaison Office (CLO) EU in Copenhagen, Denmark, along with outlying units in liaison offices for Central and Eastern Europe and the Commonwealth of Independent States, handles all translations into Danish, Dutch, French, German, Greek, Hebrew, Hungarian, Italian, Norwegian, Portuguese, Russian, Spanish

and Swedish. The Asian Translations Unit, located in Continental Liaison Office ANZO, translates Japanese and Taiwanese, while the unit in Continental Liaison Office LATAM, in Mexico City, translates for Latin American Spanish. More translations were done in the last two years than in the previous 20 years combined. In terms of sheer magnitude, each language of the Basics took an average of 95,000 hours, for a total of 1,425,000 hours-the largest translations project in recorded history. The quality is unsurpassed—as expressed in the statements of those now receiving the full benefits of Source in their language.

HUMANITARIAN INITIATIVES ACROSS 157 NATIONS, including human rights and social salvage programs in 48 high-probability flash points from Uganda, Rwanda and Liberia along the African poverty belt, to Iraq, Iran and Palestine across the Jihad war zones and in both mainland China and Cuba.

Then again, it is the IAS that allows us to mobilize at a moment's notice and reach disaster sites in places as far afield as the New Georgia Islands in the mid-Pacific and the Congolese city of Goma. Moreover, it is the IAS that enables us to directly impact on at least a sixth of the world's population. That does not mean merely in terms of people reading or hearing about us. It means they're alive when they might otherwise be dead, they're free when they would otherwise be enslaved, their kids aren't on drugs when they would otherwise be hooked, and their churches, synagogues and mosques are still standing. hile our Volunteer Minister Continental Cavalcades pitch tents in major metropolitan zones, and inter-continental Goodwill Tours pound stakes ever farther afield, our Extreme Pioneer Cavalcades venture all but off the map entirely—the Amazon, Central Africa and Australia's aboriginal territory. But put aside the scheduled stops on our many-varied VM tours, and there is also what they're most known for: Anytime, anywhere; in the worst of times, in the worst of places. And such is the continuing story of the year.

INDIA In the wake of the July 2006 terrorist bombings, the New Delhi VM Goodwill Tour dispatched a training unit to deliver disaster relief seminars to the National Fire Department and five police battalions. With our VMs operating in a terrorist strike zone, it was inevitable we would be working with the Indian Border Security Forces, who in turn implemented a program to train their men in Scientology communication skills, the basics of organizing, assists, the cause of suppression and solutions for a dangerous environment—all of which they now call "Scientology Disaster Specialist Training." India's emergency network wanted every citizen to know that they now have 200 Scientology Disaster Management Specialists. Hence the Indian newspaper accounts with headlines such as, "Scientology Disaster Response Embraced by Firefighters," "Scientology VM Experts Reach City Shores" and "Scientology Experts in Civil Defense" letting India know that something can be done about it.

PHILIPPINES Two high intensity typhoons hit the islands last November. By mid-month, three Australian VM teams were on site to train teams for delivery of Scientology and Dianetics so

VM seminars rolled out to 10 regional Emergency Offices, including the Governor's Office and the Provincial Disaster Center, the whole of the First Tactical Operations wing of the Philippines Air Force and the Philippines National Police. As of the OT Summit, a full 1,600 VM Tech-trained personnel were providing assists to more than 18,000 Philippine citizens. SOLOMON ISLANDS An 8.1 earthquake west of the far Pacific archipelago triggered the 16-foot tsunami that hit the Gizo tourist resort and swept the shores clean of 250 structures. Just 72 hours later, the first VM teams arrived, followed by newscasts reportingjoint US Navy-VM operations to airlift victims from a stricken freighter. U N I T E D STATES No one had ever seen a tornado like it—winds clocked in at 200-plus miles an hour, flattening the rural town of Greensburg, Kansas, in just over 12 minutes. VM response vans were immediately en route. Top priority for the stricken town was ice, hence VMs ran distribution for some 40,000 pounds of it. Then with Kansas native Kirstie Alley on site, it was next food and clothing. As for what followed, it was as a Red Cross representative said: "No one deals with trauma except you guys." And so it was that more than 2,500 Greensburg citizens filed in for assists and Book One sessions over a three-day period. AFRICA When torrential rains and floods in Mozambique sent 290,000 literally heading for the hills, our African Volunteer Minister Cavalcade responded with a nine-man emergency team. They worked relief and logistics with both UNICEF and Mozambique military and trained teams in core tech for handling disasters. Those flood plains now stand with a 70-man LRH Assist Tech Unit.

While for the rest of the world, yellow pins on the VM map dot 269 sites below Nome, Alaska, in the western US, another 300 cities, towns and villages across the rest of North and South America, 100 more between Africa and ANZO, including the island of Kinmen off Mainland China, more still in London, Paris, Rome, Berlin, Lisbon and Genoa, while east of the Danube it's Warsaw, Bucharest and another 29 sites across the Balkans and Russia. asic on the planetary engram chain is psychiatry. To terminate the problem once and for all, last year saw the launch of Psychiatry: Global Obliteration, our multi-phased, multi-media campaign. Citizens Commission on Human Rights International in Los Angeles is Campaign Headquarters at the now-famed Industry of Death Museum. From here came our traveling exhibits and "Industry of Death" documentary on DVD, all continuing to fuel public outrage. For example, among classes from 48 colleges now regularly taking the museum tour, we are getting the facts across to health services students who will one day work the billing lines between insurance providers and health care practitioners, while visitors from every walk of life are joining the CCHR firing lines in the here and now.

TRAVELING EXHIBITS Shortly after campaign launch in October, CCHR launched exhibits to hit 45 cities in 12 nations. Amongst 42,000 visitors to date was a former pharmaceutical 51

executive, since spilling the beans on company policy to sell high-risk drugs to Third World nations. The reasoning? "Impoverished people are a lot less likely to sue for adverse reactions causing permanent disability or death." While for total interim figures on the traveling exhibits since last October: With 260,000 DVDs on screens of legislators, governors, mayors and attorney generals, there has been a fascinating plot twist. No, Big Pharma is not yet taking much heat for testing on Third World populations. But they are getting it from the rest of the world: more than 28,000 civil suits for adverse reactions, including suits from State Attorney Generals in Mississippi, Montana, New Mexico, Texas, Pennsylvania, West Virginia and Alaska. The two billion it already cost them is really just a drop in the bucket, because, with 65 billion in lost market shares, their own stockholders are now suing. Psych pharmaceuticals are no longer just the largest source of psychiatric revenue, they are also now taking more fire in the courts than any other industry on Earth.

TRACKING CRIME From the reports filtering in through the museum, the traveling exhibits and documentary viewers, Central Headquarters spreadsheets out and forwards names, locations and suspected crimes of known psych offenders to appropriate prosecutors. Beyond "the usual," the recent psych crime list includes inciting racial hatred and spying for Cuban intelligence. CCHR was also tracking three accessories to murder, four statutory rapists, seventeen controlled substance act violators—six with intent to traffic—and at least one case of gross public indecency. As of the OT Summit, better than 200 psychs are behind bars, pending trial, awaiting sentencing or picking up litter along public highways in community service programs.

"BILLING BIBLE" SMITTEN Anyone who tours the Museum or exhibits or watches the documentary knows that somewhere at the bottom of all psych fraud and crime is the Diagnostic and Statistical Manual for Mental Disorders—the veritable "bible" of all psych diagnosis and drug sales. Starting October, BBC was reporting "Scientific Validity of Psychiatric Diagnosis in Doubt," The New York Times was reporting the drug industry accused of "disease-mongering and widening definitions to sweep up more patients," and USA Today that "The majority of those who created the billing bible have undisclosed financial links to drug maker companies."

rugs are a 400 billion dollar a year industry and, factoring in legal drugs, a way of life for a full five percent of the world's population. Operation Drug-Free Earth hits the whole spectrum, embracing the Drug-Free Marshals for Youth and Say No to Drugs, Say Yes to Life for all ages. The key to the campaign is our Truth About Drugs booklets, being used across five continents. Funneled through community groups, distribution then rolls up to umbrella national infrastructures, lowering consumption rates throughout entire population pools. Now the largest anti-drug campaign on the planet, highlights of the year are as follows:

NORTH AMERICA Five to thirteen-year-olds are signed on as Drug-Free Marshals across North America. The kids are behind it, because they get official badges and police authorization to exert peer pressure. City and state officials are also behind it, such as in Los Angeles-because with younger brothers and sisters pressuring older siblings, LA drug-related violence just dropped 13 percent. Canada's Drug-Free chapter is now nationally channeled through Canadian Parliament. From Toronto, Drug-Free Marshals distributed 21,000 booklets provincewide 54

and signed aboard another 8,000 students. Canada's Center for Addiction reported a regional usage drop over 18 months that almost exactly correlates: 29,000 booklets out, 28,657 kids drug-free. Work the same formula across the rest of North America in cities from Vancouver, Denver and Portland to Washington DC, Buffalo and Tampa, then cross-correlate National Institute of Drug Abuse estimates with "Say No to Drugs" outflow across 52 high-usage cities, and there is no other way to explain the fact that North American teen consumption is now lowest in a decade. TAIWAN Truth About Drugs booklets first hit Taiwan in bulk in 2006 about 18 months ago. Immediately thereafter, usage rates were commensurately dropping 20 to 40 percent in the Class A Hard Drug categories. While the Department of Education already sponsors our booklets, more than a few heavy hitters have since stepped to the plate—most recently Chien-Ming Wong, top Taiwan export as pitcher for the New York Yankees, donating profits from his limited edition clothing line to the Say No campaign. AUSTRALIA Australia had the highest teen intake of drugs in the world— before our Truth About Drugs volunteers stepped up distribution to 330,000 booklets. It worked, and the news went fully national. As of the OT Summit, Truth About Drugs booklets track with a commensurate drop in Australian teen usage 30 percent across the boards. AFRICA Say No to Drugs has brought the Truth About Drugs to over a million target teens in coordination with African crime prevention units. As of the OT Summit, methamphetamine abuse has been going down in precincts as much as 30 percent or more.

EUROPE Across Europe, a million signed drug-free pledges in Britain and five associations of Say No to Drugs extended from our Ideal Berlin Org, hitting 100,000 kids since October. Sister associations in Spain and Italy distributed booklets across their zones while a Say No to Drugs soccer team played at the San Siro stadium in Milano. Swiss cross-country cyclists distributed another million booklets and a French Say No to Drugs DVD aired on 20 regional stations to flank another 92,000 booklets. Hungary's anti-drug marathon drew corporate sponsors including Ford, Xerox, Nike, Hewlett Packard, Panasonic, Planet Sport and Chevrolet—all supporting distribution across 200 communities. Roll it out across the continent where our campaign has been running longer than anywhere on the planet, and it is now a 32.6 percent decline in European teen use wherever we Say No to Drugs and Yes to Life. For (he bottom line: With the world's largest anti-drug campaign running in 58 nations, we have now prevented or stopped 3,761,000 people from destroying their lives with drugs. 55

ll 30 articles of the Universal Declaration of Human Rights appear on our human rights Public Service Announcements that play on TV and are also now broadly available on DVD. Designed to raise awareness and generate a popular groundswell, we follow up by encouraging governments to deliver the force of law to the Declaration and mandate human rights education under the banner of "Making Human Rights a Global Reality." The Youth for Human Rights World Tour and our strategic operations in violation hot zones have played out as follows during the year:

INDONESIA A first contact point was the Human Rights Minister of Indonesia, who opened the cell doors to Jakarta's youth detention center. And while they may have had some problems with over-zealous prison guards, they're cleaning up their act and joining in the campaign.

AUSTRALIA To help stem what theorists call an "inevitable" race war, a New South Wales member of Parliament convened the first Youth For Human Rights Summit in the state legislature on national Harmony Day, while the city of Sydney lined the main street with banners carrying a single statement: "Human Rights must be made a fact, not an idealistic dream."

AFRICA In the Congo, genus of the term "blood diamond," we are working with human rights leaders to stop the diamond gangs before it becomes a "diamond blood bath." While 56

as for North Africa, it has a reputation as the dark side of the moon where human rights are concerned, except for Morocco, due to her leading human rights advocate of law—now advocating our human rights education lineup. On Africa's western coast, our education program is now running through Ghana and Liberia, and in South Africa, it's saturating the population —including a national panel on South African Broadcasting. MEXICO International Human Rights Organizations report that Mexican border states are seriously lacking a human rights agenda. As part of its reply, Mexico's Human Rights Commission contracted with Youth for Human Rights International to implement our human rights education program. The mandate required signatures and participation from every Mexican state, and with those governor's signatures in hand, school seminars are now getting underway in 24 states. A R O U N D T H E WORLD Our campaign is rolling out across the world from governments to the grass roots, the PSAs in the lead, generating the popular groundswell. In Asia, long-distance Taipei bus lines are playing the whole PSA lineup. In Russia, Moscow theaters are also now screening our PSAs, while as for the Ukraine, they consider our PSAs are theirVSAs, hence the screens in McDonald franchises in Kiev. In Europe, all 30 PSAs screened for 130 members of the United Nations High Commission in Geneva. While in Milano, they played on a loop for nine days at an international festival. In Paris they play at art house cinemas and Blockbuster chains on the Champs-Elysees, and on French disco screens in Nice. In North America it was every 30 seconds on 400 pan-Canadian Galaxy screens, and a feature topic on ultra-hip cable shows in Boston—all while in Nevada it's now a statewide Parent Teacher Association-School Board sponsorship to 400,000 kids as an official educational tool of the state. ABC, NBC, CBS and Fox are all airing our PSAs on their affiliates; elsewhere they are playing across the 50 United States on local TV stations in Washington, Boston, Alaska and Hawaii and internationally on CNN International, Fuji TV Tokyo, Mainland TV New Zealand, Nepali TV India, Magic TV Italy and across 10 African nations on MNET Yet there is one other way we have gotten our message across. If you want broad appeal with youth, you cannot do better than sports. And with American youth, that is spelled "soccer." Major League Soccer, or MLS, is engaged in community outreach initiatives. In this instance they call it "MLS W.O.R.K.S.," an acronym for Wellness, Opportunity, Respect, Kids and Support of human rights and diversity. In searching for programs to launch their new initiative, the Youth for Human Rights campaign fell into their lap. And they did not just adopt it, they made it their own, nominating two of the PSAs as campaign spearheads while nominating 21 widely known players to be part of those ads with personal endorsements included in the PSAs themselves. All of which is to say, our human rights PSAs now play during every Major League Soccer game this season, on ABC, ESPN, Fox broadcasts and all other regional stations, all with the titles of celebrated players like Landon Donovan and Freddie Adu giving their personal on-screen endorsements.

Operation Planetary Calm

B

eyond all campaigns thus far considered, there is yet one that, in and of itself, forms a bridge between all races, all cultures, all creeds, namely, The Way to Happiness. With absolutely no other tech, The Way to Happiness, all by itself, has the power to uplift this entire culture and create a new tomorrow. It is like a magically encrypted formula. And however seemingly simple, the power is immense. Our present campaign calls for a two-tiered global rollout of televised Public Service Announcements illustrating the precepts, while internet contact and distribution fuel a grass-roots movement. We then initiate mailing campaigns to agencies, which make booklets of their own, and thereby seed whole communities. We call it Operation Planetary Calm, and following is a little of why it is our next strategic step:

COLOMBIA Where distribution is proportionate to crime levels, results prove startling. By way of example: With 74,000 booklets channeled into key zones of the Colombian drug war, national homicide rates dropped a full 10 percent. While across a heavily saturated Bogota, where distribution ran all the way from primary schools to Harley Davidson dealerships, homicide fell to the lowest point in two decades.

PAKISTAN Working roughly the same equation is a Pakistan relief organization called the Abdul Sattar Edhi Foundation. It holds a Guinness Book of Records award for the SB

largest blood drive in history, and its founder is now on the short list for a Nobel Peace Prize. But here is one he can put on the shelf right now: The Foundation funnels 87,000 booklets through Kashmir, violent crime takes a nosedive. And those making pilgrimages, which amounts to a Muslim amends project, swells to the highest point in years. Moreover, The Way to Happiness is not just in the streets of places like Karachi, it is also in national Pakistani ministries. LEBANON At the close of 2006 a notoriously stringent Lebanese Directorate for State Security approved The Way to Happiness for general distribution. It was a first in Lebanese history, because anything smacking of a moral code must be acceptable to both the 60 percent Muslim population and 40 percent Christian. But the booklet proved exactly that, which brings us to another first: Between neighborhood shops and the big Virgin chains, 50 percent of all Lebanese bookstores now stock The Way to Happiness.

SPREADING THE CALM Everywhere else across 134 nations, The Way to Happinessh also in mainline industrial centers, including the hottest Formula One boats in Italy, Coca Cola of Panama and McDonalds in Connecticut. While for the gift to Dad that "keeps on giving," it was "Love and Help Children" and "Be Worthy of Trust" on the mammoth Dodger Stadium screens at the 2007 Father's Day game in Los Angeles. It's also now for alumni of the Atlanta Falcons, Pittsburgh Steelers, Oakland Raiders and Seattle Seahawks, and across political arenas for Venezuelan Ministries of Defense and Tourism, the Presidential Palace of the Dominican Republic, and business communities for Swedish heavy industry, Light Italian Desserts, Texas auto repair, California insurance and big chain hotels from coast-to-coast—1,100 organizations newly on board pushing total distribution to 70 million booklets. SECOND PHASE But results so far are just a glimpse of what is now unleashing. With direct IAS-sponsored mailings going to 60,000 government leaders, civil service, industries and commerce in 29 nations, the grass-roots movement is about to go mainstream. The strategy is twofold: First, direct to leaders of society to open the floodgates, until it is on every convenience store counter and hotel bedside table. Then, direct saturation to the multitudes, creating an overwhelming demand. And if Phase One has begun with our direct mailings, then the Second Phase now takes on an entirely new dimension. While the first three of our Public Service Announcements were previewed last year, with the OT Summit 2007 came the completion oi all 21-one for each precept of The Way to Happiness, and each carrying an unstoppable message from LRH straight to the heart of every individual who sees it. The result? Operation Planetary Calm will soon engulf the whole of Earth.

he building was originally home to a stock exchange dubbed "The Stability House." But with inflation rates in the triple-digit range, this is what will now give Zimbabwe stability. The 45,000 square feet combines traditional African with contemporary cosmopolitan. There will be two floors of Public Division displays, and of course, the LRH section of those displays will provide the full back-story of his stay in this city. While given what transpired when the Ian Smith regime rejected LRH's "one-man, one-vote" mandate, we will open especially big delivery channels for LRH

Administrative Tech as contained in the full WISE lineup for sane and prosperous production. We will also be generating a very strong Volunteer Minister machine. Because when you have a 75 percent poverty base, when the phones don't work and the factories are down, you have to have emergency backup if and when needed. Thus an entire space will be devoted to recruiting, hatting and dispatching what amounts to a VM "Liberation Army" that will roll through misery like nobody's business. But for all that is wrong with Zimbabwe, it yet would not be an Ideal Org without a perfect cafe. And in this

case, overlooking the whole district we are about to salvage. The Harare Academy will seat 150 auditors-in-training at a time, and thereby seeding this zone with new groups and missions. All of which, in turn, will indeed fulfill the LRH dream for this nation, and all as symbolized in an LRH office for a land where people are already saying, "He's come back." It's all soon to be an African reality in Zimbabwe with the new IAS-sponsored Ideal Org of Harare.

three floors and 55,000 square feet reflect a German-Jewish architectural influx from the eve JL. of the Second World War. That it dates from 1937 is even more significant, since it marks the first waves of immigrants landing in what was then British Palestine. Which is to say, this was among the original testaments to the hope there would one day be ajewish Homeland. But once past the threshold, it will now say something else: This is not exclusively one religion or another, but the meeting point of all religions planetwide. Accordingly, its Reception and Public Division spaces are expansive, capable of channeling better than a hundred visitors through the displays every hour, approximating the flow of traffic in and out of malls each day—except, of course, on the Jewish Sabbath. Then there is the space exclusively reserved for The Way to Happiness distribution and group activation, for it was an IAS grant of booklets that originally cooled out this city and so put LRH Tech on the Tel Aviv map. And appropriately emblazoned with the dove of the now-famed TWTH "Peace Edition" will be the room from which The Way to Happiness will henceforth flow. The auditorium is likewise all about unity, with traces of old-world Jewish roots in the deco mural and the expanse of a fabled Arabian palace. Needless to say, it will serve well for our own Sunday Services and inter-faith banquets. The new Tel Aviv Ideal Org Academy, on the other hand, is all Scientology, and seriously so. Between Theory and Practical, it will seat a hundred Israeli auditors-in-the-making—better than a hundred more when you add the TRs and co-audit spaces. The HGC is likewise built for high-volume flow, with a double rank of auditing rooms off the lounge. The 6th floor Purif is also especially crucial to the Harlem equation and the Hubbard Guidance Center is configured to keep 34 auditors in the chair between Day and Foundation. The Academy is similarly designed for volume traffic in style. In particular, it will regularly accommodate better than 200 auditors-in-training for African-American communities across greater Manhattan.

T h e chapel does double duty: first, for Sunday Services, then for community enlightenment events. This one will also play host to ministers from t h e many n e i g h b o r i n g

And in testament to the fact we will make good on that one, too, is his Harlem office. Yet that's not all we are doing on 125,h Street. Because just a couple of doors down, we will be face lifting, uplifting and otherwise remaking another 16,000-plus square feet for the new Harlem Community Center. All spaces will serve community revival programs: film rooms for Book O n e rollouts, a tutoring center for grade school catch-up and seminar rooms to knit civic g r o u p s around our Way to Happiness, Anti-Drug and Human Rights campaigns. The point: While black America has arguably given white America the best cultural export in the last 20 years, now they have a chance to export something for themselves-our New Ideal Org in the African-American capital of Harlem.

eception and Public Division spaces harken back to when black America introduced white Hollywood to the likes of Lena Home and "Stormy Weather." While, more or less in return, our displays and plasma screens will now introduce Inglewood to the whole LRH Social Betterment lineup for calm roads ahead, including The Way to Happiness, Criminon, Narconon and Applied Scholastics. Inglewood's Dianetics seminar space is coupled with adjacent rooms that will be able to fast-flow 274 people onto Bridge services at a time. Just down a staircase will lie the LRH bookstore. But the heart and soul of any Class V Org is her Academy, and this one is big—designed to seed LA African-American and Hispanic communities with 210 new auditors every few months.

The HGC is distinctly upscale, echoed in design by the nearby Magic Johnson Center. But, spiritually speaking, it is here where African-American and Hispanic communities really get back to their roots. "Look into Scientology and use it to help your own people to take their place amongst the most brilliant people on Earth." Such was an LRH message to black America, and the Inglewood LRH Office will embody those words. The rest of what we're now bringing to Inglewood lies just up Manchester Boulevard at the old Vermont Village Plaza—Inglewood's new Dianetics and Scientology Community Center. The historic deco monument will likewise stand as a gateway to our Social Betterment programs. But it is also, and expressly, designed to

benefit this neighborhood where it has been hurt the most: African-American public schools were notoriously short-changed through the last four or five decades, and this is where we make up the difference, with a new Inglewood Children's Learning Center. We will also be beefing up the likes of our "Say No to Drugs, Say Yes to Life" campaign rollout from its event center, which doubles as a banquet hall for community activation events. Because that is what makes for real upward mobility, and that is what the International Association of Scientologists is making possible in Inglewood today. s the historical OT Summit 2007 drew to a close, OT Ambassadors from across the planet assembled in the Flag Auditorium for one final briefing—the traditional OT Ambassador Seminar. It was here that Chairman of the Board RTC gave them a behind-the-scenes look at the future for the Golden Age of Knowledge and Ideal Orgs, all as related to the Ambassadors purpose and role: "Bringing LRH's tech to the peoples of Earth and doing everything possible to get others up to full OT." The briefing included a surprise presentation of the completed space plans and designs for 39 new Ideal Orgs handed out to the OT Ambassadors of those areas. Before launching the year of achievement ahead, all present rededicated themselves to the Code of an OT Ambassador. As a salute to the historic occasion of the largest number of OTs ever assembled, the OT Ambassadors at the OT Summit Seminar joined the Chairman of the Board, Mr. David Miscavige, for a group photograph.
