1. PURPOSE For every delivery of spare parts to a customer, assurance is needed to ensure : 

compliance with the customer order and with the applicable design data



airworthiness of the parts delivered to civil customers, i.e. conformity to the approved design data and in condition for safe operation,



suitable packaging to avoid parts' damage,



presence of the required release certificates and accompanying documentation.

This document defines the organization recommended by the aircraft manufacturer in order to ensure the conformity / airworthiness of spares distributed by the EUROCOPTER subsidiaries to customers of EC/ECD products. 2. REQUIREMENTS 2.1 Access to the necessary documents and data The EC subsidiary shall have access to the following information and data : 

the spares data base when maintained by the Type Certificate Holder. Note for EC spares : the data base is named "Fichier Articles" and contains the following information: storage limits, inspections and operations during storage, data about interchangeability, design data approval by the civil aviation authority, accompanying documents, manufacturer code, … The definitions of the design approval codes and interchangeability codes are provided in document reference 3. Note for ECD spares : the shelf life data are available through the "yellow" tag attached to each spare part released by ECD and through an Excel file that ECD would periodically transfer to nominated personnel within the subsidiary.



the storage conditions defined in the Manufacturer Technical Publications (Storage Manual for EC products) and in the maintenance manuals provided by the equipment manufacturers.



the Service Bulletins issued for EC/ECD products



Airworthiness Directives issued by the EC subsidiary's Authority on behalf of whom the spare parts will be dispatched. Subscription to the DGAC or LBA Airworthiness Directives is recommended to demonstrate to the EC subsidiary's Authority the taking into account of the AD's issued by the Primary Certification Authority of the product.

2.2 Setting up the quality system at the EC subsidiary The EC subsidiary shall establish a system to procure compliant / airworthy parts and maintain the conformity / airworthiness of the stored spares.

2.2.1

Procurement of spare parts

The EC subsidiary shall procure the parts from EC/ECD, the engine manufacturer, or the OEM identified in the EC/ECD Spares data. The purchase orders shall specify the requirements in terms of release documents, i.e. for a spare part of civil product, the JAA Form 1 Authorized Release Certificate or equivalent (FAA Form 8130-3 or DOT Form 240078) signed on behalf of the Authority, and any required accompanying documentation (log card).

2.2.2

Receiving of spare parts

The EC subsidiary shall verify upon receiving that the equipment or part is accompanied by the certificate of conformity certified by the supplier, and for spare of civil products, by a JAA Form 1 Authorized Release Certificate or equivalent (FAA Form 8130-3 or DOT Form 240078). Moreover, the subsidiary shall verify that the part is accompanied by the log card whenever required by the EC/ECD Spares data. The EC subsidiary shall carry out the administrative and technical inspection of the received parts and documentation. A traceability system shall link the received parts with the manufacturer's original documentation

2.2.3

Maintenance of stored parts

The EC subsidiary shall : 

comply with the storage conditions specified by the aircraft manufacturer and equipment manufacturers,



verify the validity of shelf life items,



implement the airworthiness data : Airworthiness Directives and Service Bulletins.

2.2.4

Certifying staff

identify the personnel authorized to sign the release document (refer to paragraph 2.4 thereunder). The personnel must be trained and qualified for the tasks. 2.3 Verifications before certification of the release document Before certifying the release documents, the subsidiary shall verify (document (1) may be used as a guide): 

compliance of the spare part with the customer order,



validity of shelf life parts and correct implementation of the required in-storage operations and inspections,



airworthiness of spare parts of civil products (through consultation of the approval code of the Spares data base for EC spares)



presence of the required accompanying documentation (log card).

2.4 Certification of Release Document The EC subsidiary dispatches the parts with a release certificate issued under its name, and containing the following statements: 

the subsidiary has procured the part from the aircraft manufacturer or the Original Equipment Manufacturer identified by the aircraft manufacturer.



the subsidiary holds on file the conformity / airworthiness release documents issued by the aircraft manufacturer or the Original Equipment Manufacturer.



the subsidiary has performed the maintenance operations and inspection of the parts required to maintain the conformity / airworthiness of the parts, in accordance with the data form the aircraft manufacturer.

The above industrial certificate is complemented by an official certificate issued by or in behalf of the subsidiary Authority and in compliance with the requirements of this Authority. It may be a JAA Form 1 Authorized Release Certificate or equivalent completed with "Inspected" in block 12, and referring in block 13 to the identification number of the manufacturer release document. The release documents shall be signed by authorized certifying staff of the subsidiary. 2.5 Monitoring The EC subsidiary shall monitor the process, in accordance with its internal quality system procedures.
