Public Works and Government Services Canada (PWGSC) is notifying Industry regarding the upcoming Request for Proposals for the Government of Canada, Department of National Defence. The intent of these requirements is to provide air support to parachute operations and training when it is not possible to use military air resources to the Canadian Armed Forces (CAF). The aircraft will primarily be used by the Canadian Special Operations Forces Command (CANSOFCOM) of the Department of National Defense (DND) W8484-168596/B: Aircraft rental services are required in the following regions: A. Atlantic Region: New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland; B. Central Region: Quebec and Ontario. C. Western Region: Manitoba, Saskatchewan, Alberta and British Columbia. W8484-168597/B: Aircraft rental services are required in the United States, including Hawaii, Alaska and all offshore U.S. territories (ie. Puerto Rico). The term of the resulting Contract(s) shall be from the date of contract award to 31 March 2017 with Canada having an irrevocable option to extend the contract for 4 additional 1-year periods. Scope of Services The aircraft provided for the purpose of this charter must be equipped with serviceable equipment applicable to the types of operations required and suitable for the particular airspace through which the operations occur. The aircraft must have serviceable radio equipment capable of transmitting and receiving on frequencies in use at departure, en route and destination, and an Emergency Locator Transmitter (ELT). In addition, the aircraft must also have serviceable aviation O2 breathing equipment for the pilots. The aircraft are for free fall or static line use. The types of aircraft to be used for transporting personnel and equipment will be similar to Types A and B described in solicitation W2037-150072/D, (https://buyandsell.gc.ca/procurement-data/tender-notice/PW-KIN-650-6679) and Type C described in W2037-150072/E (https://buyandsell.gc.ca/procurement-data/tender-notice/PW-KIN-650-6864) The following schedule should be utilized as a baseline: _ Letter of Interest (LOI) _ RFP issued – estimated September 2016 _ Contract Award – estimated October 2016 _ Contract Start date – October 2016
