The document provides general None information and useful guides to the users. Due to the complexity of the subject, it will be a challenge to develop the remaining documents, parts 2 to 5. The applicability and practicality of certain sections of this document to non-ceramic insulators are questionable, for example, the use of a dummy insulator. Measurements on NCI’s give somewhat strange results, as it is never obvious as to how much pollution goes into the water solution and how much remains encapsulated in the insulator surface. Overall, it is a good start.
