2011 – Notice of Race Dragon Historical Event

The Yacht Club de Cannes is pleased to invite you to participate in the 33rd Régates Royales - Trophée Panerai Edition which will take place under the French Sailing Federation’s, the International Dragon Association’s and the French Dragon Association’s support in Cannes from September 17th until September 23th 2011.

The organizer is the Yacht Club de Cannes under the sponsorship of the Fédération Française de Voile (FFV).

The regatta will be governed by: ∗ The rules as described in the ISAF Racing Rules of Sailing, ∗ The FFVoile prescriptions stated in full in the Appendix below, ∗ This notice of race and the sailing instructions. In case of translation conflict, the French text will prevail.

In accordance with ISAF Regulation 20, Advertising Code and its French Sailing federation modifications, boats may be asked to hoist the advertising support given by the organization.

The regatta is open to: ∗ The first 70 registered Dragon Yachts with a valid measurement and insurance certificate, a current membership of the IDA or National Dragon Authority to present while entering the event. Each crew shall supply at the Registration desk: ∗ Crew Insurance for foreign sailors ∗ FFV “licence” with medical agreement for French sailors ∗ Parents’ authorization for underage sailors. The entry form should be sent to the Yacht Club de Cannes or filled in on www.regatesroyales.com by 17th July, 2011. Over the deadline, the acceptation of late entries will be at the discretion of the organizing committee. The mooring in the harbour can’t be guaranteed and the registration will be increased. No registration file will be considered as v alid unless the entry fee has been paid entirely. The ISAF number will be the only one taken into consideration to update the IDA IRL ranking. Skippers shall register ahead at the ISAF authority (www.isaf.org) and contact the IRL ([email protected]) to get the international ranking results.

Welcome, Registration and craning. Skipper meeting at 12.00am. 1st warning signal at 2pm. Race – Daily First Warning Signal at 11.00am Prize Giving Ceremony from 6.00pm

All Competitors must race in accordance with the IDA rules. By entering in the Régates Royales – Trophée Panerai, sailors are making a commitment to have acquainted themselves with the rules and to comply with them. Measurement, safety equipments and weight controls may be done randomly by the organization.

Sailing Instructions will be available at the Registration Desk.

Courses will be windward-leeward as indicated in the Sailing Instructions located in Cannes eastern or western bays.

∗ According to RRS Appendix N and rule 70.5, an international protest committee will be judging the event and its decisions will be final. ∗ Penalty regarding infractions to rules but Chapter 2: Infraction to rules but Chapter 2 and RRS 28 and 31, may be punished after instruction, from a 10% penalty out of the number of entered until a disqualification. ∗ A jury on water process can be implemented according to the Sailing Instructions details.

8 races are scheduled of which 3 races are required to be completed for the regatta to be valid. The number of valid courses required for a boat to be ranked out of the total of its scores in each course withdrawing its worst score is: 5.

The registration fee includes a two-way-crane-trip and the Vieux Port de Cannes mooring from 17th until 23rd September 2011. Moorings for Tenders are not included. Moorings occupied either side of these dates and after September 23rd at midday have to be paid to the Harbor Office in the Vieux Port de Cannes.

Boats shall not be hold out of the water during the regatta unless a race committee written approval, ahead any action and within the frameworks the agreement describes. Underwater breathing apparatus and plastic pools and their equivalent shall not to be used between the preparatory signal of the first race and the end of the regatta.

In case of emergency, competitors can communicate with the race committee and the emergency services using the VHF or mobile phones. Emergency phone numbers will be given at the end of the Sailing Instructions. Any accident or rescue procedure has to be told in first priority to the CROSSMED, VHF Channel 16.





Regarding RRS Rule 13.1, any skipper entered in the Régates Royales – Trophée Panerai 2010 shall make sure, and under its own responsibility, that its Dragon is in compliance with the statutory requirements that enable the crew to be 4 onboard while racing if the crew intend to do so, according to the French Navy Laws. By entering all competitors taking part in the regatta do so entirely at their own risks – see RRS 4-The decision to race – the organizing authorities do not accept any responsibility in the case of damage to equipment, injuries or death within the framework of the regatta, which includes before, during and after the regatta.

Each participating boat must have subscribed to a valid third party insurance or equivalent, with a minimum cover of €1.5 million, for the event.

Tenders, Weather Boats, and Support Vessels will be permitted in the race area under conditions. Details regarding the conduct of these boats will be indicated in the Sailing Instruction.

In participating in the Régates Royales – Trophée Panerai, a competitor automatically grants to the Organizing Authority and the Sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or filmed television and other reproductions of Yacht and crew during the period the competition in which the competitor participates in and all material related to the said Régates Royales without compensation.

APPENDIX: PRESCRIPTIONS OF THE FRENCH SAILING FEDERATION

RRS 60 - FFVoile Prescription: No fee or deposit can be required for lodging a protest; except for some measurement protests [see FFvoile prescription to rule 64.3(d)]

RRS 64.3 - FFVoile Prescription: The Protest committee may ask the parties to the protest, prior to checking procedures, for a deposit of €250 towards the cost of any re-measurement arising from a measurement protest. RRS 68 - FFVoile Prescription: Damages compensation and any other action, arising from damages, not provided in the RRS is the entire competitors’ responsibility. RRS 70.4 - FFVoile Prescription: In such circumstances, the written approval of the FFVoile shall be received before publishing the Notice of Race and posted on the Official Notice Board during the competition. RRS 78.1 - FFVoile Prescription: The boat’s owner or other person in charge shall, under its sole responsibility, make sure moreover that its boat complies with equipment and security rules prescribed by the laws, by-laws, and regulations of the Administration. RRS 90 - FFVoile Prescription: The appointment of an International jury meeting the requirements of Appendix N or the appointment of any other Jury without appeal is submitted to prior written approval of the FFVoile. Such Notice of approval shall be posted on the Official Notice Board during the event.
