This is a permanent full-time position working 35 hours per week. Preferred Background: A diploma in Transportation/Civil Engineering, Transportation or Construction Technology coupled with road maintenance and construction training with at least five (5) years directly related experience in infrastructure and roadway maintenance practices is required along with practical knowledge of civil engineering, development processes, asset inspection, and public works practices. Registration or eligibility for registration in Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (CET) is required. Knowledge of applicable acts, standards and codes is required such as the Highway Traffic Act, the Municipal Act, O. Regulation 239/02, Minimum Maintenance Standards for Municipal Highways, and the Ontario Traffic Manuals including Book 7. Excellent computer skills in database (MS-Access) spreadsheets, MS Office, GIS along with strong analytical, organizational, project management and customer service skills are needed for leading and coordinating Regional initiatives. An equivalent combination of education and experience will be considered. Working Conditions: Travel will be required between locations within Halton Region; incumbent must supply their own transportation. The incumbent must possess and maintain a valid class ‘G’ driver’s license. Standby after hours work may be required. Duties:  Develops and oversees the Regional Salt Management Plan in coordination with the local municipalities.  Conducts field assessments and coordinates works maintenance and operational programs in cooperation with other sections to ensure resource utilization and interfaces with Project Managers of Engineering and Construction Division for the delivery of Capital Works.  Analyses and reviews operational data and makes recommendations to supervisor and manager to support program improvements, including activities associated with the Regional Roads Maintenance Agreement.  Provides detailed information to assist in the annual preparation of the road operations and maintenance budget.  Prepares procurement documents, including Request for Proposals and Tenders; and administers resulting contracts through to completion, including assigning of work, invoicing and renewing contracts.  Reviews, monitors and coordinates traffic control plans, road closures and detour coordination for railway crossing maintenance and construction projects.  Ensures that all data, reports and permits required by legislation are prepared and issued.  Represents the Region on external committees and working groups for roadway maintenance issues such as the Ontario Road Salt Management Group (ORSMG) and Halton Area Maintenance Services Committee (HAMS).  Provides customer focused services to internal and external clients on operational and maintenance matters in an efficient and professional manner.  Assists in the development of the Region’s Asset Management Program.  Performs other duties as assigned.
