Anti-American Ba'th Activities in Paris By Dr. Nimrod Raphaeli Excerpts : “With the defeat of the Saddam Hussein regime on April 9, 2003, the Ba'th ruling party was outlawed and a committee for the de-Ba'thification of Iraq was established. [1] However, the Ba'th's propaganda machine appears to have found a new abode in Paris, France, whence threats to the U.S. are issued regularly in three languages - English, French, and Spanish. Not surprisingly, the Ba'thist propagandists use the word "resistance" (in French, "la resistance") to underscore the association with the struggle against the Nazi occupation of France during WWII. The resurrection of the Ba'th Party on French soil was further strengthened by France's proposal that representatives of "la resistance" should participate in any future conference that will be convened to discuss the future of Iraq. This position was clearly stated by Michel Barnier, the French Foreign Minister, in an interview with the French TV station " France Inter." In the interview, Mr. Barnier called for a political process in Iraq that would include "a number of groups and people who have today opted for the path of resistance through the use of weapons." The National Council for the Iraqi Resistance The National Council for the Iraqi Resistance, also referred to as the United Council for the Iraqi Resistance, was born in June 2003, comprising Ba'th activists (referred to as militants), remnants of the Iraqi army and Republican Guard, and what are described as "heroes of the national security apparatus." The membership of the leadership of the Council remains secret, although in an interview with the former Iraqi Vice President, Izzat Ibrahim Al-Duri, he was identified as the leader of the resistance. A press release identifies the forces operating under the umbrella of the Ba'thist Resistance. They include: [3] - The Ba'thist Socialist Arab Party of Iraq (as a clandestine organization) - The [Iraqi] "Resistance and Liberation" movement - The Unified Council of Iraqi Resistance

- Many military forces like the "Fedayyoun of Saddam" and the "Second Army of Mohammad" [4] Joining them "on the sidelines," according to the news release, are the various "patriotic formations" which include communists and Nasserites. Locus of Information The Council's material is published by the Comités Irak de Base under the editorial direction of Luc Michel (...) A newsletter identifies Luc Michel as "a Belgian publisher, well-known for the defense of the Arab cause, and editor of the newsletter 'Al-Ba'th Al-Iraqi.'" A legal team under Me. (mademoiselle or Miss) Dominique Jourdain, "was also identified at [email protected]" (a French Email address). Free subscription to the newsletter "Al-Ba'th Al-Iraqi" (Iraqi Resurrection) is offered at [email protected] (...) Given that most of the publications are issued through Yahoo France, one might suspect that most of the production is done in that country. There is no information as to who finances this production but it is worth mentioning that the group which calls itself Amitiés Francaise-Irakiennes may be the same Iraqi-French Friendship group which is listed as a beneficiary of Saddam's oil vouchers in the amount of 15.1 million barrels.(...) In a July 7, 2004 newsletter titled: 'The Political Defense of the President Saddam Hussein is Also Organized!', the group said, "The International Committee to defend the President Saddam Hussein" was launched. It further stated: "The Committee want[s] to answer to the campaign of hate and lies orchestrated by the media, which is controlled by the American-Zionists, and to re-establish the truth about Iraq of Saddam Hussein and the Ba'th Party." [7] B. French-Speaking Space In a newsletter (dated simply 2003) lacking the State of Iraq's Cote of Arms (state symbol), which appears on subsequent releases, the authors declared in an exhortative language: "We are numerous everywhere in the world, and particularly in the French-speaking space, to wish not only the end of the Yankee's occupation in Iraq, but more the victory of the Ba'thist resistance, which claims itself of Saddam Hussein and which is organized in the Movement Resistance and Liberation [poor translation from the original in French, meaning the Resistance and Liberation Movement] of Iraq." [8] The newsletter extends the purpose of the "resistance" not only to defeat "the AmericanZionist imperialism in Iraq," but to other fronts, "particularly in occupied Palestine and Europe, where the Yankee domination is shaken today." It goes on to affirm its agreement with Che Guevara that, "imperialism has a head, the United States, and that it should be cut off!" The French-speaking space is identified as Belgium, France, Quebec, and Frenchspeaking Switzerland. The space will be occupied by "a French-Speaking Coordination of the Iraq Committees." « Avec la destitution du régime de Saddam Hussein le 9 avril 2003, le parti Baath au pouvoir est devenu illégal, tandis qu'un comité de "débaasification" s'est créé en Irak. [1] La machine de propagande baasiste semble toutefois avoir trouvé son nouveau siège à Paris, d'où des menaces contre les Etats-Unis sont émises régulièrement en trois langues: le français, l'anglais et l'espagnol. Les militants du parti Baath invoquent bien entendu la "résistance", afin de mettre sur le même plan leurs activités et celles des résistants français contre l'occupation nazie, pendant la deuxième guerre mondiale. La résurrection du parti Baath sur le sol français se voit renforcée par la position du gouvernement selon laquelle les représentants de la "résistance" devraient pouvoir participer aux conférences prévues en Irak au sujet de l'avenir du pays. Cette position a été clairement formulée par Michel Barnier, ministre français des Affaires étrangères, dans une interview sur France inter. M. Barnier s'est déclaré favorable à un processus politique irakien incluant des groupes de personnes ayant opté pour la résistance par les armes [2] Le Conseil national de la résistance irakienne Le Conseil national de la résistance irakienne, également appelé "Conseil unifié de la résistance irakienne", a vu le jour en juin 2003. Il regroupe des activistes baasistes (appelés "militants"), d'anciens membres de l'armée irakienne et de la Garde républicaine, ainsi que des "héros du dispositif de sécurité nationale." L'identité des dirigeants du Conseil reste secrète. Toutefois, une interview de l'ancien vice président Izzat Ibrahim Al-Duri présente ce dernier comme le chef de la résistance. Dans une newsletter (datée simplement de 2003) et dépourvue du symbole de l'Etat irakien, présent sur les publications ultérieures, les auteurs déclarent: "Nous sommes nombreux dans le monde, et en particulier dans le monde francophone, à souhaiter non seulement la fin de l'occupation yankee en Irak, mais plus encore la victoire de la résistance baasiste, qui se réclame de Saddam Hussein et qui est organisée sous le mouvement Résistance et libération de l'Irak." [8] La newsletter déclare que le but de la résistance n'est pas uniquement de triompher de "l'impérialisme sioniste américain en Irak", mais d'étendre son action en Palestine occupée et en Europe, où la domination yankee est aujourd'hui ébranlée ; elle revendique en outre son alignement sur la position de Che Guevara selon qui "l'impérialisme a une tête, les Etats-Unis, qui devrait être tranchée!" Attività ba’atiste antiamericane a Parigi Di Nimrod Raphaeli* « Con il crollo del regime di Saddam Hussein il 9 aprile 2003, il partito di governo Ba'at fu dichiarato fuori legge e venne creato un comitato per la de-ba'atificazione dell'Iraq. 1 Tuttavia la macchina propagandistica ba'atista sembra aver trovato una nuova sede a Parigi, da dove vengono regolarmente diffuse minacce agli Stati Uniti in tre lingue – inglese, francese e spagnolo. Non stupisce che i propagandisti del Ba'at usino la parola "resistenza" (in francese résistance) come richiamo alla lotta contro l'occupazione nazista della Francia durante la seconda guerra mondiale. La risurrezione del partito Ba'at in terra di Francia fu ulteriormente rafforzata dalla proposta francese di far partecipare rappresentanti della résistance a ogni futura conferenza che discuta il futuro dell'Iraq. Posizione chiaramente ribadita dal ministro degli esteri francese Michel Barnier nel corso di un'intervista al canale TV France Inter. I componenti della leadership del Consiglio sono segreti, sebbene in un'intervista con l'ex vice primo ministro iracheno Izzat Ibrahim Al Douri, egli venne identificato come il capo della resistenza. Un comunicato stampa individua le forze che operano all'ombra della resistenza ba'atista. I siti delle informazioni Il materiale del Consiglio è pubblicato dai Comités Irak de Base, sotto la direzione editoriale di Luc Michel (…) Una newsletter identifica Luc Michel come "editore belga, noto per la difesa della causa araba e autore della newsletter Al Ba'th Al Iraqi (Risurrezione irachena)". Una squadra legale presieduta da una Me. ( mademoiselle o miss ) Dominique Jourdaine "venne anche identificata a [email protected]" (un indirizzo E-mail francese). Iscrizioni gratuite alla newsletter Al Ba'th Al Iraqi vengono proposte al sito http://[email protected] (…) Dato che la maggior parte delle pubblicazioni è diffusa attraverso Yahoo France, si supporrebbe che il grosso del materiale sia prodotto appunto in Francia. Non ci sono informazioni sui finanziatori di questa produzione, ma val la pena di ricordare che il gruppo che si definisce Amitiés Franco-Irakiennes può essere lo stesso gruppo Amicizia Franco-irachena indicato come beneficiario dei voucher del petrolio di Saddam per l'ammontare di 15.5 milioni di barili (…) Nella newsletter del 7 giugno 2004 dal titolo "La difesa politica del presidente Saddam Hussein è dunque organizzata!", il gruppo afferma che è stato varato "il Comitato internazionale per difendere il presidente Saddam Hussein". E più avanti dice: "Il Comitato vuole rispondere alla campagna di odio e menzogne orchestrata dai media controllati dagli americani-sionisti, e ristabilire la verità sull'Iraq di Saddam Hussein e sul Partito Ba'at". 7 B. Spazio in lingua francese In una newsletter datata semplicemente 2003 (manca lo stemma araldico dell'Iraq, simbolo dello Stato che compare nelle successive uscite), l'autore dichiara: "Siamo in tanti dovunque nel mondo, e specialmente nelle zone francofone, a desiderare non solo la fine dell'occupazione Yankee in Iraq, ma soprattutto la vittoria della resistenza ba'atista che è quella di Saddam Hussein e che si è organizzata nel Movimento di Resistenza e Liberazione dell'Iraq". 8 Il foglio estende l'obiettivo della "resistenza" non solo a sconfiggere "l'imperialismo americano-sionista in Iraq", ma anche ad altri fronti, "in particolare alla Palestina occupata e all'Europa dove il dominio Yankee è oggi scosso". Prosegue affermando di essere d'accordo con Che Guevara secondo il quale "l'imperialismo ha una testa, gli Stati Uniti, ed è questa testa che dev'essere tagliata!". Le "zone francofone" corrispondono a Belgio, Francia, Quebec e Svizzera francese. Como era de esperar, los propagandistas del Ba'th utilizan la palabra "resistencia" (en francés, "la resistance") para destacar la asociación con la lucha contra la ocupación Nazi de Francia durante la Segunda Guerra Mundial. La resurrección del partido Ba'th sobre suelo francés fue reforzada aún más por la propuesta francesa de que representantes de "la resistance" deberían participar en cualquier conferencia futura que se convoque para debatir el futuro de Irak. En una newsletter (con fecha simplemente 2003) sin el escudo de armas del Estado de Irak (símbolo nacional), que aparece en publicaciones posteriores, el autor afirma en un lenguaje exhortativo: "Somos numerosos en todo el mundo, y particularmente en el espacio francófono, los que deseamos no sólo terminar con la ocupación yanqui de Irak, sino lograr la victoria de la resistencia del Ba'th, que se dedica a Saddam Hussein y que está organizada en el Movimiento y Resistencia y Liberación [traducción pobre del francés original, que significa Resistencia y Movimiento de Liberación] de Irak". 8 La newsletter extiende el propósito de la "resistencia" no sólo a vencer "el imperialismo americano-sionista de Irak", sino a otros frentes, "particularmente en la Palestina ocupada y Europa, donde la dominación yanqui se tambalea hoy". Because of past colonial interests in Syria and northern Africa, France has developed into a haven for Arab terrorists, and has seemed to show little interest in defusing Middle East hostilities. France has always shown support to the PLO, even when it was an organization explicitly aimed at the destruction of Israel, and as recently as last year refused to consider Hamas' political wing a terrorist organization. France has also long been known as a money funnel to Middle East terrorists. With respect to America "doing whatever is convenient for America" in their foreign policy, I'd only simply point out that every country does what's in it's best interest. I don't think "convenience" would be the word I'd use however. Still, it's called American foreign policy for a reason. The French have been sympathetic to the Arab world for decades (as has been mentioned here). The Franco-German alliance has been given the Ba'ath a pass for quite sometime. Along with the UN, Europe was responsible for bank rolling Saddam's regime for quite sometime, just as we were before them. Why? Because at the time it was in our best interest. What's so offensive about French support of ex-Ba'athists and known terrorists organizations is something reflexive in the Western mind regarding the conflict we currently face. It is the hope of many that the French's colonial sympathies would finally fade and they would recognize the fight in which they are now a de facto part, whether they like it or not, but this is unrealistic. We must simply recognize that the French experience and traditions are different from our own and that they cannot be relied upon to think differently because terrorists have not attacked them on the scale they have attacked us.

GEOPOLITICALREVIEW: November 21, 2004

French Offensive “By any measure, it has been an extraordinary week of public attacks against the United States by France and her surrogates. Expanding upon his anti-American tirades early last month, French President Jacque Chirac began the barrage this week by stating, "Britain gave its support [for removing Saddam] but I did not see much in return. I am not sure that it is in the nature of our American friends at the moment to return favours systematically." Such a statement does not surprise us for two reasons, although that does not diminish their inappropriateness. The first is that this comment illustrates perfectly the lack of understanding Mr. Chirac has for the priceless benefits a democratic Iraq would reap in the war against Islamofascism, not to mention the low respect he holds for freedom and democracy. The second reason is that France profited greatly from bribes and kickbacks resulting from the U.N. Oil for Food Scandal, in addition to multi-billion dollar oil contracts negotiated with the Saddam Hussein regime. Accordingly, it is inconceivable to Mr. Chirac that Tony Blair would follow President Bush and remove a dictator without receiving instant gratification in the form of an economic windfall. It has become increasingly clear that a French rule of thumb is that an endeavor is not worth undertaking if your pockets are not subsequently filled. As outlandish as the above comments are, Mr. Chirac's comments on Thursday were even more so. He repeated the hackneyed belief that "terrorism around the world has increased because of the war in Iraq." Perhaps that is the case, but the same could be said about intervention in Afghanistan. However, since that endeavor was less controversial, is now considered a success and France did not have any monetary interests in Afghanistan (that we are aware of), such trivialities are overlooked. Nevertheless, this same line of juvenile logic could be applied to any military mobilization throughout history. No doubt military combat increased around the world after the United States responded to Japan's bombing of Pearl Harbor. And Reagan's decision to reject a nuclear freeze almost certainly resulted in more nuclear weapons being built in the world. We could continue repeating examples debunking this flawed logic, but you get the point. This is the type of reasoning that the

likes of Michael Moore routinely use. And by that we mean statements that initially seem sensible are later revealed as severely flawed upon further investigation. Meanwhile, a French "strategy expert," Pascal Boniface, Director of the Institute for International and Strategic Studies in Paris, addressed a seminar organized by the Arab World Institute on Wednesday and branded the U.S. practices against the Fallujah residents as "state terrorism." Bonifance conveniently ignored the facts now emerging from Fallujah of "slaughter houses," mutilated bodies of Westerners in the street, and the many Fallujah residents delighted at having their city liberated from Taliban-like thugs. Nevertheless, during the course of his lecture, he proceeded to state that the murder of the wounded terrorist in a Fallujah mosque, as well as alleged prisoner abuse at Abu Ghreib and Guantanamo Bay "demonstrate an established policy and doctrine." Bonifance continued pandering to his audience by saying that "despite the absence of democracy and political pressure groups, the Arab public opinion is turning into a mighty force" and "the emerging force of the public opinion, motivated by the Arab satellite channels, is now seen by the west and the Americans as the official spokesman of the Arab world." Based on the information available to us, Bonifance never called for greater political reform in the Arab world, rejection of Islmoafascist tactics or pleaded for support of democracy in Iraq. Instead, he chose to serve as a mouthpiece for the French government and propagate the appeasement of France's domestic Muslim population. As troubling as the above situations may be, the following two situations are incredibly concerning regarding France's role as an ally in the worldwide War on Terror.
