Youth in Action Connect Youth has been nominated as the UK National Agency by the Department for Education and Skills for the management, delivery and development of the new European Youth in Action Programme. The Youth in Action Programme (YiA) is a pan-European initiative which aims to give young people valuable international experience for their personal and professional development, through various activities, within the remit of nonformal education. Youth in Action will run for seven years from 2007 until the end of 2013.

The Youth in Action Programme, will retain the core activities of the current European YOUTH Programme: Youth Exchanges, European Voluntary Service and, Youth Initiatives; as well as training opportunities. It will also include new activities: Group European Voluntary Service; Youth Democracy Projects and exchanges

with countries outside the existing YOUTH programme in the new Action Youth in the World. One important change is the extension of the age range, from 15–25 to 13–30, across the Programme. Each Action will target specific ages within this range: Action 1: Youth for Europe

Youth for Europe encourages young people’s active participation and the development of their concept of citizenship. It has three strands: Youth Exchanges, with partner organisations at bilateral, trilateral or multi-lateral level; Youth Initiatives at either the local/regional level, or at the transnational level; and Youth Democracy projects

Action 2: European Voluntary Service (EVS)

European Voluntary Service allows individual young people aged 18 to 30 to volunteer in another European country for up to a year. Short-term placements (3 weeks to 6 months) are also available for young people who face real disadvantages (e.g. physically, mentally or economically). Group EVS, an addition to the programme, allows young people to undertake collective volunteering activities. EVS activities include: projects within the care sector, working with children, people with disabilities or with the elderly; with young people in creative settings plus ecological or environmental projects.

Action 4: Youth Support Systems

NEW within the Programme, Youth in the World offers transnational opportunities with new countries outside of the existing YOUTH programme, as well as those countries that traditionally came under the category of Partner Countries.

Youth Support Systems replaces the existing Support Measures (currently Action 5), in developing the quality of support, as well offering exciting opportunities for Youth Organisations and Youth Workers to undertake networking and training projects.

This Action is focused particularly on assisting young people in developing partnerships, and the exchange of good practice, not only in neighbouring countries of the enlarged Europe, but also, as it’s names suggests, in other parts of the world. Within this Action, youth leaders, workers and organisations will be able to apply for networking events, training opportunities and exchanges in order to improve the quality of projects.

It has been designed to support organisations already active at European level and working within the youth sector. This NEW Action 4 is subdivided into eight different subactions: support of youth organisations already active in Europe; the European Youth Forum; training and networking for active organisations; innovation and quality; information; partnerships; support for the structures, and activities that add value to the Programme.

Action 5: Support for European Cooperation in the Youth Field

This is another NEW Action which aims to encourage the sharing of good practice, co-operation and dialogue between administrations and youth policymakers at all levels. The idea behind this NEW Action is to facilitate well planned and structured forums, seminars, dialogues and networking events aimed at the dissemination of good practice and consolidation of the Youth in Action Programme among policy and decision makers Youthpass

Youthpass is the European Commission's new recognition tool for those who participate in the Youth in Action Programme. Based on competencies under the European Qualifications Framework, it allows participants to record their learning outcomes from the activities they have undertaken.
