Projects IEC 60815-1 and IEC 60815-2 Dear colleagues, during the last meeting of IEC TC 36 in Beijing the compilation of comments on the CD of project 60815-1 as well as on the CD of project 60815-2 were discussed. Further, it was decided to issue a second CD for both projects. In addition project 60815-3 was put to Zero Stage and it was decided to restart it by issuing a new work proposal together with a preliminary draft for circulation at the same target date as the first two projects, i.e. June 2003. Already in Beijing the committee realised that both projects 60815 part 1 and part 2 will become projects older than five years and continuation of work on these projects would need justification according to the IEC directives. As stated in the minutes of meeting the committee agreed that the justification for the delay is given by the following considerations: • the work load is huge and the matter is complicated • the WG depends on results to be delivered by CIGRE • the different parts 1, 2, 3, depend on each other and cross references need to be considered. The committee was confident that the projects can be finished within the 7 year limit, set by IEC and expressed sincere thanks to the project leader and the WG members for their hard work. Shortly after the meeting in Beijing information was received that SMB decided to request Central Office to put all projects that have been in progress between the ANW and RDIS Stage for more than 6 years to the preliminary stage (SMB/2514/INF). As, according to our decisions in Beijing part 1 and part 2 of IEC 60815 would fall under this new directive the secretary, Mr. Brian Lester, and myself tried to convince Central Office to keep the original 7 year limit for these projects which was the basis for the decisions taken in Beijing. Although the reasons for the justifications were fully understood by the officer dealing with these projects we have to accept that there are no exceptions to the rule and SMB will not agree to let these projects continue until December 2004. In consequence of the new directive project 60815-1 and 60815-2 will automatically be set to Zero Stage in December 2003.

Although this might appear disappointing, in particular to the WG members we should clearly see that the decision of SMB was taken under a general view in order to shorten the time for the development of standards and so better respond to the market needs. The decision is neither triggered nor directly addressing project 60815 and can be regarded as purely administrative matter. As far as project 60815 part 1 and part 2 are concerned the new directives do not influence the progress of work. The WG is requested to follow the decisions taken in Beijing, i.e. to issue a second CD for project 60815-1 and 60815-2 along with issuing a new work proposal together with a preliminary draft for circulation for project 60815-3 as soon as possible. After the project 60815-1 and 60815-2 have been set to Zero Stage they will be reactivated as new work proposal (NP) together with a preliminary draft according to the latest development of work in 2004. Attention shall be paid to the request of TC 36 to develop part 1, 2, 3 in parallel. Still the aim is to have discussion on compilation of comments on relevant CDV’s in October 2004 in Seoul. In conclusion, I would like to assure the project leader and the members of the WG 11 that the committee is fully aware of the difficulty of the task as well as of the huge work related to the new standard. The achieved results are much appreciated and the WG is encouraged to proceed its successful way also under the new IEC directives.
