1. Le présent appel public à manifestation d’intérêt fait suite à l’Avis
général de Passation des Marchés paru sur le portail web des marchés publics du Bénin, le 24 mars 2016
2. La Société Béninoise des Manutentions Portuaires(SO.BE.MA.P), ci-
après désignée Autorité Contractante a obtenu auprès de la Banque Ouest Africaine de Développement (BOAD), un prêt d’un montant de onze milliards cinq cent millions (11.500.000.000) francs CFA pour le renforcement de ses capacités et a l’intention d’utiliser une partie du montant pour effectuer les paiements au titre du contrat suivant « la sélection d’un cabinet pour la surveillance et le contrôle des travaux à réaliser ». 3. Dans le cadre de cette consultation, les services du Cabinet de
suivi et de contrôle concernent notamment: -
la surveillance et le contrôle des travaux de construction de magasins sur la bande des 200 mètres au port de Cotonou ;
-
la surveillance et le contrôle des travaux de réhabilitation de l’atelier garage et de réparation de la SOBEMAP ;
-
le suivi administratif et financier de l’ensemble desdits travaux.
4. Les candidats intéressés sont invités à manifester leur intérêt pour
la prestation des services décrits ci-dessus en fournissant les informations indiquant qu’ils sont qualifiés pour exécuter les services (la nature des activités du candidat et le nombre d’années d’expérience, les qualifications du candidat dans le domaine des prestations et notamment références concernant l’exécution de marchés analogues, l’organisation technique et managériale du cabinet, les qualifications générales et le nombre de personnels professionnels). Il est demandé aux candidats de fournir ces informations en ne dépassant pas 15 pages. Les candidats peuvent s’associer pour renforcer leurs compétences respectives.
5. Le personnel clé minimum requis pour la pré-qualification des
cabinets doit avoir le profil suivant :

Un ingénieur (BAC + 5) en construction métallique ayant au moins dix (10) années d’expérience
-
Deux (02) ingénieurs Génie Civil (BAC + 5) ayant au moins dix (10) années d’expérience dans le suivi et le contrôle des travaux de construction ;

Deux (02) techniciens supérieurs (BAC + 3) en génie civil ayant au moins dix (10) années d’expérience.
6. Les critères d’évaluation des manifestations se présentent comme
suit : -
Nature des activités du candidat et relation avec le domaine des prestations : 15 points

Nombre d’années d’expérience : 10 points

Qualifications du candidat dans le domaine des prestations : 30 points à raison de 6 points par expérience

Organisation technique et managériale du cabinet : 10 points
