THE ROLE OF NATURAL GAS IN A SUSTAINABLE ENERGY FUTURE: THE ONTARIO EXAMPLE THE FEDERAL GOVERNMENT’S recently announced air/environment initiatives are meant to address a number of objectives: improving Canada’s environmental performance; enhancing reliability, safety and affordability of the energy system; and promoting new technologies and economic opportunities for Canadians. Not surprisingly, a number of provinces have been considering future energy supply mix strategies for their provinces with similar objectives. In most cases, these strategies recognize the role of natural gas in a sustainable energy future.

encourages Canadians to make individual contributions to both improve the environment and reduce pressure on the electricity grid. Canadian Natural Gas

mers an immediate price benefit. The savings are significant. Based on July 2006 rates, water heating costs for a family of three are about 51 per cent less when using natural gas instead of electricity, and natural gas dryers are about 45 per cent less expensive to operate than electric. A high-efficiency natural gas furnace heats an average 2,000-square-foot home in southern Ontario for $997 annually, compared to heating the same home with electricity ($1,980) or conventional heating fuel oil ($2,020). Third, natural gas offers consumers the comfort of safe and reliable service. After all, natural gas reliability is greater than 99 per cent. Underground pipes do not face the same challenges experienced by electricity transmission lines which are exposed to high winds, snow and ice. Finally, promoting fuel choice, along with conservation and greater energy efficiency, encourages Canadians to make individual contributions to both improve the environment and reduce pressure on the electricity grid. Union Gas has been working hard to inform government officials, consumer

efficiency,

Through gas-fired generation, natural gas is playing an even greater role in the energy mix as a consequence of the pressing need for new sources of electricity. It took the August 2003 blackout for many people to realize that Ontario’s aging electricity grid is overburdened. In recent months, and with the Ontario Power Authority proceeding with a 20-year supply mix plan, it has become increasingly obvious that replacing and increasing the supply of electricity is expensive and takes a long time. Even with a $40billion dollar investment in power plants, energy efficiency and conservation must be part of the solution to relieve demand for electricity. There is another option which deserves closer consideration – the replacement of electricity with natural gas as the direct fuel source for a variety of home and commercial applications. Let’s look at the multiple benefits of this fuel choice option. First, the most compelling benefit is the significant potential to reduce electricity demand. In a recent study completed by Union Gas, it was estimated that by promoting fuel choice there is the potential to reduce the demand for electricity by about 2000 MW over five years. That amounts to enough electricity for more than 500,000 homes. This would reduce the need for new power generation and the associated costs for Ontario taxpayers. Second, promoting fuel choice gives individual consu-

Power Smart Programs continue to assist Manitoba natural gas customers Manitoba Hydro, the natural gas distributor in Manitoba, continues to offer programs designed to conserve natural gas and save money for its customers.

Home Insulation Program The Home Insulation Program provides a financial incentive averaging $500 to encourage residential customers to upgrade their insulation, by paying up to 100 per cent of their insulation material costs. Manitoba Hydro will invest up to $16 million into the program, with the Government of Canada contributing $1.5 million to cost-share rebates for the first two years of the program. This is one of a number of initiatives the Government of Canada is pursuing with provinces and territories which are aimed at reducing greenhouse gases in ways that reflect provincial and territorial priorities. Furnace and Boiler Replacement Program The Furnace and Boiler Replacement Program is a partnership between Manitoba Hydro and Natural Resources Canada to promote ENERGY STAR®** qualified furnaces and boilers. The program offers rebates of $245 to homeowners who replace their older standard or mid-efficient furnaces or boilers with new ENERGY STAR® high-efficiency furnaces and boilers.

The program is expected to reduce residential natural gas consumption annually by approximately 4.7 million cubic metres and reduce greenhouse gas emissions by almost 9000 tonnes of carbon dioxide by the year 2009/2010. The federal government’s Opportunities Envelope, through NRCan, has committed to providing funding of 40 per cent of the rebate – a total of $1.2 million – for the first two years of the program. Manitoba Hydro is looking at other programs to help its natural gas customers save money and energy by encouraging energy conservation. The Corporation has been a leader in Power Smart energy conservation programs in the electricity side of its business. It expects to bring this expertise and success to the natural gas business as well. www.hydro.mb.ca

If natural gas piping is available in new homes and commercial buildings in the same way electricity outlets are mandated by the building code, true customer choice for the right fuel would exist. Given the electricity supply challenge at hand and the significant opportunity for fuel choice, the Ontario Power Authority has recently completed a study on the value of fuel choice for Ontario consumers. At the same time, both Union Gas and Enbridge Gas Distribution are working towards developing plans to support this opportunity. The Canadian Gas Association and Union Gas will continue to raise awareness among federal, provincial and municipal policy makers of the benefits of encouraging fuel choice in the design of conservation programs and as a means to help meet our energy needs, now and in the future. NATURAL GAS AND CANADA’S ENERGY FUTURE Natural Resources Canada Minister Gary Lunn talks with CGA on the role of natural gas in Canada’s energy future, LNG and Canada as an “energy superpower.”

CGA: The siting and development of liquefied natural gas (LNG) terminals in Canada is a way to diversify our natural gas supply through access to the world’s natural gas resource base. Minister, what is your position on bringing LNG to Canada? Minister Lunn: LNG is a way to bring natural gas to the North American market. As you know, there are already a couple of projects underway on the east coast. Natural gas is a clean energy source and the government supports the development of new unconventional supply like coalbed methane. With LNG, there are safety issues and we need to protect the public interest and there are processes in place to ensure this happens. CGA: In an energy system that meets all of the characteristics of sustainability, natural gas, today and in the future, will have key roles in different applications. Minister, what role do you see for natural gas in Canada’s sustainable energy future? Minister Lunn: Canada’s energy supply mix will be more diverse. However, natural gas is a clean energy source and has an ongoing and important role to play in Canada’s energy future.

CGA: There is a long-history of natural gas utilities, provincial and federal governments working together to deliver energy efficiency programs. Minister, in your view what is the long-term role of the federal government in supporting energy efficiency and conservation in the residential and commercial/institutional sectors? Minister Lunn: The federal government will announce its energy efficiency component of the green plan later this fall so I can’t speak too widely about specifics. CGA: Do you think the federal government has a role to play in providing leadership and support for the development and demonstration of new efficient energy technologies?

AFTER FOCUSING ON the “top five priorities” for most of the first six months in government, attention this fall shifted to developing a plan to improve air quality and the environment. Since being appointed Minister of Natural Resources by Prime Minister Harper in February, 2006, Gary Lunn has attended a meeting of the Council of Energy Ministers, met with his US counterpart Secretary Sam Bodman, and met with energy industry representatives. As well, Minister Lunn has been working closely with his cabinet colleagues on a federal environment strategy to: improve air quality and the health of Canadians, set a new direction on NRCan energy efficiency programs, and offer a renewed approach to science and technology research and development. Minister Lunn recently spoke with CGA and shared his perspective on a variety of issues of interest to the natural gas distribution industry. Below is an edited summary: CGA: Over the past three years we have seen an increasingly tight natural gas supply/demand balance and higher natural gas prices. North America has abundant resources, but the issue is one of investment in pipeline infrastructure. How is your department helping to address this issue? Minister Lunn: There is no doubt we have seen higher natural gas prices and price spikes in the recent past. Natural gas is a clean energy source and has an important role to play in Canada’s energy future. In terms of the two new northern pipeline projects, the government is committed to doing what it can to support these projects moving forward. This government, led by my colleague Jim Prentice, Minister of Indian Affairs and Northern Development and Federal Interlocutor for Métis and

CGA CELEBRATES 100TH ANNIVERSARY IN 2007

OVER THE PAST YEAR, CGA has released two major policy papers. “A Sustainable Energy Future: the Role of Natural Gas” and “‘Smart’ Gas Proposals for Canada,” both of which articulate our view on the role that natural gas will play in Canada’s energy future. CGA’s 100th anniversary in 2007 is an opportunity for our industry to celebrate the occasion and to engage government officials, industry partners and other stakeholders in the key themes and policy recommendations contained in these papers. Earlier this fall, CGA launched its 100th anniversary logo and preliminary details on its plans to mark the occasion. Michael Cleland, CGA’s President and Chief Executive Officer says, “Reflecting on the industry’s past contributions to Canadians sets the context for further discussions on how natural gas and the natural gas distribution industry can help the Canada achieve its environmental goals and improve our standard of living and economic competitiveness.”

CGA’s anniversary plans include a number of elements, but two are worth highlighting. The first is a coffee table book authored by Dr. Tim Krywulak, Ph.D., History, with Dr. Norman Hillmer, Ph.D., History, serving as contributing editor, will be published in January 2007. This book provides a chronological account of how the association and Canada’s natural gas utilities have progressed over the past century. The final chapters also paint a picture of the industry’s role in Canada’s energy future. The modern design of the book set against a collection of impressive photos dating back to the early 1900’s immediately captures the reader’s eye. This book will be distributed to Canadian public libraries, Canadian university and college libraries, natural gas distribution companies, and Canadian policy makers. The second element of CGA’s centennial celebration plans is an executive forum hosted by CGA, the Canadian Association of Petroleum Producers (CAPP) and the Canadian Energy Pipeline Association (CEPA). “Energy Solutions for the Future” will be held June 6-7th, 2007 in Ottawa, Ontario. “Internationally renowned expert speakers will discuss the role of natural gas in the global economy,” says Cleland. “Responding to community needs and environmental challenges; getting gas to the market; and the policy conditions needed to ensure investment and high levels of performance to meet society’s expectations for sustainability are the main themes.” Confirmed keynote speakers include David Victor, Director, Program on Energy and Sustainable Development, Stanford University and Tony Hayward, Group Managing

A smart future for Canada is one that first involves taking measures to reduce energy demand and, secondly, takes the two energy grids, makes them work more effi-

ciently and effectively together, and starts adding a growing component of local renewable sources. The result? Canadian communities which have energy systems that are more reliable, lower cost and with lower environmental impact – in two words: more sustainable.

L

IN THE GROWING DEBATE on how we should tackle our environmental challenges, one thing we all agree on is that we need less hot air and more real action. So how can we get past the rhetoric and make real progress? One way is to start by looking at where we actually use energy, how we use it, and how we can make smarter choices in our communities. Almost one-third of the end-use energy consumed in Canada is used in the offices, homes, schools and hospitals in our towns and cities. The choices energy customers make today about both the sources of the energy they use and the way they use it in these buildings will determine our environmental performance for years and decades into the future. Energy consumers want to make informed choices, and governments and energy suppliers need to create the conditions to allow those choices to be made. The Canadian Gas Association has proposed a few simple ideas to governments in Canada that we think can help address environmental challenges, as well as ease stress on electricity grids and lower energy costs for consumers. One of these which can have significant short term results is what we call fuel choice. Take home heating and hot water as an example. Many Canadians continue to heat their homes and hot water with electricity which is often generated using natural gas at 60 per cent efficiency. An alternative is to use gas directly at efficiencies up to 97 per cent. The result? Energy use that is much more efficient overall, produces lower emissions of both air pollutants and greenhouse gases, and frees up electricity to be used where it makes the most sense such as for lighting and computers. Another idea that offers even bigger benefits over the longer term is what we call integrated energy systems. Canada’s communities are built with two vital energy grids – gas and electricity. Over time, we will be adding new

Le Canada est desservi par deux grands réseaux d’énergie acheminant respectivement le gaz et l’électricité. Nous proposons d’y incorporer progressivement de nouvelles technologies, comme les microturbines, les piles à combustible, les sources locales d’énergie renouvelable extraites du sol, du vent et du rayonnement solaire, ou de récupérer la chaleur perdue par nos édifices. Autrement dit, comment dépasser la rhétorique pour faire avancer le débat d’une manière constructive. Un point de départ possible est d’analyser la façon dont nous utilisons l’énergie et les lieux de consommation en vue d’optimiser les choix au niveau de nos collectivités. Près du tiers de l’énergie consommée au Canada l’est en milieu urbain par nos bureaux, nos habitations, nos écoles et nos hôpitaux. Ce sont les décisions des consommateurs, tant sur le plan du type d’énergie que sur celui de l’utilisation, qui déterminent notre performance environnementale aujourd’hui et pour des décennies dans le futur. Cependant, les consommateurs ont besoin d’être informés et la responsabilité de créer les conditions de choix judicieux incombe à nos gouvernements et aux fournisseurs d’énergie. C’est dans cet esprit que l’Association canadienne du gaz a mis sur la table quelques idées simples à l’intention des divers paliers de gouvernement pour contribuer à relever les défis environnementaux,

We are making progress but we can get a lot farther and faster. How do we get there? It needs leadership. This needs to come from governments at all levels, industry and other stakeholders. But it needs federal, provincial and territorial governments to take a much stronger leadership role than they have to date. It needs vision. We have to start thinking about what our energy systems might look like 20 and 30 years out and then start acting today. It needs practically-minded people. We could wait a long time for perfect solutions or we could start implementing good solutions now. It needs cooperation. We are talking about complex systems with many different
