POUR L’UNESCO

Avec l’adoption en novembre 1945 de l’Acte constitutif de l’UNESCO au terme de la guerre la plus dévastatrice de l’histoire, se traduit un consensus visant à mobiliser la communauté intellectuelle internationale autour d’une cause commune, celle d’élever les défenses de la paix dans l’esprit des hommes.

FONDATION D’UTILITÉ PUBLIQUE

FR / Henri LA FONTAINE se spécialise en droit international. Confiant dans le progrès du droit et de la justice, il saisit la voie du pacifisme pour agir sur la société. Son projet le conduit à imaginer et à participer à la création de la Société des Nations prémisse de l’Organisation des Nations Unies.

Il embrasse la carrière politique sous la bannière du socialisme où il s’active pour le suffrage universel. Vice-Président du Sénat, Franc-maçon, sensible à la cause féministe, il œuvre au sein de mouvements qui défendent l’émancipation des femmes. Il publie de nombreux articles et ouvrages tant sur des questions juridiques, littéraires que politiques. À travers toutes ses activités, il est avant tout un Homme de paix. En 1913, Henri LA FONTAINE a reçu le prix Nobel de la paix.

Article 4

La Fondation a pour but désintéressé, à caractère philanthropique, philosophique, scientifique, pédagogique et culturel : 1. La défense, la transmission et l’actualisation des Valeurs qui furent celles défendues par Henri LA FONTAINE telles que l’humanisme, la justice sociale, le pacifisme, le féminisme et le libre-examen ; 2. La création du prix « Henri LA FONTAINE » qui sera décerné au minimum tous les deux ans ; 3. La pérennisation du comité scientifique qui a été promu par le MUNDANEUM pour préparer le centenaire du prix Nobel de la paix reçu par Henri LA FONTAINE en 1913.

Dans un souci de paix, il apporte sa pierre à l’édifice de l’Office international de Bibliographie en 1895. Dans cette démarche, il contribue avec Paul OTLET, à ériger un lieu, le MUNDANEUM, où tous les savoirs du monde devaient être réunis afin que de la connaissance naisse la paix et la compréhension universelle.

EN / Henri LA FONTAINE specialised in international law. Trusting in the progress of law and justice, he relied on pacifism to influence society. His project led him to envision and participate in the creation of the League of Nations, the precursor to the United Nations, the precursor to the United Nations. Article 5

In the spirit of peace, he co-founded the International Office of Bibliography in 1895. As part of this process, he and Paul OTLET created the MUNDANEUM, a place where all the knowledge of the world would be gathered together so that this knowledge could give rise to peace and universal understanding. He pursued a political career as a socialist, during which he advocated for universal suffrage. Vice-President of the Senate and a Freemason, he was sensitive to the feminist cause and active in movements that supported the emancipation of women. He published a number of works and articles on legal and literary as well as political issues. In all his activities, he was first and foremost a man of peace. In 1913, Henri LA FONTAINE was awarded the Nobel Peace Prize.

Cet objectif est désormais poursuivi par le biais d’activités telles que l’organisation d’un concours en vue de désigner les lauréats du prix « Henri LA FONTAINE », l’organisation de séminaires, colloques et autres activités tant sur le plan national qu’international à l’intention plus spécialement des jeunes, la publication d’ouvrages, la tenue de conférences de presse destinées à promouvoir, par la philanthropie et la notoriété, les Valeurs reprises à l’article 4.1. Dans le cadre de ses activités, la Fondation peut accomplir toute opération mobilière ou immobilière permettant directement ou indirectement la réalisation ou le développement du but qu’elle poursuit.

La Fondation créée en 2011 en mémoire d’Henri LA FONTAINE, a pour vocation la transmission et l’actualisation des valeurs qu’il défendait en faveur de la connaissance universelle, du droit international et de la démocratie.

À cette fin, notamment, l’Acte constitutif invite chaque État membre à prend re les dispositions appropriées « pour associer aux travaux de l’Organisation les principaux groupes nationaux qui s’intéressent aux problèmes d’éducation, de recherche scientifique et de culture, de préférence en constituant une commission nationale où seront représentés le gouvernement et ces différents groupes ». Les missions des commissions nationales ont considérablement évolué au fil des ans. Initialement investies d’un rôle de consultation et de liaison, elles se sont vues confier des fonctions d’information et d’exécution, puis des responsabilités accrues, notamment concernant l’élaboration et l’évaluation des programmes de l’UNESCO. Encore aujourd’hui, leur rôle principal se renforce tendant à sensibiliser davantage la société civiles, les organisations non-gouvernementales, les parlementaires, le monde académique, le secteur privé ainsi que d’autres acteurs importants de la communauté nationale aux objectifs et idéaux de l’UNESCO.

HENRI LA FONTAINE Article1 But

Le Prix international Henri LA FONTAINE pour l’humanisme est destiné à honorer des personnes vivantes, institutions ou organismes publics ou privés en activité, qui contribuent de manière significative à la défense, la transmission et l’actualisation des valeurs qui furent celles défendues par Henri LA FONTAINE, prix Nobel de la paix 1913, telles que l’humanisme, la justice sociale, le féminisme et le libre-examen. Le prix international Henri LA FONTAINE pour l’Humanisme a été institué par la Fondation Henri LA FONTAINE avec le soutien de la Commission belge francophone et germanophone pour l’UNESCO. Ce prix porte le nom du belge Henri LA FONTAINE (1854-1943) avocat spécialisé en droit international qui choisit la voie du pacifisme pour agir sur la société. Son projet le mène notamment à présider le Bureau International de la Paix et à participer aux premiers travaux de l’Assemblée de la Société Des Nations qui préfigure l’Organisation des Nations-Unies. Dans ce même souci de paix, il crée en 1895 l’Office international de Bibliographie avec Paul Otlet. Sénateur du Parti ouvrier belge et franc-maçon, il milite en faveur du suffrage universel et est sensible à la condition féminine. Article 2 Dénomination, montant et périodicité du prix

2.1 Le prix s’intitule « Prix international Henri LA FONTAINE pour l’Humanisme ». 2.2 Le prix est financé par la Fondation Henri LA FONTAINE et est d’une valeur de 10.000.00 Euros. Le prix comprendra aussi un diplôme et une médaille. Le prix ne peut être divisé. 2.3 Le Prix est décerné tous les deux ans. Le premier prix étant remis en décembre 2012. Article 3 Conditions/critères applicables aux candidats

Les commissions nationales pour l’UNESCO – 196 aujourd’hui dans le monde – sont dès lors devenues des organes de coopération ayant pour objectif de coordonner les activités gouvernementales et non gouvernementales entreprises en relation avec l’UNESCO. Elles également à l’UNESCO un réseau unique, sans équivalent dans le système des Nations Unies, de communautés intellectuelles œuvrant à la promotion de son message éthique au niveau national et international. La Commission belge francophone et germanophone rassemble, depuis, 2007, les autorités de la Région wallonne, celles des Communautés française et germanophone et de la Commission communautaire française de la Région de Bruxelles-Capitale, et des repésentant(es) de la société civile.

RÈGLEMENT DU PRIX INTERNATIONAL

Les candidats devront avoir apporté une contribution importante à la sensibilisation et à la mobilisation des consciences en faveur de l’humanisme. Ils devront s’être distingués par une action méritoire et reconnue exécutée dans l’esprit de ce que fut la vie d’Henri LA FONTAINE. Le prix peut être décerné à une personne ou à une organisation. Article 4 Désignation/choix du/des lauréat(s)

Le lauréat est désigné par la Fondation Henri LA FONTAINE sur proposition d’un jury international. Article 5 Jury

5.1 Le jury se compose des membres du Conseil d’administration de la Fondation Henri LA FONTAINE, d’une personnalité internationale choisie par la Fondation et qui devient le parrain annuel du prix. Le jury élit son/sa président(e) et son/sa vice-président(e). Les jurés ne sont pas rémunérés, mais peuvent percevoir, le cas échéant, une indemnité de voyage et logement. Il faut un quorum de trois personnes pour que le jury puisse délibérer. La langue de travail du jury est le français.

5.2 Le jury conduit ses travaux et ses délibérations conformément au présent règlement. Les décisions sont prises par consensus dans la mesure du possible et, sinon, à bulletins secrets jusqu’à ce qu’une majorité simple se dégage. 5.3 Le jury se réunit au cours des trois mois qui suivent la date limite de présentation des candidatures. 5.4 Le jury établit un procès-verbal d’évaluation des candidatures accompagnée de recommandations. Ce procès-verbal est adressé à la Fondation Henri LA FONTAINE.

Article 8. Appel

Il ne peut être fait appel de la décision de la Fondation Henri LA FONTAINE concernant l’attribution du prix. Les candidatures proposées au prix ne sont pas divulguées. Article 9. Amendements aux Statuts du prix

Tout amendement aux présents Règlements doit être soumis à la Fondation Henri LA FONTAINE pour approbation.

Article 6. Présentation des candidatures

6.1 La Fondation Henri LA FONTAINE invite officiellement les organisations non gouvernementales et intergouvernementales actives dans un domaine visé par le prix, les commissions nationales UNESCO, les personnalités qualifiées, ainsi que toutes les personnes et les organisations de la société civile qui travaillent dans la perspective de la pensée et de la culture humaniste dans le monde à présenter des candidatures d’un particulier ou d’une organisation au Secrétariat du prix au plus tard le 15 octobre 2014. 6.2 Nul ne peut présenter sa propre candidature spontanée. 6.3 Chaque candidature doit être accompagnée d’un dossier dûment justifié à partir des buts et des objectifs tels que défini à l’article 1 du présent règlement. En particulier chaque candidature doit être accompagnée : • d’une recommandation écrite ne dépassant pas cinq pages standard et comprenant notamment, en anglais ou en français un argumentaire précis sur la pertinence de la candidature par rapport aux objectifs du Prix. Tout document supplémentaire pourra être joint en annexe (publications, tout autre document ayant une importance majeure). Ces documents ne seront pas retournés aux désignateurs ; • la description du profil et des réalisations du candidat ; • d’une lettre du candidat ou d’une autorité responsable s’agissant d’une institution donnant accord sur le dépôt de la candidature (toute candidature n’incluant pas cette lettre sera considérée comme non recevable par le secrétariat du Prix). • Adresse : Fondation Henri LA FONTAINE C/O MUNDANEUM, Rue des Passages, 15 B-7000 MONS / Belgique À l’attention de Monsieur le Président Jean-Pol BARAS Article 7 Modalités d’attribution du prix

7.1 Le prix est décerné par la Fondation Henri LA FONTAINE lors d’une cérémonie officielle organisée à Mons, ou en tout autre lieu proposé par la Fondation à l’occasion de la Journée internationale des Droits de l’Homme. La Fondation remet au lauréat un chèque correspondant au montant du prix ainsi qu’un diplôme. 7.2 Si possible, le lauréat fait un exposé sur les travaux récompensés. Cet exposé a lieu lors de la cérémonie de remise du Prix ou en liaison avec elle. Cet exposé peut faire l’objet d’une publication par la Fondation Henri LA FONTAINE. 7.3 Les travaux effectués par une personne entretemps décédée ne sont pas pris en considération pour l’attribution du prix. Toutefois, en cas de décès du lauréat avant la remise du prix, celui-ci peut lui être décerné à titre posthume.

Article 1 Aims

The adoption of the UNESCO Constitution in 1945, at the end of the most devastating war in history, was a consensus that aimed to mobilize the international intellectual community around a common cause: building peace in the minds of men.

PUBLIC INTEREST FOUNDATION The purpose of the Foundation, created in memory of Henri LA FONTAINE in 2011, is to disseminate and embody the values he held in support of universal knowledge, international law and democracy.

Article 4

The altruistic, charitable, philosophical, scientific, educational and cultural aim of the Foundation is: 1. To defend, disseminate and embody the Values held by Henri LA FONTAINE, such as humanism, social justice, pacifism, feminism and freedom of enquiry; 2. To create the “Henri LA FONTAINE” prize to be awarded at least once every two years; 3. To sustain the scientific committee promoted by the MUNDANEUM in order to prepare for the centenary of the Nobel Peace Prize awarded to Henri LA FONTAINE in 1913.

Article 2 Name, amount and periodicity of the prize

Today they are renewing their essential role of facilitating UNESCO’s outreach to civil society, non-governmental organizations, parliamentarians, the private sector and other important actors in the national community. The current 196 UNESCO National Commissions throughout the world have thus become agencies of cooperation with the aim of coordinating governmental and non-governmental activities relating to UNESCO. A unique feature within the United Nations system, they provide UNESCO with an unparalleled network of intellectual communities in the promotion of its ethical message nationwide and worldwide.

Article 5

This aim will be pursued through activities such as the organization of a competition to select the winners of the “Henri LA FONTAINE” prize, the organization of seminars, symposiums and other activities both nationally and internationally and in particular for young people, the publication of works, and the holding of press conferences in order to promote, by means of philanthropy and increase awareness, the Values expressed in Article 4.1. As part of these activities, the Foundation may undertake any transaction related to movable or immovable property that directly or indirectly enables it to carry out or develop its aim.

To this end in particular, the Constitution invites each Member State to make such arrangements as suit its particular conditions “for the purpose of associating its principal bodies interested in educational, scientific and cultural matters with the work of the Organization, preferably by the formation of a National Commission broadly representative of the government and such bodies”. The missions of the National Commissions have evolved considerably over the years. Initially entrusted with the tasks of consultation and liaison, they later took up the functions of information and execution, evaluating UNESCO’s programs.

Since 2007, the Belgian French speaking and German speaking Commission has comprised the authorities of the Walloon Region, the French Community, the German-speaking Community and the French Community Commission of the Brussels-Capital Region, as well as representatives of civil society.

2.1 The prize is called “Henri LA FONTAINE International Prize for Humanism”. 2.2 The prize is funded by the Henri LA FONTAINE Foundation and is worth 10,000.00 Euros. The prize also includes a diploma and a medal. The prize cannot be divided. 2.3 The prize is awarded every two years. Article 3 Applicable conditions/criteria for candidates

Candidates must have made a significant contribution to raising awareness of humanism and spreading humanist values. They should stand out for having performed a commendable and recognized action in the spirit of the life of Henri La Fontaine. The prize may be awarded to a person or an organization. The Henri La Fontaine International Prize for Humanism is intended to honor living persons, institutions or active public or private organizations that have made a significant contribution to defending, disseminating and embodying the values held by 1913 Nobel Peace Prize laureate Henri La Fontaine, such as humanism, social justice, feminism and freedom of inquiry. The Henri La Fontaine International Prize for Humanism was set up by the Henri La Fontaine Foundation with the support of the Belgian French speaking and German speaking Commission for UNESCO. This prize bears the name of the Belgian lawyer Henri LA FONTAINE (1854 - 1943), a specialist in international law who used his strong pacifist beliefs to influence society. In particular, he was the president of the International Peace Bureau and participated in the early work of the Assembly of the League of Nations, which preceded the United Nations. In this same spirit of peace, he created the International Office of Bibliography with Paul Otlet in 1895. Also a Belgian Labour Party Senator and Freemason, he agitated for universal suffrage and was an advocate for women’s rights.

5.1 The jury is composed of the members of the Board of Directors of the Henri LA FONTAINE Foundation, and an international personality chosen by the Foundation who will become the annual patron of the prize. The jury elects its president and its vice-president. The jurors are not paid, but can claim a travel and accommodation allowance if applicable. There must be a quorum of three people for the jury to begin deliberations. The working language of the jury is French.

5.2 The jury will conduct its work and deliberations in accordance with these rules. Decisions will be taken by consensus as far as possible, and otherwise by secret ballot until a simple majority emerges. 5.3 The jury will meet in the three months following the deadline for applications. 5.4 The jury will produce a record of the evaluation of applications accompanied by recommendations. This record will be sent to the Henri LA FONTAINE Foundation.

Article 8 Appeal

There is no right of appeal against the decision of the Henri LA FONTAINE Foundation regarding the awarding of the prize. Nominations for the Prize are not disclosed. Article 9 Amendments to the Statutes of the prize

Any amendment to these Rules must be submitted to the Henri LA FONTAINE Foundation for approval.

Article 6 Submission of nominations

6.1 The Henri LA FONTAINE Foundation will officially invite non-governmental and intergovernmental organizations active in a relevant field, UNESCO national commissions, qualified persons, and all civil society partners working within the framework of humanist thought and culture in the world to submit nominations of an individual or organization to the Prize Secretariat by 15th October 2014 at the latest. 6.2 No one may nominate himself/herself. 6.3 Each nomination must be accompanied by a file properly justifying the nomination according to the aims and objectives as defined in article 1 of these rules. In particular, each nomination must be accompanied by: • a written recommendation not exceeding five standard pages and including precise reasoning in English or French regarding the relevance of the nomination in relation to the objectives of the Prize. Any additional documents can be attached hereto (publications, any other document of major importance). PRIX INTERNATIONAL INTERNATIONAL PRIZE

Article 7 Methods for awarding the prize

7.1 The prize will be presented by the Henri LA FONTAINE Foundation at an official ceremony in Mons, or at any other place proposed by the Foundation, on International Human Rights Day. The Foundation will present the winner with a cheque for the amount of the Prize along with a diploma and a sculpture created for the prize by an internationally renowned artist. 7.2 If possible, the winner will make a presentation on the work for which he/she has won the prize. This presentation will take place at the prize-giving ceremony or in connection with it. This presentation may be published by the Henri LA FONTAINE Foundation. 7.3 Work carried out by a person who is now deceased will not be considered for the prize. However, in case of the death of the winner before the Prize is awarded, it maybe awarded posthumously.
