OBJECT : JUSTICE FOR CRIMES AGAINST HUMANITY DISAPPEARANCE AND DEATH OF 100,000 DUPLESSIS ORPHANS IN THE PROVINCE OF QUEBEC, CANADA

DATE : 1st of September 2005 Your Majesty, my reason for writing this letter to the government of England, the name of King George V1 appears on my wife’s medical file, and we want to know if your government was mixed into the Duplessis Orphans case which is the biggest institutionalize case of child abuse in North America. This letter is of extreme importance concerning the disappearance and death of at least 100,000 innocent children during the 40’s, 50’s, 60’s and the 70’s, who were falsely labelled mentally ill and were illegally interned in Quebec’s psychiatric hospitals and used as guinea pigs for medical experiences. It has been proven that the orphans were: electro shocked, put into cells, straitjacketed, tortured, chained, whipped, forced labour, ice cold baths, sexually abused, sodomized, experimental drugs such as chlorpromazine, in Quebec it is called (Largactil) and Thorazine in the United States, and were lobotomized by criminal psychiatrists having no concern for human life. Documents show that the orphans were buried on the Saint-Jean de Dieu psychiatric hospital grounds called “The Pig Sty Cemetery”, which was next to a pig farm, and slaughter house and animal carcasses were thrown into the same hole with the children, who did not receive any kind of decent burial. Each psychiatric hospital had it’s cemetery, thousands of kids who died from medical experiences, were sold to universities, and would be returned and buried in cardboard boxes or just piled one on top of each other, some orphans were burned in the hospital incinerator with the garbage. Your Majesty, we have documents and testimony that the Duplessis Orphans were experimented on by Nazi War Criminals, who were living here in Quebec, and psychiatrist Denis Lazure who still practices at the Saint Jean de Dieu hospital, and was member of the Quebec government, should have been charged for aiding to keep in Quebec a french traitor Count Jacques de Bernonville who was Nazi Klaus Barbie’s right hand man, Lazure and psychiatrist Camille Laurin was also member of the Quebec government, also signed a 1950 petition to keep Jacques de Bernonville here Quebec. I would like to point out during an oral question period at the House of Commons in Ottawa, Tuesday 5 November 1996 (097) the ex-Prime Minister of Canada Jean Chrétien, was confronted in parliament by the opposition leader about a Jean Louis Roux who was Lieutenant Governor of Quebec at the time, and Chrétien stood up to support Governor Roux who was attacked by the opposition about his pass, and mister Chrétien stated : “I

offered him a seat as an independent. And, if we need to go poking into everyone’s lives, could the leader of the Opposition tell me why people like Camille Laurin and Denis Lazure were in Mr. Levesques’s cabinet, when they had defended Count Jacques de Bernonville, the right hand man to Klaus Barbie in Europe”?. Doctor Denis Lazure admits in his own biography that he participated doing psychiatric experiments on orphans at the Saint Jean de Dieu, along with five other doctors in the 1950’s, stating that he and his colleagues would start there morning by pushing the button on the the electric box and would put a dozen or more orphans in a epileptic coma, and then they would go to the insulin room, and would inject a dozen or more with insulin and put them in a coma, after a couple hours, they would go back and inject them with glucose, some would wake up, and Lazure states that we would get a surprise that some did not wake up. To me this murder. Lazure also admitted going to work at the Douglas psychiatric hospital with German doctor Heinz Lehmann in 1952, and both done horrific experiences on the orphans. I must specify that the Canadian government never once checked out Dr. Heinz Lehmann’s credentials, and did not verify who was Heinz Lehmann, and what role did he play in the Nazi army? He arrived here in 1937 from Germany, and practiced psychiatry for 26 years without a licence, and received millions of dollars from the Canadian government and the Quebec government, and also tons of awards for his horrific psychiatric experiments on children. At the time, anyone wanting a licence to practice psychiatry, all they had to do was to go and meet with Ewen Cameron at the Allan Memorial Institute in Montreal, and he would write out temporary papers and anybody could practice psychiatry, like it was the case of Heinz Lehmann, who practiced with a six month paper that Ewen Cameron wrote out for him, and he worked for 26years with this piece of paper doing horrific experiences on the Duplessis Orphans with aid of his assistant psychiatrist Denis Lazure in 1952. I must specify, that all orphanages and all hospitals were under the sole control of the Roman Catholic Church, who were sole proprietors of each institutions, and could hire or fire who ever they well pleased, until the Nun’s sold back the hospitals to the Quebec government in the mid seventy’s. Both doctor Denis Lazure and doctor Camille Laurin had took trips behind the iron curtain; why? Lazure was once stopped at the United States border for having taken these trips behind the iron curtain, and a couple of weeks later, got a visit from the Royal Canadian Mounted Police, who questioned him about his travels to Germany. Both Lazure and Laurin were ministers of health in the Quebec government, both done experiences on the Duplessis Orphans. These two persons were never charged or never brought to trial for their crimes done on children during the 50’s, 60’s, and 70’s. We have testimony from a psychiatrist Louis Roy, who is still living and was the director of a psychiatric hospital called Saint Michel Archange kepted a man imprisoned in this hospital for a period of 25 years, and stated publicly to orphan J.S., “you were never

crazy”. This doctor was never held accountable for his actions towards this poor man who had his life ruined completely, and thousands others who suffered the same fate. He also stated “That’s the way it was in those times”. Coming from Dr. Roy, does this mean that it was O.K. to do criminal acts on the Duplessis Orphans in those times? The Quebec’s own ombudsman lawyer Daniel Jacoby stated concerning the Duplessis Orphans case in 1999, that there is a conspiracy of silence and corruption in the Quebec government. In 1992, the Quebec government demanded a police inquiry into the orphans case, the police had visited many orphans through out the province of Quebec, and decided to stop after having 321 criminal charges from the complainants the Duplessis Orphans, but, after the police had deposited the 321 criminal charges at the crown prosecutor of Quebec’s office, it’s from this point, that the corruption started in the minister of justice departement of Quebec, and the police were told to shut up, and the crown prosecutor stated that there was no criminality in this case, and shut the door on the orphans plight for justice,and this case still has not gone before a court of law, hundreds of survivors still carry the false label of mentally ill on their shoulders, and this alone is a criminal act. Doctor Jean Gaudreau, stated to the newspapers and television that as a young intern in 1961, on his very first day of work, at the Mont-Providence psychiatric hospital, had on his list a young child less than 5 years old to evaluate, but on entering the room with the Mother superior of the Nun’s, remarked that the child was in a straitjacket and chained to the sink pipes, Gaudreau did not report this to the authorities, he kept silent for thirty five years, he also should be held accountable for witnessing horrible crimes done to kids, and turned his back without reporting this to the police. In 2001, the Quebec’s national reconciliation program rewarded this doctor and bought his silence for a million dollars, they gave him a job at a thousand dollars a day. The Mont-Providence psychiatric hospital was an orphanage and school for both girls and boys, but its vocation changed over night, the children’s rooms were changed into cells, the orphans who had occupied the rooms, over night were all labelled mentally ill. We have recent testimony from a janitor, who saw orphans in cages at the MontProvidence psychiatric hospital in 1973 when Dr. Denis Lazure was Director. A big scandal hit Quebec in 1961 involving psychiatrist Camille Laurin who later became minister of health of Quebec, the Bédard Commission was created to cover up the horrific treatments that the orphans were getting inside Quebec’s psychiatric hospitals and to save Dr. Camille Laurin. The commission was presided by Dr. Dominique Bédard, Dr. Charles Roberts, and Dr. Denis Lazure. In 2001, forty years later another scandal concerning the Duplessis Orphans hit the Quebec government, the premier of Quebec called in his dear friend Dr. Denis Lazure (the same) to cover up the scandal in 2001 and humiliate the orphans to extreme. I should mention at this time that Joseph James Martin Sr. was Minister of National Health and Welfare of Canada from 1948 to 1957, and had negotiated directly with

the Sister’s of Providence, who were the sole proprietors of the Mont-Providence psychiatric hospital. We would like to ask the actual Prime Minister of Canada Paul Martin and son of Joseph James Martin Sr., why did the federal government of Canada let an orphanage and school, become a psychiatric hospital over night and labeling mentally ill hundreds of sane innocent children? Was it more important for Canada to have a psychiatric hospital than a school? Canada also funded in the Duplessis Orphans case. Why didn’t The Honorable Joseph James Martin Sr. put a stop to this genocide done to thousands of sane innocent Canadian children here in the province of Quebec? Today, will The Prime Minister of Canada Paul Martin make things right for the hundreds of survivors still waiting for Justice. The federal minister Lucienne Robillard had given her word in person in the spring of 1997 to my wife Clarina Duguay here in Joliette, and also had sent a hand written letter that she would do something for the Duplessis Orphans, we are still waiting for her to act. We reminded the federal minister Robillard of her promise this summer 2005 at Canada Day in Old Montreal where we attended the citizenship ceromonies, we also reminded The Lieutenant Governor of Quebec Lise Thibault on that same occasion, who also sent us a beautiful letter, but like Mrs. Robillard do not care, and do not listen to their citizens. (both letters included) In the 1990’s, the CIA acknowledged funding doctor Ewen Cameron’s brainwashing programs done at the Allan Memorial Institute in Montreal, Quebec, Canada, the Canadian government also acknowledged in this case and both the CIA and Canada compensated the survivors, but, we have proof that doctor Ewen Cameron and Heinz Lehmann also did his experiences on the Duplessis Orphans at the Saint Jean de Dieu hospital in Montreal. At least 1,800 letters were written to every high ranking person in all of Canada and the United States including the human rights commission in Geneva, Madame Helga Klein, to Kofi Annan, etc. In order to get justice once and for all for the orphans who have been ridiculed all of their lives, and having no rights here in Canada, these poor people are not even treated as citizens, and will never be real citizens of Canada as long as they carry the false mentally ill label on their shoulders. Your Majesty, my wife and I suffered from intimidations coming from both governments in order to discourage and stop us from writing, and this intimidation started with cars parked on our street taking pictures, having the Royal Canadian Mounted Police parked inches from our window, and the Quebec provincial police calling us a couple of weeks after the 9/11 disaster, telling us that one of our letters that we sent to the premier of Quebec is being checked out for Anthrax, and to top it off, Canada Post and the Government of Canada confiscated our mail that we sent to Geneva, and we immediately wrote a formal complaint to the Minister Stephan Dion, who sent all the documents to the Minister of Justice at the time Mrs. Ann Mclellan who wrote to us and acknowledged our complaints, but like the other ministers, preferred to stay silent. (Mclellan’s and Dion’s letter included).

The Prime Minister of Canada Paul Martin has sent us a letter, and we are still waiting for him to set up a program for the survivors who are the Duplessis Orphans. Recently, Paul Martin’s government has put together a program to compensate the native Indians of Quebec who were physically abused and sexually abused in boarding schools. We ask, is there two justices here in Canada? Did the Prime Minister of Canada Mister Paul Martin forget to include in his program the native Indians who were illegally interned in psychiatric hospitals and who are Duplessis Orphans? (Martin’s letter included). Your Majesty, my wife Clarina Duguay and her sister Simonne are both Duplessis Orphans, and on their medical forms, it shows that the public curator of Quebec fell under the rule of King George V1, how could this be?, unless England was also funding medical experiences here in Quebec on the Duplessis Orphans, we know that Canada’s flag at the time was the Union Jack. We also know that psychiatrist Ewen Cameron from the Allan Memorial Institute in Montreal, who also did experiences at the Saint Jean de Dieu hospital on the orphans, was close friends with psychiatrist William Sargant from England, and were partners in medical experiences. This is what is written on my wife’s and her sister Simonne’s medical form, it is in French: “Application des dispositions de l’article 16 de la Loi des institutions pour malades mentaux (14 Geo.V1, 1950, chapitre 31) et de l’article 7 de la Loi de la curatelle publique tel que modifié par la loi 15-16 George V1, 1951-1952, chapitre 55.” Your Majesty, how can you explain King George V1 being on the Orphans medical files? Did England fund medical experiences done here in Quebec psychiatric hospitals? Having King George V1 name on my wife’s medical file, means to us that your government has a joint responsibility in this case, and we are wanting public apologies and acknowledgements and compensation from the Government of England for crimes done to children during the 40’s and 50’s to the 70’s. There are things that we’ve been asking for since day one, and no one has ever come forth showing compassion for the orphans, Your Majesty, the Duplessis Orphans have never had any kind of rights, the orphans were never allowed to bring their case into a court of law, the Duplessis Orphans were never allowed to benefit any Canadian Laws or Rights, The Canadian Constitution does not apply to the Duplessis Orphans, because of the high corruption in our governments both federal and provincial. The Chief of the Opposition party of Quebec, Louise Harel, wrote a letter to the Minister Michelle Courchesne on the 26th of may 2005 asking the actual government of Quebec to meet with us about the Duplessis Orphans case, we are still waiting for a reply from The Premier of Quebec Jean Charest’s government who is keeping silent, even though he sent a letter to my wife Clarina Duguay stating that the Duplessis Orphans should receive full compensation.( Charest and Harel’s letter). Your Majesty, maybe this letter will open somebody’s heart and eyes on all the harm that was done in the past to thousands of young innocent children here in Quebec, children who could have become a prime minister of Canada or a premier of Quebec or a governor

general of Canada if their lives would not have been ruined by all parties mentioned in this letter. It is time to do the right thing for the survivors. We also belong to the human race. 1. We are asking for an independent inquiry. 2. We are asking that three hospital grave sites be dug up for Forensic DNA testing. 3. We are asking acknowledgements for crimes against humanity done to thousands of innocent children here in Quebec in psychiatric hospitals, in orphanages, and farm labour orphans from both the Federal and Provincial governments and the College of physicians of Quebec, and the Roman Catholic Church of Quebec. 4. We are asking for high ranking public apologies from all party’s involved. 5. We are asking that the false mentally ill label that the Duplessis Orphans still carry on their shoulder’s to this day, be erased from their medical files and that each orphan receive from the Quebec government, a document with the government of Quebec’s stamp stating that the orphans were never crazy, and that they were falsely labelled. 6. We are asking that a wall or some kind of monument be erected in old Montreal in order that we do not forget this genocide that was done to thousands of innocent children on Canadian soil that we compare to the Nazi Extermination Camps. 7. We are asking that the Duplessis Orphans and Farm Orphans, Including Huberdeau Orphanage and certain other orphanages, be compensated fully for crimes against humanity. 8. We are asking that the governments involved in this genocide, give back to the orphans all the money that they stole from them, and we know that just the government of Quebec alone, economized over a billion dollars on the heads of the Duplessis Orphans who was the work force in the psychiatric hospitals, orphanages, and farm labor, without ever receiving one cent. Author Conrad Black also mentions this billion dollars that the Quebec government put in their pocket on the heads of the orphans in his book called Duplessis, for the iron fisted premier of Quebec, Maurice Duplessis, and one can look this up on page 419. In the mid 50’s, at a press conference, the ex. premier of Quebec, Maurice Duplessis stated in Joliette, Quebec, that he would open sixteen hundred new beds for the Saint Charles psychiatric hospital in Joliette, and said, “we will use the patients to work the lands” and “we will repeat this in Trois Rivières, Quebec, and in Sherbrooke, Quebec”. Your Majesty, the patients that the premier refers to, are the Duplessis Orphans who were falsely interned and used as slave labour through out the province of Quebec, some hospitals were renting hundreds of orphans come harvest time, many died in the fields, and were automatically replaced, in such places like Iles Orléans, Charlesbourg, a maire of Saint Alexis de Montcalm had a dozen orphans working slave labor without pay on his farm, it is high time that government officials

take a real look at their history which is shameful, we are hoping that the new governor general of Canada, Madame Michaelle Jean takes a step for justice in this humanitarian case. 9. We are asking punitive damages from the College of Physicians who made billions of dollars from the powerful drug called chlorpromazine, (Largactil)(Thorazine in the States) and that the Duplessis Orphans were the first guinea pigs who were drugged like zombies by criminal psychiatrists such as Heinz Lehmann who brought this drug to Canada from Nazi Germany and using this liquid straitjacket on the Duplessis Orphans before having the right to administer this drug on a human being, Canada gave permission for the use of this drug only in 1957, but Lehmann was using Largactil on the Duplessis Orphans before 1953 and as early as 1947. 10. We are asking punitive damages from the Roman Catholic Church of Quebec, for having shut their eye’s on the tortures that the orphans were receiving from medical experiences and deaths in their hospitals, being the sole proprietors. 11. We are asking punitive damages from the government of Canada, for knowing that the Quebec government was illegally interning thousands of sane innocent children in psychiatric hospitals in the province of Quebec, and for not giving them protection from criminal psychiatrists like Heinz Lehmann, Ewen Cameron and Denis Lazure and Camille Laurin and so many more who had administered to the orphans experimental drugs not yet accepted in Canada, and for leaving criminal psychiatrists lobotomize and electroshock thousands of sane innocent children without consent. 12. Your Majesty, we are asking that the government of England intervene in the Duplessis Orphans case in order that the survivors get back their dignity. C.C.
