THE GARCÍA-PELAYO POSTDOCTORAL FELLOWSHIP

Fellowships

programme at the Centre for Political and Constitutional Studies (CEPC) is intended to attract PhD graduates to spend up to three years researching at the Centre. Their work should fall within the scope of a CEPC Research Programme and ideally, be informed by an interdisciplinary approach. The CEPC encourages Fellows to take part in its programme of teaching and academic activities (seminars, workshops, debates), to which they will be duly invited. Fellows will be asked to present their research during the Research Seminar.

RESEARCH PROGRAMMES 1 Territorial structure of the state

1. Eligibility Six fellowships are open to candidates holding a postgraduate doctoral degree. The fellowships are intended to support postdoctoral research by academics in the early stages of their professional career. Accordingly, applications will be considered from candidates who gained their PhD not more than five years prior to the closing date for the current tender (i.e. 31st January 2007). A one-year extension may be applied to this five-year period for applicants whose academic career has been interrupted by maternity leave, illness or compulsory military service. Candidates must explain such circumstances in their application. Further documents may be requested from candidates shortlisted for fellowships. 2. Nationality Nationals from all countries are eligible for the fellowships. 3. Languages Fellows must be competent in written and spoken English. Fellows who are not fluent in Spanish are expected to acquire a working command of the language while at the CEPC, as academic activities are usually held in Spanish.

Applications should include the following documents: • Application form (available at www.cepc.es) • Detailed Curriculum Vitae including: - List of publications - Research periods (pre and postdoctoral) - Papers given at conferences - Former grants and scholarships • Research proposal (up to 10 pages). This must include: - Title, background, objectives, methodology and working schedule - Expected results (publications, etc.) - Draft programme of activities (seminars, etc.) - Applicants should explain how their research project fits into rolling out the CEPC Research Programme in which it would be included • Names and contact details of three referees.

5. Residence Fellows are required to reside in Madrid for the duration of their fellowship in order to become actively involved in the academic activities of the CEPC.

6. Stipend Total stipend is 50.000,00 euros per year gross (plus benefits). 7. Taxation Fellows must comply with Spanish taxation rules.

The EU is possibly entering a watershed period: with 25 member States and the Constitution not yet ratified, a number of issues need to be addressed on the basis of imaginative thinking. This programme aims at funding research projects that focus on the current challenges (although without excluding other approaches).

4 Immigration and citizenship Migration and migratory flows have become a structural phenomenon in a globalised world. Spain’s geographical situation, its standing as a EU Member State, its fast-growing economy and its historical and cultural links with Latin America have all helped draw mass international migration to the country. The study of these processes and the challenges they entail requires an interdisciplinary approach and a broad outlook.

8. Medical insurance Fellows are covered by Spanish Social Security. 9. Moving and related expenses Expenses incurred in moving to Madrid or setting up residence here are payable directly by Fellows.

This covers a number of recurrent issues in political and constitutional studies. In Spain, several regions are revising their Statutes of Autonomy. Any reform of the Spanish constitution will directly affect the territorial distribution of power by altering the balance of powers devolved to the different regions and changing the nature of the Senate. But such reform also has an obvious international and comparative dimension. Comparative federalism and territorial governance need to be discussed in drawing up or reforming constitutions in countries such as Iraq and Bolivia.

of law is also a recurrent issue in the so-called “transitional states” (albeit not exclusively there), whilst constitutional reform pertains to a wide range of potential situations.

The establishment of democracy is a recurrent phenomenon, however much the geographical scope may shift. The processes in Southern Europe, Eastern Europe, Latin America, then the Caucasus, the Balkans, Central Asia and elsewhere each have their own substantive importance, but also provide excellent material for comparative research. 5 Sustainable development and citizenship Contemporary society faces challenges that threaten even future human survival: global warming, the progressive aging of the popularion, environmental threats, uncontrolled urbanism, etc. These are not merely technical issues. Rather, social sciences and public law can provide valuable insights and make decisive contributions in investigating and proposing solutions for these grave problems.
