The IVth Congress in Panama in December 1936 established that the registration rate would be the same as the domestic registration rate. Chile ratified the convention of this congress in 1937. Table 4-3. UPAEP Registration and AR Rates.

5.2.1.6. February 1944-1948. Circular C2 No 3 of 3 January 1944 307 replaced all previous airmail surcharge rate circulars. It set the basis for the future listings. Only a few of the destinations had more than one rate which depended upon the routing. With the end of World War II destinations were added between the rate changes. These additions are in blue. In Table 5-10 the indication “(BSAA)” is used for the special rates for mail carried by the British South American Airways.

5.2.1.7. 1949-1959. By 1949 the rates to all destinations were unified. It no longer matter who the carrier was, the route taken, or any of the previous factors that complicated airmail surcharges. Also the airmail surcharges were divided into two classes: letter class (LC) and other articles (AO).
