SUMMARY This working paper presents the proposals of the Ad Hoc Committee of the 21st AFCAC Plenary Session, in charge of the Organizational Structure, the Work Programme, the Budget, the Business Plan and the staffing issues. INTRODUCTION

1.1 The 21st AFCAC Plenary Session had decided to put in place an Ad hoc Committee in order to prepare the Vision and Mission Statement, the Strategic Objectives and the Budget of the triennium 2011-2013. The Committee, after considering several options regarding the scales of assessment by the International Civil Aviation Organization (ICAO), the African Union (AU), and a new system based on civil aviation data of African States decided to propose the following vision and mission statement, structure and staffing, taking into account the effective capacity of African States to honour their financial obligations to AFCAC. 1.2

Background  AFCAC Secretariat, up to 31 December 2006 has been functioning under the ICAO Administrative rules and regulations  AFCAC Secretariat, up to 31 December 2006 has been functioning under the ICAO Financial rules and regulations  AFCAC system of contributions from Member States, has been based on the ICAO System of contributions  AFCAC Secretariat staff, up to 31 December 2006 has been managed under the ICAO Staff rules

SCALES OF ASSESSMENT

4.1 It is proposed to continue with the current UN/ICAO System, taking into account that the African States will considerer ICAO and AFCAC on an equal basis. Consequently, the African States contributions to AFCAC will exactly be the ones of ICAO in US dollars

DRAFT BUDGET

3.1 After considering the budgets of ICAO, ECAC, LACAC and ACAC, the Committee members decided to adopt the following approach with a limitation of all the staff costs (professionals and General Services) to a maximum of 40% and 60% of the budget, giving the priority to the Work Program activities 3.2 The breakdown of the figures will be submitted to you by the Chair of the Committee. 4.

PROPOSALS

Way forward After considering, the Audit reports on the financial Statements of 2007, 2008 and 2010, the provisional financial reports as at 31 July 2010, the information provided by the Secretariat on the expenses funded by the AFCAC Budget, the Ad hoc Committee recommends to the Plenary to consider in line with AFCAC procedures, rules and regulations the following:

a) AFCAC should continue with the ICAO scale of assessments and contributions b) AFCAC Budget to only support the cost of functioning of the Secretariat c) Activities of the Members of the Governing bodies, should be supported by their nominating States d) Vice-Presidents of the Regions should assist/lead the Secretariat in the collection of arrears from the members of their respective regions e) AFCAC shall welcome receiving voluntary contributions in cash and in kind, including secondment of experts f) African States with arrears in contribution: should not be eligible to be member of the AFCAC Bureau g) African States with arrears in contribution : should not be eligible to be member of the ICAO Council h) African States with arrears in contribution: should not be eligible to be member of the ICAO Air Navigation Commission

take note of the information provided; adopt the proposals contained in this working paper approve the adoption of the ICAO system of assessment of contribution approve the scales of assessment of AFCAC member States approve the proposed Budget for the triennium 2011 - 2013 instruct the Bureau to take all the necessary measures to ensure a more regular payment of contributions which is the only way to ensure AFCAC’s financial viability. instruct each Vice-president that they will be held responsible for the non-payment of contributions to AFCAC by a member State in their respective regions.
