1 - PRESENTATION Dear Competitors and Friends,

The 84th Monte-Carlo Automobile Rally will take place from 18th to the 24th of January 2016, and contains many new features, some of which are quite unusual! Every day there will be a new special stage (compared to the 2015 Rally), on every section, though the overall layout and splitting of routes will be familiar. This starts with shakedown (3.33 km) on Wednesday 20th January from 4 p.m. to 8 p.m. near Route de la Garde, Gap, northeast of the town, near the RD 994. Next, the 80 selected competitors head off from Place du Casino in Monaco, on Thursday 21st January at 6.15 p.m., with Gap as a final destination, via the Alpes-Maritimes and Alpes-de-Haute-Provence, where two night-time special stages will be run: “Entrevaux – Rouaine” (21.11 km), identical to last year’s stage and once again televised live, then “Barles – Seyne” (20.23 km), a stage which has never been run in this direction passing over the Col du Fanget. On Friday 22nd January, three special stages will be contested in the morning and then again in the afternoon. They are “Corps – La-Salle-en-Beaumont” (14.50 km) in the reverse direction to 2015, “Aspres-les-Corps – Chauffayer” (25.55 km), which covers the whole valley of Valgaudemar as in 2015, and “Les Costes – Chaillol (17.67 km), which has been shortened from 2015, and now finishes 7 km before Saint Julien-en-Champsaur. Saturday 23rd January will be the longest day of the Rally, with 5 special stages covering a total of roughly 175 km of competition. The “Lardier-Valença – Faye” stage (51.17 km) will be driven twice, as will the new stage “Saint-Legerles-Mélèzes – La Batie Neuve” (17.03 km), which crosses the pistes of Ancelle ski station northeast of Gap. The day concludes with the storied “Sisteron – Thoard” (36,35 km) special stage and a return to Monaco. Only the top 60 in the ranking at the end of section 6 can leave Monaco again on Sunday 24th January for the three morning special stages: the first run of the Power Stage, televised live, has its start moved to Col de l’Orme, then passes over Col de l’Ablé and returns to the 2015 Col de Braus route, with a finish in Saint Laurent (12.02 km); this is followed by the ascent of Col du Turini, with a start deeper into the valley, crossing Bollène-Vésubie and finishing at Peïra Cava (21.24 km); finally the second run between Col de l’Orme and Saint Laurent, also televised, will mark the 16th and final Special Stage, with a total of 375 km timed runs in this 84th Monte Carlo Rally. The Prize-giving Ceremony will take place on the traditional Place du Palais, starting at 3 p.m. after a last stop in the Parc d’Assistance in the port and a brief return to the Parc Fermé from 1.40 p.m. Best of luck to all!

The entry will only be accepted if accompanied by the total amount of the entry fees. If this application is sent by fax or e-mail, the original with the full payment must reach the Organiser within seven days following closing date for entries. Co-driver details may be sent before the date of the administrative checks. Competitors registered in the FIA World Rally Championship may make their entries using the standard entry form provided by the FIA. Maximum number of entrants: 80, divided in four groups: priority 1 (P1), priority 2 (P2), priority 3 (P3) and nonpriority. A « Promotion » classification will be reserved to non-priority drivers.

5.3 Service Park rules and environmental requirements 5.3.1 Environmental requirements The emptying of waste water, the washing of cars and the driving of takes into the ground are not permitted in the Service Park. Any infringement will be reported to the Stewards who may apply penalties. 5.3.2 Rules Evacuation of trucks and trailers will be compulsory done on Saturday 16, Sunday 17 and Monday 18 january 2016, as from 20h00. All vehicles must be parked on the “ERDF car park” route de la Luye. After the delay, all trucks/trailers parked in the Service Park will get a 1000 € penalty per vehicle immediately paid to the Organiser by Teams or Competitors. Only vehicles carrying a “Service” or “Auxiliary” plate may enter the Service Park. Such vehicles may not be driven in the lanes used by the competing cars during a period extending from 15 minutes before the due check-in time of the first competitor at “TC SP in” to the last competitor’s check-in time at “TC SP out”. In Gap, vehicles carrying a “Auxiliary” plate or “Route Note Car” plate may only be parked in the “Peugeot Dealer” parking, Avenue de Provence. In Monaco, trucks and trailers will be compulsory done on Saturday 23 January, as from 20h00. All vehicles must be parked on the Monte-Carlo Country Club Parking, 155 Avenue Princesse Grace, 06190 Roquebrune-Cap-Martin. Vehicles carrying an “Auxiliary” plate or “Route Note Car” plate may only be parked in the “Pêcheurs” parking.

6 – TWO-WAY RADIOS 6.1 Registration procedure The use on the Monegasque and French territories of radio transmission equipment is subject to prior approval of temporary use of frequencies. Attached forms (Appendixes D3 and D4) to be completed and returned to the concerned Authorities.

7 – FUEL / TYRES (See supplementary regulation)

8 – IMPORT OF VEHICLES AND SPARE PARTS Vehicles from the European Union do not need a specific document for customs clearance. Only non-EU competitors will need to show an ATA (obtainable from the Chamber of Commerce of the country of origin) to customs authorities at their point of entry into the European Union. 9 – HELICOPTERS 9.1 Registration procedure In accordance with the FIA safety regulations and the requirements of the civil aviation authorities, all helicopters

participating in the Rally must be duly registered with the Organiser. The registration form (Appendix D5) must be forwarded before Saturday 2 January 2016. The fee due to the Organiser is 2000 € by helicopter (500 € for costs incurred will not be reimbursed if climate conditions are unfavourable and no flight cannot be made). A compulsory helicopters pilots’ briefing will be held at 17h00 Thursday, 21 january 2016 at the rally HQ, Centre Omnisport COSEC, Avenue de Traunstein, 05000 GAP.

18.2 Accreditation procedure 18.2.1 Principles 1. A maximum of three representatives (journalist and/or photographers) per publication may be accredited for the Rallye Monte-Carlo 2016. A maximum of one pass will be issued to websites (photo tabards are not issued for websites). 2. Agencies must meet the same criteria as publications. The central offices or premises of the main international agencies will be accredited by the FIA. 3. To be accredited, a Media must have a distribution that meets criteria of quality and quantity of the FIA. 4. The advertising, public relation, marketing, agencies, etc…. shall in no case be accredited as Media, and Organiser will not issue accreditation to representatives (press officer or otherwise) of sponsors, suppliers, manufacturers, drivers, etc…..

5. A Media holding a permanent pass issued by the FIA and wishing an additional accreditation for journalist and/or photographers must apply directly on the FIA website www.fia.com.

18.2.2 Procedures 1. Foreign Media must submit their request to the FIA before Wednesday 30 December 2015. The international accreditation form is available on the FIA website: http://www.fia.com/media-center/media_accreditation/World%20Rally%20Championship 2. Monegasque Media must send their request on the ACM official website www.acm.mc before Wednesday 23 december 2015. 3. Press photographers under contract with agencies or publications must provide documentation justifying the publication of a minimum of 15 pictures of the previous edition (2015). 4. The request must include : - The accreditation form completed; - An application for accreditation on an official letterhead paper of the media or agency and signed by the editor or publisher; - A copy of the publication and information diffusion (distribution, readership, frequency…..) just for firsttime applicants; - Copies of the published articles covering the FIA World Rally Championship 2015 and possibly also those dealing with the Rallye Monte-Carlo - A photocopy of the press card of the representative who will cover the Rallye Monte-Carlo 2016; - Information on the coverage provided for the Rallye Monte-Carlo 2016, with details on release dates or broadcast. 5. Documents submitted late and/or incomplete will not be considered.
