1. 3. Context Started in the fall of 2014, the realization of the Plan is in the last stage. The Plan’s objective is to establish the long term vision, land use and development guidelines for the federal lands located in the designated study area. The Plan will guide the redevelopment of federal lands along with the types of activities to be allowed and encouraged, in addition to serving as the basis for future federal land use, design and realty approvals involving these lands. To implement this Plan, detailed area-specific design studies shall be required as a prerequisite for all future park improvement projects, according to a schedule that takes into account budgetary realities. It is possible that not all the Plan's proposals will be realized within the 10-year horizon, but will allow us to know the long-term vision. The Plan study area encompasses the federal lands around Hull Island and Brewery Creek, in Gatineau (see Appendix 1). The Plan is being prepared at a time where several initiatives are being developed by third-parties (see Appendix 2). Indeed, the City of Gatineau, the Canadian Museum of History, Place des festivals and Kruger are in the process of redeveloping portions of their properties in the absence of a comprehensive shoreline study or long-term vision. The NCC must take these initiatives into account without losing sight of the need for a consistent and integrated long-term planning approach for these lands.

4. Options Analysis At this stage of the development of the Plan no options are presented. Here is a summary of the main ideas of the Plan. The overall vision is to make these shorelands “A Destination for People in the Heart of a Green Capital”. The north shore will be a 21th century waterfront destination park as part of the NCC’s revitalization of all the capital’s shoreline. They will be a welcoming place for everyone and where various communities can reunite. Some sites are dynamic and others allow relaxation and form an oasis of greenery in the city.They are, by definition, key components of the River and its ecosystem. Numerous historical features and installations bear witness to this long-standing historical connection. Recreation activities along the Submission:

water’s edge enable the public to experience and appreciate the river. The shorelands give us a better sense of the Capital’s presence, in addition to providing a broad range of recreation activities. Land use guidelines will need to achieve a balance between providing increased recreation opportunities, conserving important natural spaces and developing and enhancing our rich cultural and historical features and resources. The Plan is focused on the four key roles proposed for the Capital Core Area’s shorelands: 1- Offer a broad range of experiences; 2- Provide access to the waterways; 3- Enhance the symbolic dimension; 4- Contribute to improving the environment. The Plan will ensure that the experiences and facilities offered to park users are consistent with the entire range of park functions. The Plan will include a set of maps that clearly identify intended uses as well as areas, features and components that require protection. These maps will illustrate the interconnectedness and interdependency of various systems, and will provide a very useful framework for the initiation and assessment of development proposals. Ten maps present the components (see Appendix 5). Based on the vision, the roles assigned to various areas and components to be preserved, the Plan offers a series of proposals for each of the study area’s main sectors. A summary of these proposals is provided at Appendix 3.

5. Financial Details The Plan is carried out by a team of internal experts.

6. Opportunities and Expected Results Receive approval from the Board of Directors. The Plan will guide developments and projects that will contribute to the achievement of corporate objectives by improving public access to the shorelines and by creating vibrant sites in some locations, particularly near the Alexandra Bridge. Several regional stakeholders want improvements on the shoreline lands and are ready to participate in their achievements.

7. Risks and Mitigation Measures The combination of different objectives for the shorelines from multiple stakeholders and the public leads the NCC to recommend adjustments to the functions desired by the various actors to ensure cohesion. A duality remains between the desire to energize the sites by multiplying organized events (requiring the sites to be closed to the public in general) and the intention to make the riverbanks more accessible and generate traffic supported by attractive developments and by adding recreational services complementary to the parks. Appendix 2 – Third-party Initiatives and Planning Context Third-party Initiatives Several redevelopment initiatives to accommodate events are currently being proposed on federal properties located on the north shoreline of the Ottawa River. The projects promoted by various groups would by their very nature be in competition with each other. For that reason, efforts invested in this highly strategic sector would benefit from proper coordination. Current private initiatives involving federal lands include: The Canadian Museum of History is looking to redevelop its shoreline property in order to host more events. It is also looking to expand its parking facilities. The Kruger plant will redevelop as open space a part of an existing riverfront parcel that is currently fenced in and used as a parking lot. The area in question would become a renaturalized open space. Windmill will be redeveloping the former Domtar properties as a mixed-use neighbourhood. As part of this new development, the shoreline will be made publicly accessible, creating a riverfront link between the Portage and Chaudière bridges. The City of Gatineau is looking to revitalize the Montcalm Street corridor as a cultural district. It has laid out the details of this initiative in its Official Plan and Local Improvement Plans to encourage private sector initiatives. Place des Festivals is looking to organize concerts, cultural events and other festivities on NCC lands in Jacques-Cartier Park. The Hull Marina has produced an expansion plan that would double the number of docking spaces from 100 to 200. A request for approval of this project has been submitted to the Quebec Government. The NCC has no control over this project. Planning Context The NCC has produced a series of planning and policy documents to guide the development and management of shoreline properties. Many of these documents were produced some years ago. The Ottawa River North Shore Parklands Plan will provide an opportunity to review and update the planning principles laid out in these plans, as required to respond to current needs. The prime objectives of planning should be expanded and brought to various levels of priority: ecology, community growth, large special events, heritage (natural and cultural, including aboriginal use of shorelines), and people’s everyday experience.

The layer of natural systems, such as water and topography, are needed to inform the conceptual plan. A balance should be found between a watercentered plan and a land-centered plan. Plant material could help restore the land after contamination.

PROPONENT Lucie Bureau Director, Long Range Planning and Transportation Capital Planning Branch National Capital Commission 202-40, rue Elgin Ottawa, ON K1P 1C7 [email protected] PROJECT DESCRIPTION The objective of the Ottawa River North Shore Parklands Plan (the “Plan”) is to determine the long-term vision, identify land uses and establish guidelines for the federal lands that comprise the study area. The Plan includes federal lands along the shoreline of the Island of Hull and Brewery Creek in Gatineau. The Plan is meant to guide development projects and activities occurring on federal lands, and will serve as a decision-making tool for federal land-use, design and transaction approvals. This plan falls under Canada’s Capital Core Area Sector Plan (CCN, 2005) and the Plan for Canada’s Capital 2017-2067 in the NCC’s planning framework. The initiative for this Plan is identified as part of a Milestone project by the Plan for Canada’s Capital. The proposals contained in the Plan also reflect the NCC’s strategic priorities including the objective to offer increased public access and new connections to the shorelines and waterways. The development of this Plan began in 2014 and has included an extensive public and stakeholder engagement process between November 2014 and fall 2017. Study Area The study area of the Plan generally includes the federal lands in the heart of the Capital that run along the shoreline of the Island of Hull in Gatineau between the Ottawa River and Laurier Street. The Plan also covers the federal lands along Brewery Creek. The study area includes Jacques Cartier Park North and South, the grounds between the Canadian Museum of History and the river, the shoreline property around the Kruger plant to the Portage and Chaudières bridges, Portageurs Park, and the federal lands along Brewery Creek. The Plan also outlines the NCC’s desires regarding the development or use of certain adjacent non-federal lands where this would help achieve the objectives described in the Plan.

Ottawa River North Shore Parklands Plan Key Planning Principles and Vision The Plan’s vision is driven by a few basic key planning principles deriving from current NCC strategic priorities and the NCC’s planning framework. According to these key principles, the riverfront lands should :  Offer a destination for Canadians and remain in the public domain;  Contribute to development that reflects the significance of their location within the nation’s capital;  Be managed and developed in a way that contributes to the region’s resilience;  Provide access to waterways in the Capital’s Core Area; and  Conserve the park function for lands identified as such in Canada’s Capital Core Area Sector Plan. The plan is based on a vision that the riverfront parklands on the north shore of the Ottawa constitute “A destination for people and communities in the core of a resilient, green capital.” According to this vision, the riverfront lands fulfil four important roles :  Offer a wide range of experiences;  Provide access to the river;  Showcase the symbolism of the Capital; and  Enhance the natural environment. Key Planning Features The Plan ensures cohesiveness between the parks’ various functions and the broad range experiences sought by different users. It contains maps that illustrate the desired future conditions and components to be respected. The maps are identified as interdependent and closely linked components that define proposed developments. The themes explored as components of the concept in the plan includes environmental protection, Capital sites of significance, heritage and archaeological resources, water access, events, and landscape typologies, among others. Planning and policy objectives that apply to the Plan’s entire study area are provided and are organized by theme. Sector Plans Based on the Plan vision, the roles, and the key planning features, the Plan proposes key actions for each of the 10 sectors that form the study area. Each proposed intervention is identified on the sector map with a numbered marker matching the corresponding list of actions. Plan Implementation The Ottawa River North Shore Parklands Plan will take effect upon approval by the NCC Board of Directors. This approval established the conditions of approval for the plan.

ANALYSIS Level of Approval : 3 Other NCC Plans: Plan for Canada’s Capital 2017-2067 Canada’s Capital Core Area Sector Plan National Interest Land Mass (NILM) : Yes, partly Pre-contact Archaeological Potential : Low to High Strategic Environmental Assessment : The Canadian Environmental Assessment Act, 2012 (CEAA, 2012) is not applicable to the Ottawa River North Shore Parklands Plan. However, in accordance with the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, a Strategic Environmental Assessment was completed in conjunction with the development of this Plan. The assessment concludes that, overall, it is expected that the implementation of the key policy directions of the Plan will have significant positive environmental and social impacts on Canada’s Capital Region, provided that the guidelines in the plan are strictly followed, with careful planning to ensure protection of sensitive environmental features. Date of NCC Board of Directors approval : April 19, 2018 Analysis In its analysis, the NCC has taken the following considerations into account: - The Ottawa River North Shore Parklands Plan presents policy directions to guide land-use and development of the federal lands located along the shoreline of the Island of Hull in Gatineau; - The study area is located within the Core Area Sector as defined in the NCC’s planning framework; - The Ottawa River North Shore Parklands Plan replaces and cancels the Jacques Cartier Park South Site Plan (CCN, 1992) and the related implementation plan (CCN, 1994); - The Ottawa River North Shore Parklands Plan fulfills, in part, the NCC’s mandate under sections 10 and 11 of the National Capital Act; - The Plan provides additional guidance and detailed direction for the lands located within the study area; Generally, the plan conforms to the policies of the Canada’s Capital Core Area Sector Plan (CCN, 2005) and the Plan de la capitale du Canada de 2017 à 2067; - The Ottawa River North Shore Parklands Plan encompasses all federal lands within the study area including both lands that are a part of and that are not a part of the National Interest Land Mass (NILM) (figure 1.1); - A Strategic Environmental Assessment was completed and concluded that the implementation of the Ottawa River North Shore Parklands Plan would result in significant positive environmental and social impacts on Canada’s Capital Region - The Ottawa River North Shore Parklands Plan has taken into account previous feedback and direction provided by the NCC’s Board of Directors, the Advisory Committee on Planning, Design and Realty, by the federal and municipal partners, and by the public and other interests as part of the consultation processes.

APPROVAL AND CONDITIONS

FEDERAL LAND USE APPROVAL FOR THE OTTAWA RIVER NORTH SHORE PARKLANDS PLAN IS HEREBY GRANTED, PURSUANT TO THE NATIONAL CAPITAL ACT, SUBJECT TO THE FOLLOWING CONDITIONS:

IMPLEMENTATION

1.1

An Action Plan identifying the priorities, the budgetary requirements and those responsible for implementing the various actions to carry out the Plan will be developed by the Capital Stewardship Branch and approved by the Executive Management Committee of the NCC.

1.2

The National Capital Commission including each respective branch will oversee the implementation of the Ottawa River North Shore Parklands Plan in accordance with their respective responsibilities identified in the Action Plan.

2.

LAND USE AND DESIGN

2.1

The Ottawa River North Shore Parklands Plan shall be the document that determines the long-term vision, land-uses and the planning guidance for the federal lands within the study area. The Plan will guide development projects and activities on federal lands as well as a federal land use, design and real estate transaction approval decisions.

2.2

The day-to-day administration of requests for the use of federal lands and the continuing implementation of the plan will be conducted through the Federal Land Use, Design and Transaction Approval process. All proposals requiring a Federal Land Use, Design and Transaction Approval will be reviewed in conformity with the objectives and policies of the Plan.

2.3

The Ottawa River North Shore Parklands Plan replaces the policies and designations in the Jacques Cartier Park South Site Plan (CCN, 1992) and the related implementation plan (CCN, 1994). In approving this Plan, the NCC is cancelling these two plans.

2.4

If any inconsistences or contradictions between the Ottawa River North Shore Parklands Plan and Canada’s Capital Core Area Sector Plan (CCN, 2005), the Ottawa River North Shore Parklands Plan shall prevail.

2.5

Any proposals for amendment to the Ottawa River North Shore Plan shall be submitted to the Executive Director, Capital Planning for review and, when satisfactory, federal approval. Depending on the scale of the proposed amendment, public consultations may be required, and should respect the appropriate public engagement policies.

2.6

All future plans, federal or other, within the study area must be submitted to the Capital Planning Branch for review and if satisfactory, separate approval. The NCC’s participation in provincial and municipal planning processes will be consistent with the vision, roles and policies of this Plan.

2.7

The NCC shall provide the approved Plan to different partners (e.g., federal, provincial and municipal) for information purposes, and so as to ensure that the maximum harmonization with the Plan can be achieved with their respective policies and plans.

ENVIRONMENT

All projects undertaken on federal lands within the National Capital Region will, when applicable, be subject to the requirements of the Canadian Environmental Assessment Act (CEAA), and any other pertinent federal acts and policies.

PATRIMOINE ET RICHESSES ARCHÉOLOGIQUES

4.1

As part of the Federal Approval review process, the NCC will implement federal policies on federal heritage buildings and sites, as amended from time to time, and seek advice from the Federal Heritage Buildings Review Office, when required.

4.2

As part of the Federal Approval review process, the NCC will ensure that best practices regarding cultural resource, notably archaeological and paleontological resources, are considered.

4.3

On NCC lands and for NCC projects, NCC corporate policies and guidelines regarding heritage buildings, archaeology and other cultural resources will be implemented.

MONITORING OF LAND-USE, DESIGN AND ENVIRONMENTAL CONDITIONS

The monitoring of the conditions of this approval will be completed through the Federal Approval process, as well as through the implementation of the Action Plan.

TRANSACTIONS IMMOBILIÈRES

6.1

All realty transactions that require federal approval under the National Capital Act such as, but not limited to land disposals, easements or other realty transactions, will be reviewed for conformity with the Ottawa River North Shore Parklands Plan prior to their approval.

6.2

All NCC realty proposals, such as leases and licenses of occupation, will be reviewed for conformity with the Ottawa River North Shore Parklands Plan, prior to the granting of approvals according to internal NCC procedures.
