MESSAGE FROM THE DIRECTOR GENERAL Dear Participant, I would like to offer you a very warm welcome to the 14th Yearly Session of the Crans Montana Forum. Your presence here in Crans Montana is greatly valued: you are attending an extraordinary and unique event that - thanks to you enhances its international reputation and its global appeal with every passing year. This is no ordinary meeting of minds, no conventional tribune for debate. The Crans Montana Forum derives its growing success from insisting and improving upon its own model; it copies no prototypes save those it has instituted through the initiatives, the experience and the inspiration of its creator and architect, Mr. Jean-Paul Carteron. This year's Forum includes several sessions focused on issues and contentions in the fields of corporate responsibility and social ethics. The theme "Better Governance, Better Business, Better Society: Towards Corporate Public Responsibility" serves to emphasize the inherently beneficial relationships that exist between companies and societies who share the humanitarian and liberal commitments that are also the central characteristics of the Crans Montana Forum and its close relative the Monaco World Summit. Corporate Social Responsibility is giving way to newer and wider notions of the comprehensive nature of corporate commitment. We are learning that corporate responsibility, just like individual responsibility, has no limits save those imposed by society's own consensus and our own abilities. The new corporate responsibility consists of an open, transparent and external set of commitments that explain why it should properly be re-defined by the more encompassing term of corporate "public" rather than "social" responsibility. This will provide the key elements for better governance, better business and better society. At the Crans Montana Forum formal speeches are not encouraged. However, we do promote, and even incite, freedom in discourse, and of course we positively encourage unconventional encounters between personalities who rarely have the opportunity to meet or act together. I would like to express my gratitude for your attendance at the Crans Montana Forum. Notre Forum n'est pas une rencontre ordinaire, ni une plate-forme de débats conventionnels. Ce Forum 2003 comprend plusieurs sessions qui soulignent l'importance des préoccupations et problèmes liés à la responsabilité sociale et l'éthique sociale de l'entreprise. Le thème " Better Governance, Better Business, Better Society : Towards Corporate Public Responsibility" met l'accent sur les rapports bénéfiques qui doivent exister entre les entreprises et les communautés qui partagent les mêmes engagements humains et libéraux, ceux qui sont aussi la caractéristique centrale du Forum de Crans Montana et son proche parent, le Monaco World Summit. La Responsabilité Sociale de l'Entreprise s'ouvre actuellement à des approches nouvelles et élargies quant à la nature de l'engagement de l'entreprise. Nous commençons à nous rendre compte que la responsabilité de l'entreprise, tout comme celle de l'individu, n'a de limites que celles imposées par le consensus de nos sociétés et nos propres capacités. La nouvelle responsabilité de l'entreprise se compose désormais d'un ensemble d'engagements ouverts, transparents et externes qui sont à la base de sa redéfinition. On parle désormais de responsabilité " publique " plutôt que " sociale ". Cette nouvelle approche est à même de fournir les éléments clés d'un meilleur système d'échanges, d'une meilleure gouvernance donc d'une meilleure société.

J'aimerais donc vous remercier pour votre présence au Forum de Crans Montana. Je suis certain que nous passerons ensemble des moments importants et stimulants avec des discussions ouvertes, des débats honnêtes et des dialogues amicaux. Over the past few years, the International Summit on Transnational Crime has become required attendance for decision-makers in the banking, financial, manufacturing, commercial sectors as well as for consultants, lawyers, accountants and tax advisers. Regular participants include senior commercial and business representatives of the business world, Heads of State and Government, Ministers (Finance, Economy, Justice, Interior), Speakers and Members of Parliament, representatives of international organisations, bank governors and officials in charge of banking and budgetary control, judges, academics as well as officers and experts of specialised police and security bodies and organisations specialised in the prevention and prosecution of money laundering. The International Summit on Transnational Crime considers and deals with concerns that are essential today for the credibility of any company doing business across national borders. Transnational crime will become the defining issue of the 21st century for policymakers and legislators, just as the Cold War defined the 20th century.

Depuis plusieurs années, le Sommet mondial sur le crime transnational est devenu un événement incontournable pour les représentants du monde bancaire, financier, industriel et commercial ainsi que pour les consultants, avocats et experts en fiscalité. Sont présents les représentants du monde des affaires, les Chefs d'Etat et de Gouvernement, Ministres spécialisés (Finances, Economie, Justice, Intérieur), Présidents et Membres des Parlements, Représentants des Organisations Internationales, Gouverneurs de Banques Centrales et Responsables du contrôle des activités bancaires et financières, Magistrats, Officiers et Experts des Administrations spécialisées de la Police, Organisations spécialisées dans la prévention et la répression du blanchiment d'argent. Ce sommet traite de la plus brûlante actualité qui sont essentiels pour la vie des entreprises opérant, notamment, au niveau international. The World Mountains Forum took place for the first time in the Principality of Monaco in the prestigious setting of the Monaco World Summit, in December 2002. The Forum, placed under the High Patronage of HSH Prince Rainier III, Sovereign Prince of Monaco, aims to bring together senior figures in government, public policy and administration with industry, commercial and business leaders in the financial, banking, trade and manufacturing sectors. The Forum considers and discusses Sustainable Mountain Development among a wide range of topics that call for interdisciplinary and integrated approaches. Participants bring together the expertise to present a complete picture of what is meant by sustainable development in mountainous regions and what needs to be done to achieve it. The World Mountains Forum is also placed under the Patronage of UNESCO, of FAO, and of Mrs. Margot Wallström, Member of the European Commission. Le développement durable des montagnes inclut un large éventail de thèmes, nécessitant des approches interdisciplinaires et intégrées. Ce Forum réunira l'expertise nécessaire à la présentation de ce que l'on entend par " développement durable des montagnes " - et des vallées qui y sont adjointes - ainsi que ce qui doit être entrepris pour y parvenir. Dignity International "Dignity International is committed to the reinforcement of human dignity in corporate and public policy".

Dignity International, an initiative of the Fondation du Forum Universale, was launched in Crans Montana (Switzerland) on 28 June 2002 by the Chairman and Founder of the Crans Montana Forum and the Monaco World Summit, Mr. Jean-Paul Carteron, and by the Secretary General of the Council of Europe, Mr Walter Schwimmer. The mission of Dignity International is to identify and to establish viable means of recognising and reinforcing Human Dignity by the promotion and publication of initiatives, projects and activities in areas of social and humanitarian concern. The major active element is to promote and reward those individuals and businesses actively and determinedly taking the appropriate initiatives and demonstrating the appropriate values. These values are essentially moral and ethical, linked to a permanent need for honesty and transparency, notably in the management of public affairs. Dignity International will operate at several levels. It will remind and inform public organisations, government bodies and the private sector of the need for a socially responsible and humanitarian policy and offer assistance in ethical procedures and their practical implementation. Dignity International will engage in a productive dialogue with businesses whose activity includes practices inimical to human dignity, whether of men, women or children, so that they can be encouraged to end these practices. Each year Dignity International makes a major public presentation, the DIGNITY INTERNATIONAL AWARD, to individuals of high moral standing who have contributed decisively and substantially to the reinforcement of Human Dignity. The first DIGNITY INTERNATIONAL AWARD was presented to the Rev. Abbe Pierre in a formal ceremony within the Monaco World Summit on 10th December 2002.

La mission de Dignity International est d'identifier, d’établir des moyens durables pour promouvoir et renforcer le respect dû à la dignité humaine par l'encouragement et la publication d'initiatives, de projets et de réalisations dans les domaines sociaux et humanitaires. Il s'agit là de l'élément majeur de son action : faire connaître et reconnaître les entreprises qui sont actives dans le domaine de la préservation de la Dignité Humaine. Dignity International sera également active à d'autres niveaux. Elle va interpeller les organisations publiques ou privées dont la politique de responsabilité sociale et humanitaire est soit défaillante, soit inexistante, dans le but de les informer, voire de les assister dans la définition de procédures éthiques et leur mise en œuvre.
